Overview

You have:

  • High School Diploma or equivalent is required.
  • Technical or vocational certificate in logistics, supply chain management, business administration and/or procurement is required.

  • At least three years of experience at the international level in relevant fields is required, or a minimum of five years for those with a first level university degree.
  • Experience with MRP, ERP including SAP ECC is desirable.
  • Fluency in English (oral and written) is required; working knowledge of French is desirable.

Contract

Org. Setting and Reporting

The position is within the Liquidation Entity of the United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA), at Bamako. The incumbent participates in planning and the implementation of the downsizing of the property portfolio of various commodities (e.g. information technology and communication, equipment, vehicles, medical equipment and supplies, food rations, fuel, construction and building maintenance materials, stationery and office supplies, furniture and fixtures, accommodation and office equipment etc.), taking into account different disposition options, including holdings in-situ and requirements from other field operations, other Secretariat entities, United nation Agencies, Funds and Programmes, asset disposal schedules, and ongoing assessment, and prioritization of disposition actions. The incumbent will report to the will report to the Chief of Section, Logistics under Supply Chain Management Service.

Responsibilities

Within the limits of delegated authority, the Aquisition Planning Officer, FS-6 will be responsible for performing the following duties: • Prior to formulation of the Preliminary Asset Disposal Plan (PADP), liaises with technical units asset managers to prepare their projected asset decommissioning schedules based on mission drawdown and liquidation priorities. • Consolidates and compares asset disposal projections and plans from technical units through review of stock holdings, consumption patterns, commercial sales cycle times, requirements and forecasts of internal and external customers. • Liaises with UN Global Service Centre (UNGSC) and/or UN headquarters regarding the submission of the mission's Preliminary Asset Disposal plan as input for the consolidated global acquisition plan. • Monitors mission availability of property in assigned categories to ensure ttaht transfers and disposal activities are based on forecast plan; Liaises with counterparts in other Missions on item availability to enable them making decision to acquire new items either for replacement or additional requirements. • Initiates actions leading to the implementation of the Mission Asset Disposal Plan, taking into account different sourcing options, including demonstrated requirements from other antities, local market and other conditions, logistics forecasting, inventory holdings, stockouts, consumption patterns, shipping schedules, and supply chain data quality assurance ongoing assessment and prioritization of operational supply chain requirements. • Contributes to planning, development and management of the property downsizing process for various services and commodities (e.g. information technology and communication equipment, vehicles, medical equipment and supplies, food rations, fuel, construction and building maintenance materials, stationery and office supplies, furniture and fixtures, accommodation and office equipment etc.), including disposal and transfer planning and coordination of transportation requirements and consolidation of outbound deliveries, disposal contracts requirements and decommissioning plans of assigned commodities, taking into account the different disposal methods, lead times and shipping available. • Contributes to the execution of internal controls over disposal activities and support functions. • Advises recipient entities and technical units periodically on the progress of transfer activities and detailed status of implementation of the dispsition plan, including a full range of issues encountered, providing them with support and guidance at all stages of the transfer/disposal cycle, and prepares the quarterly review for submission to UNGSC and DOS. • Meets regularly with internal stakeholders to review the Mission Asset Disposal Plan based on changing priorities and emergencies as related to the assigned materials/services groups to ensure an efficient and cohesive approach to managing areas of mutual interest. • Carries out programmatic/administrative tasks necessary for the functioning of the Section, including review of cost estimates from technical units, monitoring performance parameters and critical indicators and reporting on work programme performance. • Prepares a variety of internal mission Standard Operating Procedures (SOPs), guidelines and instructions governing the disposal planning and execution; contributes to the preparation of global SOPs, guidelines and instructions governing the disposal process, including processing sales and transfers. • Devises and maintains a computer-based system to track property downsizing activities by disposal reason and method, location, commodity group and provides regular updates. • Prepares integrated, timely and accurate reports to monitor and track all aspects of the Mission return supply chain processes to ensure an uninterrupted disposal of goods in compliance with the drawdown and liquidation schedules. • Oversees and ensures compliance & quality assurance with focus on data integrity while generating periodic reports and effective monitoring of key performance indicators (KPIs). • May provide guidance to and supervise new/junior staff. • Performs other related duties as required.

Education

• High School Diploma (or equivalent) is required.

Job - Specific Qualification

• Technical or vocational certificate in at least one of the following areas is required: logistics, supply chain management, business administration and/or procurement.

• Computer skills; good working knowledge of software applications such as Word, Excel, Access, PowerPoint and databases. UMOJA (UN ERP) Source to Acquire training, for the acquisition of goods and/or services in support of the requisitioning and procurement process is required.

Work Experience

• A minimum of ten (10) years of progressively responsible experience, including at least three years at the international level, in supply chain management, logistics, procurement, administration or related area is required. The minimum years of relevant experience is reduced to five (5) years for candidates who possess a first level university degree.

• Experience with MRP (Materials Requirements Planning), ERP (Enterprise resource planning), e.g. SAP ECC (ERP Central Component), or SRM (Supplier Relationship Management) in the areas of scheduling, procurement and logistics processes is desirable.

• Experience in providing logistics and supply chain support services in a conflict or post conflict environment is desirable.

Languages

• English and French are the working languages of the United Nations. Fluency in English (both oral and written) is required. • A working knowledge of French is desirable.

Assessment

• Assessment: Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

• Position is temporarily available within the MINUSMA Liquidation Team until 31 December 2024.
