ACF started working in Myanmar in 1994 on treatment and prevention of malnutrition. ACF is currently implementing and developing projects addressing malnutrition, mental health and care practices, Gender & Protection, food security and livelihoods, water sanitation and hygiene promotion, nutrition security and disaster risk reduction through an integrated approach. On 01 February 2021 a State of Emergency was announced by the military, a coup came into being and the military government took control of state organs. The elected President and government officials were captured by the military. There were ongoing tensions between the armed forces and the government following parliamentary elections loss by the army-backed opposition before this coup. The situation remains unpredictable and volatile though it has slightly better compared to prior periods. The Country also had a huge covid 3rd wave from around July 2021 and the impact was huge given very limited access to needed services and an already existing socio-economic crisis. Additional support was required for staff to help them through the crisis.

Votre poste et vos responsabilités

Your main responsibility will be to ensure the implementation of projects in the Rakhine State (remotely from Thaliand), in accordance with contractual requirements and expected technical & programmatic quality standards.

More specifically, you will:

  • Coordinate the implementation of ACF Programmes in Rakhine State with high quality standards;
  • Manage and lead the ACF Programme team in Rakhine State;
  • Facilitate the internal and external coordination for a better programme implementation;
  • Participate to the development of ACF regional strategy and the development of new project proposal;
  • Proactively support ACFs commitments to gender equality and child protection sensitivity.

Votre profil

  • You have a Bachelor degree in political science, management, social sciences or other technical fields related to the ACF expertise.
  • You have more than 3 years of experience in management level in the humanitarian field.
  • An experience in nutrition is essential. Experiences in WASH, MHPSS and FSL are preferred.
  • You have an ability to provide overall leadership and support to Program Managers.

Vos conditions d’emploi

  • The position is currently located in Chiang Mai, Thailand, working remotely for the Myanmar mission.
  • Fixed term contract under French legislation: 12 months
  • Monthly gross salary from 2332 to 2676€ (including a 13th month) upon experience
  • Reimbursement of the pension insurance for non-French citizens: 16% of the gross monthly salary
  • Annual salary increase: 6% increase after and each 12 months of continuous contract
  • Monthly per diem and living allowance: 659$ net, field paid
  • Child allowance: 1500€ per year per child present in the country of origin (maximum 6000€/year)
  • Transportation and accommodation: Coverage of transportation costs and guest house
  • Medical coverage: ACF covers 100% of the social security, health insurance, and repatriation insurance agreement fees.
  • Salary sustainment measures (sickness, paternity, maternity)
  • Leaves and RnR: 25 days of paid leaves per year, 20 RnR per year, airfare reimbursement with a ceiling to get to the chosen break destination, and 215 € for each RnR period

1. R & R (break) • One week every three months and USD 300 allowance. This can change on a later stage. • Possibilities to visit Thailand, Laos, Cambodia, Malaysia, China, Indonesia, Chiang Maï. 2. Living Conditions • Since the coup d'état in February 2021, the delivery of visas for international humanitarian staff has been extremely restricted. Over 2021 and 2022, the international team have settled in Thailand. • As of August 2022, the international team will be living in Chiang May, in a mountainous and charming city in the north of Thailand. With a recent shy reopening of the country, it is expected that the international staff will enter Myanmar on a rotating basis every couple of months. However, the frequency and length of stay in Myanmar will be directly linked to the context and security in country. 3. Culture in Myanmar • Mixture of Buddhist and Muslim culture, Christian in Kayah state. • Respectful behaviour and clothing at all times, especially for women. Female expats do not have to wear veils or other similar clothing. • The country has left just a few years ago from a strong military dictatorship, where strangers were perceived as enemies (and the civilians as well).The education system is still very conservative “in the model of repeating what the teachers are saying”. Critical and analytical senses are not taught. • Militaries have still a strong grab on the security and military apparatus and are not accountable to the civilian government.
