Org. Setting and Reporting

This position is located in the Human Trafficking and Migrant Smuggling Section (HTMSS), Organized Crime and Illicit Trafficking Branch (OCB). Division for Treaty Affairs (DTA), United Nations Office on Drugs and Crime (UNODC), in Vienna. The incumbent will work under the direct supervision and substantive guidance of the Project Coordinator of the GLO.ACT initiative, and the overall guidance of the Chief, Human Trafficking and Migrant Smuggling Section. The initiative works alongside partner countries in developing and implementing more effective national and international responses to trafficking in persons and migrant smuggling, especially in Central Asia, the Middle East and South Asia. Responsibilities

Within assigned authority, the incumbent will be responsible for the following specific duties: • Support the management, coordination and monitoring of the implementation of the GLO.ACT initiatives across Asia and the Middle East under the Global Programme “UNODC Action Against Trafficking in Persons and the Smuggling of Migrants” (GLOTS3) managed by the Human Trafficking and Migrant Smuggling Section. • Monitor expenditures of the overall Programme budget and all its sub-projects closely; compare with approved budget; prepare adjustments as necessary; assist in preparation of budget performance reports, analysing variances between approved budgets and actual expenditures; prepare related status reports and projections. • Serve as focal point for the administrative coordination of programme/project implementation activities, involving extensive liaison with diverse organizational units to initiate requests, obtain necessary clearances, process and follow-up on administrative actions, e.g. recruitment and appointment of personnel, travel arrangements, training/study tours, authorization of payments, disbursement of funds, procurement of equipment and services, etc. • Provide programme, administrative and logistics support for the implementation of HTMSS core mandates, projects and tasks including support for the organization of meetings, conferences, study visits and technical assistance activities at Headquarters and/or in the field. Provide administrative and logistic support to needs assessment missions and other travel of project staff and consultants; coordinate official meetings, mission agendas and travel plans. • Contribute to the recruitment of local and field-based project staff, international consultants, individual contractors and interns, and provide backstopping support as required; monitor the timely and qualitative execution of sub-contracts and delivery of work by external consultants and their timely payment of instalments. • Contribute to the preparation of sub-contracts and procurement contracts; check and verify invoices, process and monitor payments of contractors; review requisitions for goods and services to ensure (a) correct objects of expenditure have been charged, and (b) availability of funds. Follow up and liaise with relevant units to ensure smooth and timely processing of procurement and grants applications. • Perform general administrative tasks, including preparing and/or processing requests/documents (e.g. requisitions, purchase orders, travel requests, contracts, expenditure authorizations and visa applications). • Engage in the coordination of submissions of programme proposals and budget estimates, ensuring that requisite information is included and justified in terms of proposed activities and propose adjustments as necessary; prepare reports and ensure that outputs/services are properly categorized; carry out periodic status reviews; identify issues and initiate requisite follow-up actions; prepare revised budget estimates; report on budget revisions, expenditures and obligations, verify availability of funds; ensure necessary approval and entry in computerized budget system; prepare reports and ensure that outputs/services are properly reflected; prepare revised budget estimates, initiate financial authorizations for expenditures. • Contribute to the development and regular revision of GLO.ACT workplans including costed workplans and linked key performance indicators, as well as the theories of change, in coordination with the team members and under the supervision of the GLO.ACT Project Coordinator. • Provide substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc. • Provide support to technical assistance work concerning prevention and protection of trafficking victims, with a special emphasis on the intersection between healthcare and anti-trafficking measures. Evaluate and identify technical support that pertains to the integration of health in anti-trafficking, and anti-smuggling initiatives. • Prepare various written outputs, e.g. technical presentations, analysis, periodic project progress reports, sections of reports and studies, inputs to publications, etc, undertake project and budget revisions, and undertake project monitoring and evaluation, as relevant. • Engage in coordination efforts with the field offices and other relevant entities and advise UNODC field offices on implementation arrangements for the GLO.ACT initiatives, potential partners and detailed specifications for projects against trafficking in persons and smuggling of migrants. • Contribute to outreach activities and participate in field missions, including delivery of technical assistance, provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc. • Perform other work-related duties as required.

Education

Advanced university degree (Master’s degree or equivalent) in business administration, project management, or related field is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. A first-level university degree and no experience will be accepted for candidates who have passed the United Nations Young Professionals Programme Examination (YPP), the United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P).

Job - Specific Qualification

A certification in project management is desirable.

Work Experience

A minimum of two years of relevant progressively responsible professional experience in programme or project administration on crime prevention and criminal justice OR the successful completion of the Young Professionals Programme Examination (YPP), the United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P) is required. Demonstrated experience in supporting the development, implementation and monitoring of projects/initiatives across field offices related to counter trafficking in persons and smuggling of migrants is desirable. Experience in working with an Enterprise Resources Planning (ERP) software, such as UMOJA/IPMR in managing programme budgets, in customization of Business Intelligence reports and preparing financial documents/reports is desirable. Experience in development, implementation and monitoring of projects/initiatives related to healthcare delivery or public health is desirable. Experience in processes and procedures related to financial matters, recruitment, procurement, and travel in the framework of grants/projects funded by the European Union is desirable. Experience working with counterparts in countries across Asia and the Middle East is desirable. Work experience in data analytics with the United Nations system or similar international organizations is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another United Nations official language is an advantage.
