Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Placing women’s rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States priorities and efforts, building effective partnerships with civil society and other relevant actors. Over the past years, and in response to the need for increased accountability for implementation of gender equality commitments, policies and financing decisions related to aid and domestic resources, UN Women played an active role collaborating with all its partners, to ensure that gender equality is mainstreamed in strategies, programmes and action plans. Moreover, UN Women is leading the global efforts related to the women, peace and security (WPS) agenda.

The ‘Women, Peace and Security agenda,’ founded by UN Security Council Resolution 1325 (UNSCR 1325) in 2000 and followed by seven additional resolutions, outlines the UN, state and partner obligations for ensuring that the needs and priorities of women and girls impacted by conflicts are addressed, and that peace is brokered in an inclusive and sustainable manner. UNSCR 1325 recognizes the disproportionate and unique impact of conflict on women, and their under-valued and under-utilized contributions as active agents in peace, security and recovery.

Under the overall supervision of the UN Women Country Representative and direct supervision of the Women Peace and Security Analyst, the WPS Programme Assistant works with and provides support to the members of the Programme Team in the development and implementation of effective programmes consistent with UN Women rules and regulations. The Programme Assistant provides programme, administrative, and logistical assistance to the team for the smooth programme implementation

Duties and Responsibilities

Assist in technical support to the formulation and management of WPS programmes

  • Participate to provide inputs to the annual workplan and budget as required;
  • Support technically in the implementation of programme activities;
  • Support to review and coordinate the submission of implementing partner financial and narrative reports; Identify sources, gather and compile data and information for the preparation of documents, guidelines, speeches and position papers, in collaboration with the Programme team.
  • Provide administrative support for the audit of programmes/ projects and support implementation of audit recommendations;

Provide technical inputs to the financial management of the WPS Programme Unit

  • Assist with administrative support in monitoring and preparation of budget and the finances of programmes/projects
  • Prepare PO packages for development projects events as required;
  • Create projects in Atlas, prepare budget revisions, revise project awards and status, determine unutilized funds and the operational and financial close of a project;

Contribute to building partnerships and resource mobilization strategies

  • Participate to provide inputs to resource mobilization strategies ;
  • Maintain information and databases;
  • Provide inputs to relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles.

Provide inputs to advocacy, knowledge building/sharing, and communication efforts

  • Support the organization of advocacy activities and campaigns events, trainings, workshops and knowledge products;
  • Assist with updating communication platforms, including social media and the preparation of newsletters and media content;
  • Proofread English and Arabic translated documents and assist with translation or interpretation as required.
  • Assist in the organization of trainings for the office staff and partners on programme and operations related issues;
  • Help the team in the organization of local and regional events under the WPS Projects, with a particular focus on communication and visibility;
  • Assist when required the Communications Officer to prepare media reports of humanitarian and development related reports.

Provide administrative support to the WPS Programme Unit

  • Make all logistical arrangements for organization of meetings, workshops, events, and missions;
  • Draft minutes in meetings as required; Assemble briefing materials and prepare power-point and other presentations, in collaboration with the WPS Programme team;
  • Organize and coordinate filing of documents and maintain mailing lists;
  • Perform any other communication, administrative and logistical duties as requested by the WPS Programme Officer.

Consultant’s Workplace and Official Travel

This is an office-based consultancy

Consultants are expected to be equipped with all materials and equipment needed to perform their tasks, for example laptop, software etc..

FUNCTIONAL COMPETENCIES:

Required Skills and Experience

Education and Certification:

• Bachelor degree in Law, gender studies, international relations,, Political Science,, or a related field.

Experience:

  • At least 2 years of relevant work experience in development programme/project implementation, coordination, monitoring and evaluation, donor reporting and capacity building is required;
  • Experience in WPS is required;
  • Experience in country and/or region is required;
  • Experience coordinating and liaising with government agencies, international donors and CSO partners is a strong asset;
  • Previous UN Women experience is a strong asset.

Languages:

  • Fluency in oral and written Arabic, French, English is required.
