Job description

The GIZ's Digital Transformation Cluster promotes a sustainable, inclusive and sovereign digital development through "Tech4Good". To this end, it advises political partners and strengthen digital ecosystems in developing and emerging countries. E-learning, Artificial Intelligence or blockchain - beyond the buzzwords, the cluster analyses, develops, accelerates and scalse innovative approaches and technologies. It trains and empowers their partners in business, civil society and politics with the right tools to find sustainable and context-sensitive solutions to global and local problems. As part of the Digital Transformation Cluster, the Data Economy initiative aims to improve the conditions for a value-generating data economy together with the digital ecosystem at all levels – macro, meso and micro level. Under this mandate, the Data Economy Project is implementing the EU Action “Data Governance in Africa”, the first Team Europe approach in the field of data economy, thus, being an official flagship-initiative under the EU Global Gateway Strategy to promote a human-centred approach to data economy and society.

Your tasks

  • Coordinate the development and implementation of data economy projects (use cases) with a focus on facilitation of regional propagation and simulation of policy impacts
  • Provide technical assistance and support partner countries in the design and implementation of data use cases in topics related to data spaces, data exchange and data sharing agreements
  • Identify and (where possible) pilot opportunities for data exchange and standardized data sharing agreements
  • Facilitate consultations and engagement with local and regional civil society organisations, other development agencies, academic institutions and private sector to develop innovative regulatory approaches through a multi-stakeholder approach
  • Liaise with European partner agencies within the Team Europe Action on joint implementation of regulatory approaches
  • Support partner countries in identifying and developing innovative regulatory approaches to the data economy in collaboration with key actors from the local and regional digital innovation ecosystem
  • Prepare reports to derive lessons learnt from innovative regulatory approaches, regulatory changes needed, next steps and scaling
  • Identify policy and operational recommendations and advise on dissemination of results to regulators
  • Prepare and/or participate in national and regional workshops with stakeholders of each innovative regulatory approach - lessons learnt, cross-border/regional issues, scaling up, roundtables
  • Design capacity building measures for stakeholders to prepare regulatory approaches: trainings, study visits to relevant international partners for champions

Your profile

  • Master’s degree in Economics, International Development, Political Science, Informatics or similar with a focus on Data and Digital Technologies
  • Several years of professional experience focused on digital development, data economy, digital innovations or related fields
  • Relevant professional experience in data regulation, EU data regulation, EU digital policy initiatives, and policy advice with the EU, or international for such as G7, G20 and World Trade Organization
  • Experience in development cooperation related to data, digital development and/or innovative digital technology
  • Proven ability to handle politically sensitive negotiations, particularly in intercultural contexts in partner countries of German Development Cooperation
  • Experience with agile project management methods is a plus (Kanban, Scrum, Design Thinking)
  • Strong strategic and analytical thinking, ability to quickly grasp concepts, and focus on essential aspects
  • Collaborative, team-oriented, and gender-sensitive approach, with experience in diverse intercultural and remote team settings
  • Business fluent in English and fluent language skills in German and /or French are an advantage

This position is suited to a full or a part-time position.

The willingness for frequent business trips is required.
