In 2022, the regional office established the Young People’s Action Team, which is a group of 37 young leaders (aged 10-24 years) from across East Asia Pacific who were selected through a competitive process and serve as part-time volunteers to inform, influence and shape UNICEF’s regional programmes, campaigns, research and advocacy. The Young People’s Action Team is the first forum of its kind for the regional office to foster sustained, systematic and meaningful participation of young people. UNICEF is now seeking a National UNV to manage and coordinate the Young People’s Action Team and to support the Gender-Adolescent Development Section in various capacities. This is a 1-year full-time assignment.

Within the delegated authority and under the supervision of the Adolescent Development & Participation Specialist within UNICEF EAPRO, the Adolescent Development Officer will be the primary focal point for the Young People’s Action Team and will be responsible for: • Coordinating and documenting YPAT Monthly Meetings: Working with the YPAT Co-Chairs, ensure monthly meetings have a clear agenda, are interactive, inclusive, responsive to YPAT member needs, and are documented to a high degree of quality. Candidates should note that YPAT meetings are held on Saturdays and the UNV would be expected to be available one Saturday per month for the 2-hour meeting. Working with young leaders across the region may also demand evening calls, as needed. UNICEF is prepared for the UNV to take time-off in lieu to account for hours worked outside of the normal workday (9am – 5pm). • Coordinate and implement the annual YPAT Work Plan and Capacity Building Plan: Work with YPAT Co-Chairs, members, UNICEF staff and others to update the workplan as needed, identifying 3-5 critical initiates for YPAT to work on throughout the year. Implement the Annual Capacity Building Plan – seeking out expertise from different UNICEF sections or external experts to lead short training sessions for YPAT members on different topics. • Serve as focal point and liaison between YPAT members and UNICEF sections, ensuring all activities have clear objectives and timelines and are documented. • Identify opportunities to showcase YPAT success stories and members through social media, blogs and other formats. • Develop advocacy and communications materials, such as social media cards, newsletters and blog posts to highlight YPAT results on an as-needed basis; • Run annual YPAT recruitment together with UNICEF Country Offices: Work with YPAT Co-Chairs and UNICEF country offices to develop a plan for recruitment of new members ahead of October 2023 intake for Cohort 2 and lead all logistics for recruitment in a transparent and inclusive manner. • Develop feedback mechanisms for YPAT members to share ideas and constructive feedback on the YPAT. • Help to develop the YPAT Alumni Mentoring programme for YPAT members who complete their 1-year volunteering as YPAT Member. • Manage information sharing and updates to ensure that Climate, ADAP, WASH, Education, Child Protection and Communications teams are updated on YECAP progress, UNICEF role and opportunities for greater collaboration with UNICEF country offices. • Develop and maintain a database of movements, initiatives, organizations and individuals driving youth-led climate action in the region. Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:

• Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day); • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; • Provide annual and end of assignment self- reports on UN Volunteer actions, results and opportunities.
• Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.; • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers; • Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Results/expected outputs

• As an active UNICEF EAPRO ADAP team member, the UNV will provide efficient, timely, responsive, youth-friendly and high-quality support through:

o Young People’s Action Team is managed to ensure that members feel included and that the experience is meaningful, and so that UNICEF sections are able to easily coordinate with the YPAT. o Young People’s Action Team activities and contributions are clearly documented and shared to stakeholders as needed. o Young People’s Action Team workplan and capacity building plan are implemented accordingly. o Effective communication with adolescent and youth stakeholders and managing meaningful and safe participation of young people in all YPAT initiatives. • Gender, equity, diversity and inclusion perspective is systematically applied, integrated and documented in all activities throughout the assignment.

Social Sciences, International Development, Political Science, Environmental Studies, Sustainable Development or similar; • Substantial volunteering experience at the national and/or international level in youth empowerment, youth-led campaigns and adolescent and youth skills development or similar topics related to UNICEF’s strategic goal areas. • At least 1 substantive experience leading the organization of a complex event. • Experience working with young people at the grassroots level or experience leading a youth-led organization is an asset. • Strong organizational skills and attention to detail. • Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development; • Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel; • Knowledge of communications, social media, and graphic design skills are an asset; • Strong oral and written skills in English; Good drafting, formulation, reporting skills. • Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment; • Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines; • Sound security awareness; • Knowledge and networks among youth groups in the region is an asset;
