You have:

  • Fluency in English and Thai is required.
  • A first-level university degree may be accepted in lieu of two years of required experience.
  • At least one year of experience in data analysis and GIS in the humanitarian field in Asia-Pacific Region is required.

Contract

This is a G-6 contract. This kind of contract is known as General Service and related categories. It is normally only for nationals. It usually requires 6 years of experience, depending on education.

Org. Setting and Reporting

OCHA is the part of the United Nations Secretariat responsible for bringing together humanitarian actors to ensure a coherent response to emergencies. OCHA also ensures there is a framework within which each actor can contribute to the overall response effort. OCHA's mission is to mobilize and coordinate effective and principled humanitarian action in partnership with national and international actors in order to alleviate human suffering in disasters and emergencies; advocate the rights of people in need; promote preparedness and prevention and facilitate sustainable solutions. This position is located in the Information Management Unit of OCHA Regional Office for Asia and the Pacific (OCHA ROAP), based in Bangkok, Thailand This position supports day-to-day activities of the Information Management Unit, provide information management support during emergencies (including sudden-onset or corporate humanitarian responses, on-site or remotely), and contribute to preparedness activities. The incumbent reports to Regional Information Management Officer (Head of the Information Management Unit), OCHA ROAP

Responsibilities

Under the direct supervision of the Regional Information Management Officer (Head of the Information Management Unit), and overall supervision of the Head of office, the incumbent is required to perform the following functions: • Delivers geospatial data analysis integrating baseline and operational information in line with relevant standards and guidelines; and supports the production and updating of high-quality map products and online services. • Contributes to the preparation of analytical outputs and reports based on organizational needs and reporting requirements. • Maintains repositories of Common Operational Datasets (CODs) and relevant thematic datasets (vulnerability data, hazard and risk data, climate data, response monitoring data etc) and ensures that the datasets are well-documented and accessible to humanitarian partners through local and/or online platforms. • Creates and maintains the geospatial databases, including support to data modeling, disaster impacts and exposure analysis, and the maintenance of tools and processes to support the analytical capabilities for emergency preparedness and response. • Designs and develops reference and thematic maps using CODs and operational datasets adhering to OCHA standards and guidelines. • Undertakes the development and maintenance of online GIS portals and dashboards by integrating diverse datasets adhering to OCHA standards and guidelines. • Serves as a focal point for coordinating geospatial data requests and analysis activities, liaising with relevant stakeholders to identify data needs and facilitate data sharing. • Undertakes the production and updating of information products (e.g. maps, infographics, charts and reports both interactive and static), transforming data into visual products to convey messages and a storyline; develop advocacy materials including posters, presentations and other visual materials while adhering to OCHA standards. • Contributes to the management of content on relevant online platforms, ensuring quality control, data consistency, and compliance with metadata standards; collaborates with external partners (e.g. clusters and agencies) to enhance interoperability and cross-platform integration. • Undertakes the development of guidance materials and the delivery of training to partners on geospatial analysis, tools, and products. • Contributes to needs assessments and analysis process, including crisis impact analysis, humanitarian needs analysis, secondary data reviews, scenario developments and multi-sector assessments; supports the management of tools and platforms used for data collection and analysis. • Performs other related duties as required.

Work Experience

A minimum of seven years (or five years if graduated with a first-level university degree) of progressively responsible experience in geographic information systems, data analysis, mapping, data visualization, information management or related areas is required. At least 3 years of experience using GIS software (ArcGIS, ArcGIS Online, QGIS etc), Business Intelligence tools (Power BI etc), to support decision making is required. At least one year of experience in data analysis and GIS, in humanitarian field in Asia-Pacific Region, is required. Experience in database development and maintenance of GIS systems, in the areas of emergency preparedness and response, is desirable. Experience in the United Nations Common System or in international organizations similar to those in the UN Common System is desirable.

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English and Thai is required.
