You have:
- Advanced university degree in animal science, veterinary science/medicine or a related field
- Seven years of relevant experience in national and regional approaches to animal disease control and prevention, preferably with experience managing transboundary animal diseases
- Working knowledge of English and limited knowledge of one of the other FAO languages (Arabic, Chinese, French, Russian or Spanish)
Organizational Setting The Regional Office for Asia and the Pacific (RAP) is responsible for leading FAO's response to regional priorities for food security, agriculture and rural development through the identification, planning and implementation of FAO's priority activities in the region. It ensures a multidisciplinary approach to programmes, identifies priority areas of action for the Organization in the Region and, in collaboration with offices and divisions at Headquarters, develops, promotes and oversees FAO's strategic response to regional priorities. RAP also advises on the incorporation of regional priorities into the Organization's Programme of Work and Budget and implements approved programmes and projects in the region, monitors the level of programme implementation and draws attention to problems and deficiencies. RAP develops and maintains relations with region-wide institutions including the Regional Economic Integration Organizations (REIOs). The Regional Office supports regional policy dialogue on food security, agriculture and rural development issues, facilitates the emergence of regional partnerships, and supports capacity development and resource mobilization for food security, agriculture and rural development in the region.
Reporting Lines The Animal Production and Health Officer (African swine fever/ASF Regional Project Coordinator reports to the Senior Animal Health Officer, Emergency Centre for Transboundary Animal Disease Operations (ECTAD) Regional Manager in the FAO Regional Office for Asia and the Pacific (RAP), working in close collaboration with ECTAD RAP staff as well as with national project counterparts.
Technical Focus The Animal Production and Health Officer (African swine fever/ASF Regional Project Coordinator) will be tasked to oversee the assigned project (OSRO/RAS/001/ROK) that contributes to FAO's existing strategic framework and is consistent with priority areas under the planned new Strategic Framework expected to be launched January 2022 through a specific focus on regional capacity building for the control of African Swine Fever in target countries.
Key Results Comprehensive technical and policy expertise to support the planning, development and implementation of Regional programmes, projects, products and services in accordance with Regional objectives and FAO’s Strategic Objectives.
Key Functions • Plans and leads components of multidisciplinary teams, leads and/or participates in internal committees, project teams, and working groups and/or provides specialised expertise on technical networks and/or international technical policy and/or international technical policy and standard setting bodies; • Develops technical, analytical, monitoring and reporting frameworks, and related methodologies, tools, systems and databases etc. to support the planning, implementation/delivery and monitoring of programmes of work, projects, products and/or services; • Designs and conducts research, data collection, validation, analysis and/or reporting activities to support the development of technical standards, international instruments, innovative approaches and strategies, new tools, technologies, technical reports/publications, and/or policy proposals as well as the provision of technical/policy/ specialist/advice and expertise; • Responds to country requests for technical and policy assistance, provides technical advice, assistance and solutions to Decentralized Offices and provides technical backstopping to field projects; • Collaborates in, provides technical backstopping to and ensures the quality/effectiveness of capacity development and knowledge sharing activities within member countries such as policy support, organizational development and individual learning events including preparation of related information, learning materials, online tools; • Promotes international cooperation/advocates best practices, increased policy dialogue and provides technical expertise at international/intergovernmental meetings; • Participates in resource mobilization activities in accordance with the FAO Corporate strategy.
Specific Functions • Ensures overall project management and required resources, including timely recruitment of consultants and procurement of appropriate equipment and services as specified in the project document; • Works in close collaboration with other members of the ECTAD team at country and regional levels and coordinates with relevant units in FAO as well as partners at country, regional and global levels to ensure smooth implementation of the project activities alongside other FAO projects in the region ensuring a programmatic approach and synergy; • Advises the Regional Manager of ECTAD in maintaining close technical linkages with experts from participating countries, regional and international organizations and other partners such as the ASEAN and SAARC, World and Regional Reference Laboratories, and other collaborating centres involved in ASF as well as the Ministry of Agriculture, Food and Rural Affairs (MAFRA) in the Republic of Korea; • Coordinates inputs from FAO and provide support to activities implemented under the Global Framework for the Progressive Control of Transboundary Animal Diseases (GF-TAD) related to ASF in the region; • Advises the Regional Manager of ECTAD in organizing strategic and technical meetings for the exchange of information and the coordination of project activities; • Provides technical expertise to target countries as per the project document; • Conducts visits to the target countries to monitor the field activities and to assist the Country Team Leaders in implementing country project work plans; • Coordinates the production and submission of reports to the donor; • Oversees dissemination of information on ASF situation and actions taken by FAO in the region through the appropriate channels; • Provides advice and assistance to promote advocacy, public awareness and other project related communications issues; • Performs other tasks as required. ______________________________________________________________________________________________________ CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements • Advanced university degree in animal science, veterinary science/medicine or a related field; • Seven years of relevant experience in national and regional approaches to animal disease control and prevention, preferably with experience managing transboundary animal diseases; • Working knowledge of English and limited knowledge of one of the other FAO languages (Arabic, Chinese, French, Russian or Spanish).

Technical/Functional Skills • Work experience in more than one location or area of work, particularly in field positions is desirable; • At least three years' experience at international level in developing countries and experience in the Asian region is considered a strong asset. • Extent and relevance of experience in major transboundary animal diseases control and management activities (ASF, FMD, AI ecology, epidemiology, laboratory diagnostics, etc.); • Extent and relevance of experience in veterinary culture collection system; • Proven skills in project identification and design, work planning and partnerships; • Ability to work with minimal guidance but with team work approach; • Familiarity with FAO, UN or other international agencies field programmes is an asset.
