The leading role of adolescents and youth in Angola's socioeconomic transformation has gained momentum in UNICEF's current CP. Angola's demographic dividend is very high, and this potential must be capitalised on by generating opportunities for participation, education, skills, employment and entrepreneurship for young women and men, especially for the most vulnerable. The Generation Unlimited (GenU) initiative works along these lines, anchored on 4 key priorities: skills and employment; entrepreneurship; connectivity and social impact. It aims to mobilise public and private sector actors, UN agencies, multilaterals, and civil society or-ganisations around the goal of ensuring that all young people (aged 10-24) are in education, training or age-appropriate employment by 2030.

Within the Sustainable Development Goals (SDG) framework and the UN Youth Strategy 2030, GenU will contribute to results related to education and skills development, fostering decent work opportunities, and youth entrepreneurship and engagement. GenU is a timely ini-tiative as it can influence national public policies to prioritize the young people’s agenda through new digital transformation and youth empowerment, including in climate discussions. Being among the population groups most affected by climate change, children and youth suf-fer a double threat when not involved in meaningful climate action and decision-making pro-cesses at national and sub-national levels. Children and youth voices need to be included, involving them in decision-making that impacts their future and support their resilience to the impacts of climate change.

It is expected that the GenU multi-stakeholder partnership will guide the country in accelerat-ing progress on learning, training and linkages to employment and entrepreneurship through a coordinated approach. This, coupled with ongoing youth engagement initiatives, will strength-en the participation of young people in Angola.

This assignment will support activities being implemented by the Education Section under Outcome 2. In particular, the Adolescents and Youth Participation Officer will work with the key intervention concerning the strengthening mechanisms for participation, empowerment and civic engagement for children and adolescents, with a special focus on: 1) the Youth Challenge, 2) Youth Advisory Board, 3) Youth Forums, 4) Environment Volunteer Program.

Under the direct supervision of the Chief Education, the UN Volunteer will undertake the following tasks:

• Contributes to the organization of new editions of the Youth Challenge to engage and em-power vulnerable groups of young people to solve problems and create scalable and sustainable solutions, investing on and empowering young girls.

• Supports with the organization, activities, and capacity-building of the Youth Advisory Board to strengthen youth participation in decision-making processes within UNICEF.

• Assists with the organization and facilitation of the Youth Forums to promote inclusive youth participation and civic engagement.

• Contributes to capacity-building and engagement of civil society organizations, especially youth-led and women-led organizations, increasing the capabilities and voices of marginalized groups, such as young girls, persons with disabilities, rural youth and refugees.

• Assist in activities and programmes focused on raising young girls’ voices and agency, participating in efforts to address early pregnancy and child marriage.

• In partnership with GenU’s Global Volunteer Initiative and Green Rising, supports with the implementation of volunteer initiatives, such as the Environment Volunteer Programme which aims to strengthen the knowledge and sensitization of communities about climate change and environmental degradation and how this affects Angola.

• Assists the engagement of youth with the SMS Jovem (platform to promote youth voices, widely known as U-Report).

• Provide technical, administrative, and logistical support to other activities related to the youth agenda and the implementation of the GenU initiatives.

Angola is classified as a “B“ Duty Station. This is a scale that assesses the difficulty of working and living conditions, with A being the least and E, the most difficult. Categories are arrived at through an assessment of the overall quality of life. In determining the degree of hardship, consideration is given to local conditions of safety and security, health care, housing, climate, isolation and level of amenities/conveniences of life. The UN Volunteer will be responsible for arranging his/her own housing and other living essentials, as well as their transportation to and from work. While on mission outside Luanda, they will be entitled to usual UN DSA. UN Volunteers are part of the insurance plan.
