You have:
- An advanced university degree (Master's degree or equivalent) in accounting, information technology, programme management or related area is required.
- A minimum of 10 years of progressively responsible professional experience in programme management with an emphasis on information technology business case development and programme delivery is required.
- Advisory or managerial experience in complex programme management environments, like financial services or similar, or experience in leading programme teams in international organizations, is required.
- Work experience in information technology systems user needs analysis and business requirement development in an international organization are required.
- Experience with the work and priorities of the United Nations is desirable.
- Excellent drafting and communication skills are required.
- Fluency in English is required.
- Knowledge of another official United Nations language (Arabic, Chinese, French, Russian or Spanish) is an advantage.

Result of Service
-Stakeholder map delivered. Roles and responsibilities of programme stakeholders and any forums documented and agreed. -Secure communication platform (SCP) analyses document that summarizes secretariat SCP work to date and includes key insights on existing GlobE and other secure communication platforms, delivered. -First programme risk assessment and mitigation delivered. -Existing customized SCP business requirements consolidated. Target audiences of customized SCP - various user groups, their needs and preferences, documented. Recommendation on any user group needs market research required delivered. Process to agree on customized SCP user and organizational requirements agreed. -Documented agreement on the selection/acceptance criteria critical for a successful system delivery, delivered. -Documented vendor/system procurement process and anticipated timelines, delivered. -Proposal on technology research to be conducted delivered. -Format for business case documented and cleared. -First draft of programme plan delivered. -Programme stakeholder engagement to deliver deliverables A-I.

Duties and Responsibilities
(a) Deliver a stakeholder map and develop roles and responsibilities of key stakeholders and any forum/s for delivery of the customized secure communication platform (SCP) programme. (b) Determine and document key take outs from GlobE SCP work and decisions to date, including an analyses of the current GlobE SCP platform and other existing SCP platforms. (c) Develop, document and obtain clearance of the SCP programme risk assessment and mitigation. (d) Develop, document and obtain clearance of the user and organizational requirements of the customized SCP system. (e) Document and obtain clearance of the selection/acceptance criteria the customized SCP system. (f) Research, document and obtain clearance of the vendor/system procurement process to be followed. (g) Develop and document a proposal on any further SCP technology research that might be required. (h) Develop, document and obtain clearance of the business case format that will be used by the SCP programme. (i) Deliver a first draft customised SCP programme plan. (j) Engage customized SCP programme stakeholders and forums as needed to deliver (a) to (i) above.
Qualifications/special skills
• An advanced university degree (Master's degree or equivalent) in accounting, information technology, programme management or related area is required. A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. • A minimum of 10 years of progressively responsible professional experience in programme management with an emphasis on information technology business case development and programme delivery is required. • Advisory or managerial experience in complex programme management environments, like financial services or similar, or experience in leading programme teams in international organizations, is required. • Work experience in information technology systems user needs analysis and business requirement development in an international organization are required. • Experience with the work and priorities of the United Nations is desirable. • Excellent drafting and communication skills are required.
Languages
• English and French are the working languages of the United Nations Secretariat. For this consultancy, fluency in English is required. Knowledge of another official United Nations language (Arabic, Chinese, French, Russian or Spanish) is an advantage.
