OBJECTIVES OF THE PROGRAMME

The mission of the Group on Data, Strategy and Innovation (DSI) is to support countries to attain universal coverage of health services for better and equitable health outcomes. DSI has a role to drive the implementation of the 'For the Future' vision to make the Western Pacific Region the healthiest and safest region and, in particular, to lead on some of the core operational shifts.

The development of a sound vision of Member States' health futures that reconcile societal, environmental and economic development with the country's health and development ambitions is a critical precondition for a health system transformation approach that puts countries on a sustainable development trajectory towards a health system that is 'future proof'. Such development needs to be rooted in the generation of relevant data, their sound analysis, the maximization of innovation and a central positioning of universal health coverage as a shared platform for health service delivery. In addition, population in the Western Pacific countries is ageing very rapidly and countries need to anticipate changes and take early actions to address cross-sectorial challenges related to ageing. The objective of the Group is to be a driver, facilitator and technical lead of processes that enable a strategic dialogue for health system transformation in Member States building based on close collaboration across the divisions in the Regional Office and country offices and in consultation with headquarters.

DESCRIPTION OF DUTIES

Under the general guidance and supervision of the Administrative Assistant, DSI, and in close coordination with the Coordinator, the incumbent performs the following duties and functions:

  1. To screen incoming correspondences, documents and reports and route to the Coordinator with full background materials; to ensure their distribution and follow up on deadlines;
  2. To draft/prepare nontechnical and general correspondence, reports, etc. using word-processing equipment to ensure grammatical accuracy, conformity with procedural accuracy and format; to draft/prepare general correspondences not involving policy or technical knowledge on own initiative or from brief instructions;
  3. To initiate administrative formalities related to budget monitoring and implementation; to process various contracts and documents for the processing of agreements for performance of work, recruitment of consultants, interns, etc.; to procure supplies and equipment, etc.; to initiate all Global Management System/Business Management System-related transactions, as applicable;
  4. To assist in the preparation of fund-raising proposals, draft donor agreements and preparation of financial narrative donor reports in close collaboration with the Coordinator and/or technical staff assigned and the Programme Management team of the Group;
  5. To provide administrative support in the organization and arrangements of formal/informal meetings, consultations, workshops and training courses, including preparation, proofreading and formatting of related files and recruitment of consultants and interpreters and invitation to country participants, temporary advisers, representatives, observers and members of the Secretariat; to coordinate and arrange meeting logistics; to coordinate and seek guidance with other administrative units in the organization of meetings such as Meeting and Courses, Budget and Finance, Travel and Transportation and the Global Service Centre;
  6. To liaise with the relevant counterparts in the Western Pacific, WHO country offices for sharing of relevant information and implementation of activities;
  7. To create, organize and maintain general and project files with an appropriate system for follow-up on responses and deadlines;
  8. To set up and coordinate schedules or appointments for the Coordinator and/or technical staff in the team and visitors; to prepare briefing folders for the technical staff's duty travel, field staff, temporary staff and consultants;
  9. To assist in searching, compiling and maintaining information relevant to the programme and team including the monitoring of project implementation; to perform liaison duties with the other members of the team as well as with other units;
  10. To make travel arrangements for the Coordinator and/or technical staff assigned; to prepare briefing materials for his/her use on official trips or special meetings; and in his/her absence, to brief or take notes on matters for which the programme is responsible;
  11. To provide backstopping, gap-filling and/or occasionally replace administrative staff within the Group during their absence to ensure provision of back-up support to all programmes when needed, as coordinated by the Administrative Assistant to the Director; and
  12. To perform other related duties as required.

REQUIRED QUALIFICATIONS

Education

Essential: Equivalent to graduation from secondary school with thorough training in secretarial/administrative duties. Desirable: Relevent higher level diploma or degree.

Experience

Essential: At least five years' experience in secretarial/administrative posts. Desirable: Work experience in WHO or in another international organization. Experience working in a multi-cultural environment.

Skills

  • Thorough knowledge of office procedures, administrative rules and regulations, Business Management System, word-processing and spreadsheets applications.
  • Results-oriented, good communication skills and interpersonal skills.
  • Ability to act with tact, diplomacy, discretion and respect for confidentiality.
  • Ability to prepare correspondence, summary of meetings, documentation and notes for the record.
  • Typing skills, good computer skills and ability to learn and use different software applications.

REMUNERATION

WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at PHP 631,953 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
