Job Description

Job Overview: Under the direct supervision of the WPE Manager (Kachin), technical support by MEAL Manger (WPE) and coordination with MEAL Technical Unit-Yangon, the WPE MEAL Officer will oversee and ensure the functionality of the MEAL system for all WPE Programs across Kachin State. He/she will support his/her supervisors in MEAL-related activities and concerns and will contribute to the achievement of the WPE program goal. He or she will work closely with WPE program staff and partner organization staff and will be supported technically by MEAL Technical Unit-Yangon. He/she will reinforce adherence to the GBV guiding principles throughout all MEAL activities in targeted camps and villages. This position will report to the WPE Manager (Kachin).

The MEAL Officer will be responsible for the regular preparation, consolidation, and circulation of data collection, compilation, and analysis of reports for WPE program activities. By making accurate, reliable, and timely data and information available, the MEAL Officer will contribute to the comprehensive situational analysis in the IDP camps and communities where IRC and its partners provide services, and will support learning, design, and adaptation of interventions in these areas.

Responsibilities:

Data management and reporting

- Assist the WPE Manager and MEAL Manager (WPE) - Yangon in developing MEAL tools to measure WPE program outputs and outcomes. - Ensure weekly, monthly, and annual data are collected in a timely manner (as much as possible) and ensure data accuracy and quality in line with relevant standards and procedures, including donor requirements. - Support/lead in data quality audits according to program needs and their timeline. - Make sure all data and information are collected, processed, and stored in a safe manner following IRC’s Data Management and Protection guides. - Support the use of standard mobile data technology and online dashboard to enhance timeliness and quality of data collection, analysis, and visualization. - Ensure proper documentation for activity-related records. - Monthly Data Management and monitor partner’s data report. - Check Data quality to partner organization. - Ensure that all activities’ relevant financial documentation is accurately completed and submitted, as required by IRC policies. - Collect/compile MEAL data from program and partner staff, and conduct reviews monthly; submit data to MEAL Manger (WPE) - Yangon and the WPE Manager. - Assist in the supervisor’s preparation of monthly, quarterly, and annual reports. - Prepare and submit monthly and quarterly work plans and MEAL reports in a timely manner.

Surveys, assessments, and evaluations

- Assist in the preparation of surveys or assessments related to project activities and lead the survey team as necessary. - Manage the entry and initial analysis of data from surveys and assessments. - Develop reports on assessments, success story, evaluations and PDM.

Capacity building and Learning

- Assist and participate in the preparation of capacity building and awareness raising of MEAL for the WPE program and partner staff so that they can effectively implement monitoring and evaluation activities. Participate in/facilitate training and workshops related to MEAL. - Assist and participate in the conduct of learning activities for the WPE program.

Accountability

- Work with Accountability officer to support the set- up and strengthening of CFRM in WPE target locations.

Other

- Ensure all activities are carried out in accordance with IRC policies and procedures. - Other duties as assigned by the supervisor to enable and develop IRC programming. - Assist in developing indicator setting and log frame for new call and proposal.

Qualifications

- Bachelor’s degree in social science, or related fields. - 1-2 years experience in an INGO/LNGO in a similar position as an asset. - At least 1 year of work experience in gender-based violence, women’s empowerment programming or protection-related programming and knowledge in SRH integrated activities in WPE programming. - At least 2 years of work experience in Monitoring, Evaluation, Accountability, and Learning or equivalent field. - Experience working with INGOs is strongly desirable. - Experience working with the vulnerable community and marginalized groups. - Experience and skills in capacity building and mentoring program teams. - Demonstrated understanding of gender equality and women’s empowerment and a commitment to IRC’s approach and values including ethnic diversity and cultural sensitivity.

Myanmar nationals with relevant skills sets and proven experience of working at international level are strongly encouraged.
