OBJECTIVES OF THE PROGRAMME

The mission of the DSI Group is to support countries to attain universal coverage of health services for better and equitable health outcomes. The development of a sound vision of Member States' health futures that reconcile societal, environmental and economic development with the country's health and development ambitions is a critical precondition for a health system transformation approach that puts countries on a sustainable development trajectory towards a health system that is 'future proof'. Such development needs to be rooted in the generation of relevant data, their sound analysis, the maximization of innovation and a central positioning of Universal Health Coverage as a shared platform for health service delivery. The objective of the Group is to be a driver, facilitator and technical lead of processes that enable a strategic dialogue for health system transformation in Member States building based on close collaboration across the divisions in Regional Office and in country offices in consultation with headquarters.

DESCRIPTION OF DUTIES

Under the general supervision and guidance of the Executive Associate, DSI, the incumbent performs the following functions:

  1. Provides assistance and performs secretarial duties for DSI team members including screening of incoming correspondence, documents and reports and routes to the supervisor with complete background materials; ensures its distribution and follow up on deadlines;
  2. Sends routine e-mail messages and prepares draft memorandum and letters ensuring grammatical accuracy and conformity using WHO templates and format;
  3. Applies correctly instructions referring to the WPR Handbook in particular as regards to the technical unit's responsibility in initiating routine administrative actions related to personnel and projects;
  4. Creates, organizes and maintains records, both electronic and hard copies, of DSI files with an appropriate system for follow-up on responses and deadlines;
  5. Prepares relevant memoranda for internal clearance and approval for staff and consultants' duty travels, initiate requests and travel claims in GSM; arranges meetings and prepares documents and briefing folders relevant to the travel;
  6. Provides support in the arrangements of webinars, on line meetings, face-to-face meetings, workshops and training courses, including drafting of relevant documents; completing various forms related to the meetings; finalizing travel arrangements; preparing meeting SharePoint sites and maintaining files of general information;
  7. Performs the necessary functions in GSM for procurement of goods and services and facilitates payments. Maintains a Gantt chart for monitoring of submissions of deliverables and release of payments and sends reminders as necessary;
  8. Assists in the preparation of routine and ad hoc reports using GSM and other related sources of information to assist the AA/Programme and PMO in taking appropriate decisions and actions;
  9. Occasionally replaces other Assistants/Associates during their absence, and provides support to other Assistants/Associates as needed; and
  10. Performs other related duties as required.

REQUIRED QUALIFICATIONS

Education

Essential: Equivalent to graduation from secondary school with thorough secretarial training. Desirable: Formal or self-training in the use of standard office software and/or training in Oracle-based or other Enterprise Resource Planning (ERP) systems is an asset.

Experience

Essential: At least three years' experience in secretarial/administrative posts, preferably, in a large or an international organization. Desirable: Experience in the use of standard office software in Oracle-based or other ERP systems.

REMUNERATION

WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at PHP 535,559 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
