Job Description

SCOPE OF WORK:

Responsibilities: The WPE M&E Manager will oversee the design and implementation of M&E systems for all WPE programs in Rakhine, and support the WPE team’s day-to-day administrative management. To achieve this goal, they will work closely with program staff at field level, and be supported technically by the Senior WPE Manager and M&E Coordinator. The objectives of the role are as follows:

M&E

- Develop and run M&E systems that reliably track and measure program outputs and outcomes. This includes databases, tool development, needs assessments, evaluations. - Design and lead a complaints response mechanism for all Rakhine locations, in coordination with M&E Coordinator and other IRC program teams. - Collect and write/edit impact stories of program work from field locations quarterly. - Prioritize quality program implementation by working with program teams to identify strengths and opportunities and areas for improvement. - Regularly hold review meetings with WPE Manager to review program implementation quality and share data and feedback collected through monitoring to inform program adaptation. - Build the capacity of WPE program and partner staff to effectively implement M&E activities. - Ensure that the views and needs of beneficiaries are incorporated into the design and implementation of WPE activities.

Responsibilities: At program level

M&E

- Act as M&E focal point for the Rakhine WPE team: o Apply technical skills and expertise in monitoring and evaluation to support the successful development and implementation of project activities. - Participate in project M&E planning workshop at project inception to map out nature of technical support required. - Regularly update Program Indicator Dashboard (PID) that presents actuals and targets of indicators. - Help project teams develop and implement monitoring and evaluation tools, M&E matrix, indicators tracking and processes. - Design, implement and analyze the assessments and surveys. - Translate and train other staff on assessment tools. - Lead the project end year evaluation process and activities, FGDs and interview with beneficiaries. - Analyze the trend of the project activities outcomes for program improvement – share with managers and senior manager for program adaptation. - Facilitate regular M&E review and data analysis/quality assurance sessions with project teams. - Ensure that project M&E processes are compliant with IRC global Monitoring for Action standards. - Provide training and technical support to IRC and support partner staff on M&E core concepts and on specific techniques. - Identify and develop processes for projects to effectively collect, use, and respond to beneficiary feedback, taking into account the operating context, resources available and the required capacity and capabilities.

Operations

- Support WPE team members in developing the weekly/monthly work plan. - Ensuring that roles within the team are clear and that individuals know what is expected of them. - Provide management and oversight of WPE – M&E staff in their day-to-day activities. - Act as focal point for coordinating WPE with logistics, Finance and HR departments. - Support on other assignments as requested by the Senior WPE Manager.

Qualifications

Basic Qualifications

- Bachelor of Arts or Science in Social Science, Public Health, Humanities or other related field. - At least 3 years of professional experience in NGOs in implementing community-based GBV response and prevention activities and managing teams. - Strong desire to work with women and girls and effectively address the issues they face in Rakhine State. - Previous work with or within a women’s organization or international NGO, preferred. - Experience facilitating trainings, workshops, or mentoring others. - Strong ability to organize work, coordinate multiple tasks, meet deadlines, work in a professional environment, work under pressure, and work within a multi-cultural team. - Fluency in written and spoken English and report writing skills. - Computer skills in Microsoft Office (Word, Excel, Access, Outlook and Power Point).

- · Good understanding of humanitarian principles of humanity and neutrality. - Clear understanding of gender equality, human rights, and issues surrounding violence against women and girls. - Strong coordination skills. - Positive and professional attitude, including ability to lead and work well in a team setting as well as work with implementing partners. - Demonstrated understanding of and ability to maintain confidentiality and respect for clients. - Experience with mentoring and supervision. - Experience living and working in a high pressure and provide positive track record of adapting to sensitive contexts (such as attention to language, ethnic tensions, etc). - Be able to work independently and taking initiative while also working as a team member. - Strong ability to organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks, and maintain attention to detail. - Experience supervising a multi-ethnic staff in a complex, insecure emergency setting.

Myanmar nationals with relevant skills sets and proven experience of working at international level are strongly encouraged.
