This is a UNV National Specialist contract. This kind of contract is known as National UN Volunteer. It is normally only for nationals. More about UNV National Specialist contracts.

Eligibility criteria

Minimum age: 22 years old. Applicants must be nationals of or legal residents in the country of assignment.

Description of task

Under the overall guidance and direct supervision of the Team Leader, Service Center Unit, and direct supervision of the Common Service Analyst, Service Center Unit, the Admin & Finance Associate will be rendering support for the overall management of admin and finance services for the Common Service Unit in the Country office, ensuring high quality, accuracy and consistency of work. The Administrative and Finance Associate will promote a client-oriented approach consistent with UNDP rules and regulations.

The Administrative and Finance Associate works in close collaboration with the Operations in the CO and other UN agencies staff to exchange information and ensure consistent service delivery. He/She promotes a collaborative, client-focused, quality and results-oriented approach in the Unit.

  1. Support the administration of common service budgets and cost recovery for the UN common services focusing on the following key responsibilities:

A) UNDSS:

  • Assist in UNDSS budget preparations, management and provide guidance and advise to them as appropriate.
  • Execute proper financial transactions in Atlas and support the creation of budgets and budget revisions and corrections when and as necessary.
  • Monitor UNDSS Budgets and notify them timely on the status of their budgets.
  • Provide update reports to UNDSS on received cost-shares contributions on monthly basis.
  • Follow up with UN agencies for timely payment of their due cost-share contributions and keep UNDSS well-informed of the status.
  • Provide UNDSS with expenditures reports when requested and assist in providing any clarifications if necessary.

B) SSAFE Training:

  • Assist UNDSS in SSAFE training budget preparations, management and provide guidance and advise to them as appropriate.
  • Execute proper financial transactions in Atlas and support the creation of budgets and budget revisions and corrections when and as necessary.
  • Monitor the SSAFE training Budget and notify UNDSS timely on the status of the budgets.
  • Provide update reports to UNDSS, on received payments from participating entities in the training on monthly basis.
  • Follow up with UN agencies for timely payment of their due cost-share contributions and keep UNDSS, UN Clinic well-informed of the status.
  1. Ensures effective administrative and logistical support, focusing on the following key responsibilities:
  • Maintain electronic and hard copy of all documents related to the management of the common services.
  • Follow up on all procurement request for the common services with the procurement unit.
  • Maintains a database of all contracts for the common services unit (contract management)
  1. Support to effective and efficient delivery of the OMT functions focusing on the achievement of the following results:
  • Facilitate the preparation of the OMT work plans and monitoring the implementation of the approved work plan.
  • Coordination of the OMT meetings, preparation of the minutes, and distributing to OMT members after clearance with OMT Chair.
  • Support the OMT working groups in organizing for their meetings and keeping records of their minutes.
  • Compile the year end progress report on achievements of the OMT.
  • Maintain proper electronic filing system of all OMT meeting minutes, and other documentation related to the OMT functions.

Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:

  • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day);
  • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
  • Provide annual and end of assignment self-reports on UN Volunteer actions, results and opportunities.
  • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;
  • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;
  • Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Qualifications/Requirements

Required degree level:

Bachelor degree or equivalent

Education - Additional Comments:

  • Minimum requirement is Secondary Education. University Degree in Finance, Accounting, Business or Public Administration is desirable, but it is not a requirement.

Required experience:

48 Months

Experience remark:

  • 4-5 years of progressively responsible administrative and finance experience is required. Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages, experience in handling of web-based management systems and ERP financials, preferably PeopleSoft.

  • Excellent and demonstrated communication, consultation, negotiation and writing skills.
  • Proven organizational, financial, inventory and budgetary skills as well as familiarity with financial and technical rules, regulations and procedures relevant to budgets management and implementation.

  • English(Mandatory), Level - Fluent
