This is a UNV National Youth contract. This kind of contract is known as National UN Volunteer. It is normally only for nationals. More about UNV National Youth contracts.

Based on the current projection, the Government requires a budget of around USD 322.86 billion for the implementation of mitigation actions in the NDC roadmap . Based on the findings of Indonesia Climate Budget Tagging (CBT) , in 2018-2020, the government budget alone could only cover around 23% of the total required budget. The government needs to increase NPS’ participation in climate change mitigation and mobilize additional financing. The CPI is expected to scale up mitigation actions in a cost-effective way as well as to increase NPS investment in low carbon development.

Given the downward trend of widely accessible public finance and the increasing emphasis to mobilize domestic and international private finance, it is imperative that UNDP provides an urgent support to the Government of Indonesia to implement and report on its NDC in the coming years. The support will focus on the development of ETS and greenhouse gas (GHG) Crediting Instrument (Domestic Offset Program), as both are considered to be the most appropriate CPIs for Indonesia. It leverages on on-going work under Climate Promise Workplan Service Line 4: Assess costs and investment opportunities. It will also build on UNDP’s internal tool named the Paris Agreement LULUCF Assessment and NDC Tool (PLANT) for the forestry sector which is a dominant contributor to achieving the NDC targets. PLANT maps the NDC and REDD+ to, among others, identify and mobilize new and additional domestic and international public and private finance to achieve the NDC, as well as identify opportunities to set up or strengthen systems and processes for the Enhanced Transparency Framework under the Paris Agreement which are fully consistent with REDD+ submissions. Furthermore, this project will align and contribute to the Global Climate Promise Framework, particularly Pillar 1 and Pillar 2.

Looking at the situation of current workload, UNDP is seeking admin support to manage various requests. The post holder is expected to be able to provide excellent support under tight deadline. UNV contract modality will be established for the accomplishment of the duties and engagement of the support staff.

UN Volunteers should be provided equal duty of care as extended to all host entity personnel. Host entity support to the UN Volunteer includes, but is not limited to:

• Introductory briefings about the organisation and office-related context including security, emergency procedures, good cultural practice and orientation to the local environment • Support with arrival administration including setting-up of bank accounts, residence permit applications and completion of other official processes as required by the host government or host entity • Structured guidance, mentoring and coaching by a supervisor including a clear workplan and performance appraisal • Access to office space, equipment, IT support and any other systems and tools required to complete the objectives of the assignment including a host entity email address • Access to shared host entity corporate knowledge, training and learning • Inclusion of the volunteer in emergency procedures such as evacuation • Leave management • DSA for official travel, when applicable • All changes in the Description of Assignment occurring between recruitment and arrival or during the assignment need to be formalized with the United Nations Volunteer Programme.

Within the delegated authority and under the supervision of Senior Advisor for Climate Governance or his/her designated mandated representative(s), the UNV Admin Assistant will: • Support to compile, summarize, and present basic information/data on the development of BIOFIN related legal assessment and related topics or issues. • Support to review assessment documents for completeness and compliance with relevant rules and procedures prior to submission for final approval and signature; identifies inconsistencies; distributes project documents to relevant parties upon approval. • Support the focal point for Administrative and office coordination of project implementation activities to process and follow-up on administrative actions, e.g. recruitment and appointment of personnel, travel arrangements, training/study tours, authorization of payments, disbursement of funds, procurement of equipment and services, security compliance, etc. • Support for provision of general office assistance such as response to simple information requests and inquiries; reviews, logs and routes incoming correspondence; establishment of filling system and maintenance files/records; organization of meetings, workshops; routine administrative tasks, including maintaining attendance records, assessing telephone billing, etc. • Support in updating database of the relevant public and development partners private sector, civil society and other stakeholders who are counterparts for the project

Furthermore, UN Volunteers are required to:

• Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark IVD); • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; • Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities; • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.; • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers; • Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

• Any other related tasks as may be required or assigned by the supervisor.

Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:

• Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day); • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; • Provide annual and end of assignment self-reports on UN Volunteer actions, results and opportunities.
• Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.; • Assist with the UNV Buddy Programme for newly arrived UN Volunteers • Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

• Some experience in official correspondence, and coordination activities. • Ability to work independently and in a team with a positive attitude • Solid computer skills required, knowledge of spreadsheet and database packages • Experience in travel, GOI admin protocol and formalities, and tax exemption/restitution activities • Experience in working with International Organization or Government • Experience working in dynamic working environment that has Standard Operating procedures in Procurement Process and Contract Filing • Familiar with UNDP/UN procedures • Experience in using web-based system • Experience in managing assets would be preferable • Familiar with Travel and Expenses (T&E) Atlas Module are an advantage
