Job Description

The Senior Officer will be based in Sittwe and along with the Senior Manager and four Managers, s/he will support teams in six townships and partner teams in three townships in Rakhine state. The position will be manage two training officers based in Sittwe and along with the officers, travel to the townships to provide trainings, monitoring, and capacity strengthening of GBV technical teams. Trainings will be identified together with the Senior Manager and four Managers and implemented together with relevant training officers and response/prevention officers as well as partner staff. The Senior Officer will be responsible for proposing training structures and plans.

The Senior Officer will also manage the spending plans and budgets for trainings and monitoring visits.

DUTIES AND RESPONSIBILITIES:

Technical Quality

- · Identify training needs and gaps within WPE Rakhine team and develop plans to raise the technical and program implementation capacity in coordination with Rakhine managers and Yangon Training Manager - Oversee and deliver WPE trainings to WPE Rakhine teams in six locations along with partner organization as needed with training officers, response/prevention officers, and the managers - · Work with WPE Yangon trainer to train Rakhine teams using the existing technical and training materials - · Review pre/post exams and as well as providing post-training reports and data to senior/managers - · Prepare facilitation outlines as well as PowerPoints for every training and support trainers (internal and external) as needed in support of identified capacity building activities - · Maintain up to date training materials, including curriculums and tools. Adapt trainings and materials as needed to fit the local context and translate training materials - · Ensure participants have needed tools and materials following training to use knowledge gained during day to day responsibilities and IRC WPE activities. - · Identify appropriate actors that would benefit and be interested in GBV trainings and communicate to other relevant IRC staff/teams in support of ongoing potential partner mapping as appropriate. - · Oversee and deliver WPE trainings to external actors, including government, CBOs and NGOs, and additional GBV and Protection actors as identified. - · Provide technical support to partner staff with the support of Managers - · Held regular meetings with partner staff (program and operation staffs) and Yangon partnership Manager monthly basis to be implemented program activities smoothly - · Reinforce adherence to the GBV guiding principles and other international standards to ensure quality of design and implementation of all WPE activities - · Complete any assigns requested by Senior Manager and Managers

Staff Supervision & Development

- · Directly supervise 2 WPE Officers (training officers) - · Strengthen capacity of local partner staff project officers and prevention teams - · Equip teams on how to cascade training down to field level (effective training of trainers) - · Provide guidance and technical support to teams and partner staffs through regular field monitoring visits, follow up mentoring and coaching as identified for teams in coordination with senior WPE Manager and WPE Managers

Grants Management

- · Work with senior manager in budgeting for trainings and monitoring visits; updating the training plans and spending plans each month/quarter

Coordination and Representation

- · Coordinate with WPE’s local partner (one partner working in three townships) - · Coordinate with IRC WPE team and relevant partners (GBV Sub Cluster and Protection Cluster) to identify potential training needs of external partners and actors - · Liaise regularly and work closely with program, operations and finance staff in the field office and Yangon to coordinate training and capacity building activity implementation - · Coordinate well with four other managers to identify training needs

Qualifications

Basic Qualifications: ---------------------

- Bachelor of Arts or Science in Social Science, Public Health, Humanities or others related field - At least in 3 years of professional experience NGOs in implementing community based GBV response and prevention activities and managing teams - Strong GBV technical knowledge and experience implementing services in Rakhine - Previous work with or within a women’s organization or international NGO, preferred - Experience facilitating trainings, workshops, or mentoring others - Strong ability to organize work, coordinate multiple tasks, meet deadlines, work in a professional environment, work under pressure, and work within a multi-cultural team - Basic written and spoken English and report writing skills - Computer skills in Microsoft Office

- Clear understanding of gender equality, human rights, and issues surrounding violence against women and girls - Strong coordination and partnership skills; knowledge and best practice around partnership principles - Positive and professional attitude, including ability to lead and work well in a diverse team setting as well as work with implementing partners - Experience facilitating trainings and workshops and mentoring others. - Be able to work independently and taking initiative while also working as a team member - Strong ability to organize work, meet deadlines, manage stress when working under pressure, coordinate multiple tasks, and maintain attention to detail. - Experience supervising a multi-ethnic staff in a complex, insecure emergency setting.

Other:

- The WPE Senior Officer – Partnerships and Capacity Strengthening position is based in Sittwe with frequent travel required to project sites in Northern Rakhine and Central Rakhine - Candidates with strong knowledge of Rakhine encouraged to apply - Fluency in English, Burmese/Rakhine

Myanmar nationals with relevant skills sets and proven experience of working at international level are strongly encouraged.
