This is a UNV National Specialist contract. This kind of contract is known as National UN Volunteer. It is normally only for nationals. More about UNV National Specialist contracts.

The fundamental mission of UNICEF is to promote the rights of every child, everywhere, in everything the organization does — in programs, in advocacy and in operations. The equity strategy emphasizing the most disadvantaged and excluded children and families, translates this commitment to children’s rights into action. For UNICEF, equity means that all children have an opportunity to survive, develop and reach their full potential, without discrimination, bias or favoritism. To the degree that any child has an unequal chance in life — in its social, political, economic, civic and cultural dimensions — her or his rights are violated. There is growing evidence that investing in the health, education and protection of a society’s most disadvantaged citizens — addressing inequity — not only will give all children the opportunity to fulfill their potential but also will lead to sustained growth and stability of countries. This is why the focus on equity is so vital. It accelerates progress towards realizing the human rights of all children, which is the universal mandate of UNICEF, as outlined by the Convention on the Rights of the Child, while also supporting the equitable development of nations.

The UNICEF Programme of Cooperation with Montenegro 2023−2027 is fully aligned with and contributes to the United Nations Sustainable Development Cooperation Framework (UNSCDF 2023−2027). The Programme is rights-based, gender-sensitive, disability-inclusive and equity-focused, contributing to current national priorities reflected in the European Union accession agenda, Montenegro's National Sustainable Development Strategy 2030 and national Sustainable Development Goal targets.

The overarching principle of the programme is to close the existing equity gaps, address disparities, exclusion and adversity and to break the intergenerational cycle of child poverty by addressing its multidimensional nature. The vision of healthy, happy, and resilient children with knowledge, skills, and opportunities to achieve their full potential living free from poverty in supportive, safe, and caring families and communities will be achieved if:

(a) all girls, boys and adolescents benefit from quality, inclusive and well-financed mutually reinforcing systems of social and child protection and justice that contribute to universal prevention, sustainable poverty reduction, and ensure life in safe and caring family environments and equitable access to rights, services, and benefits. (b) all young boys and girls, from conception to school entry, have equitable access to essential quality health, nutrition, early learning, and early intervention services that address their developmental needs and are supported by empowered and nurturing caregivers. (c) every child, adolescent and young person has access to, participates in and utilises high-quality education and skills-development programmes, that facilitate a transition to adulthood, decent work, mental health, and well-being services in an inclusive, safe, and protective environment. (d) all girls and boys benefit from a more robust child rights monitoring system, including from relevant Government departments and other child rights monitoring stakeholders generating and using reliable disaggregated data for planning, monitoring and budgeting of programmes that focus specifically on the progressive realization of child rights.

Under the direct supervision of Deputy Representative, and in close cooperation with HR Associate and Executive Assistant the National UNV will be responsible for providing support as per below:

To Deputy Representative and programme:

·Support Deputy Representative in all administrative areas and as per the current programmatic needs ;scheduling appointments and maintains supervisor’s calendar; keeping minutes; drafting correspondence, mails and reports from oral instructions, previous correspondence or other available information sources in accordance with standard office procedures; organizes meetings including taking responsibility for finalization of the meeting agenda, invitations, the production and distribution of documentation, and preparation of minutes of meetings, distribution of meeting reports and information and ensuring follows-up on required actions) and all other admin and secretarial support services as identified by the Deputy Representative;

· Support Deputy Representative and programme staff in knowledge management and translation-related task.

To Executive Assistant, HoO section:

· Supports Executive Assistant in organization of high-level events, meetings, conferences, and maintains contact lists of all partners.

· Act as back up for Executive Assistant.

To HR, Operations unit:

· Drafts requisitions and vacancy announcements in Talent Management System for position within his/her office for review by supervisor to help attract ideal candidates

· Ensures timely and efficient screening of applications for minimum eligibility, considering qualifications, competencies, and post requirements.

· Liaises with candidates in the various stages of the recruitment process.

· Provide administrative support and regular follow up on various HR tasks (review of the Note for the Records, update of the Procurement plan, update of the Staff and security lists, Learning plans).

· Maintain hard and electronic files and update database systems (Leave plans, Team Site, etc.) ensuring timely and appropriate recording, safekeeping and disposal of confidential information.

· Any other HR duties as assigned by HR Associate.

admin, finance or other relevant programmes at the national and/or international level; working experience in the UN or other international development organization will be considered as an asset;

· Advanced degree in social sciences (philology, philosophy, political, business administration, economics, contract/commercial law, or another relevant technical field will be considered as an asset

· Excellent oral and written skills; excellent drafting, formulation, reporting skills;

· Accuracy and professionalism in document production and editing;

· Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development;

· Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel;

· Excellent overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment;

· Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines;

·Previous experience of another culture, (i.e. studies, volunteer work, internship) would be highly regarded;

As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials. This position is based in UNICEF’s premises in Podgorica, Montenegro. National UN Volunteers are part of the malicious insurance plan. National UN Volunteers are expected to be culturally sensitive and adjust to the prevailing culture and traditions.

Conditions of Service for national UN Volunteers

The contract lasts for the period indicated above with possibility of extensions subject to availability of funding, operational necessity and satisfactory performance. However, there is no expectation of renewal of the assignment.

The applicable Volunteer Living Allowance is provided monthly to cover housing, utilities and normal cost of living expenses. Life, health and permanent disability insurance are included (health insurance for up to 3 dependents - except for UN Community Volunteers), as well as final repatriation (if applicable). Furthermore, in non-family duty stations that belong to hardship categories D or E, as classified by the ICSC, a Well-Being Differential (WBD) will be provided monthly
