WPE Deputy Coordinator

Job Description

The Women’s Protection and Empowerment Deputy Coordinator will be responsible for supporting the WPE Coordinator in overall GBV technical support and program management. To promote institutional memory, the Deputy Coordinator will build the capacity of WPE staff to design, implement, monitor and evaluate quality integrated WPE programming. The position will create context specific tools to nationalize WPE program management, support community ownership and resilience, document best practices and promote minimum standards. The position will further support the development and maintenance of a coherent WPE strategy across all WPE interventions in Myanmar.

RESPONSIBILITIES:

Technical Quality

- Technical support and supervision on development and monitoring of detailed log frames, work plans, monitoring and evaluation plan ensure appropriate in-time program adaptation and achieving expected outputs. - Collaborate with M&E and project staff to improve GBV assessments and conduct periodic FGDs to contribute to learning and document best practices. - Analyze information coming from the staff as well as feedback from beneficiaries and identify potential means to improve quality and effectiveness of activities. - Support applying an intersectional approach in programming to ensure teams have helpful attitudes and are sensitive to local intersecting inequalities. - Contribute to SOPs for programming (integrated WGWCs, cash and case management SOPs, etc.) - Contribute to a case management community of practice and documentation of best practices utilizing case scenarios - Support adherence to the GBV guiding principles and other international standards to ensure quality of design and implementation of all WPE activities. - Ensure response work, including case management and psychosocial interventions, adheres to best-practice principles when working with survivors of GBV. - Assess and analyze GBV risks utilizing GBVIMS and Primero. - Ensure that ethical and sound data collection and information management systems are in place for analysis, planning, evaluation, and advocacy. - Work with the program staff to ensure that field experiences are documented, used for learning, and to advocate on behalf of the communities with which we work. - With the Roving Technical Specialist and WPE Training Manager, train WPE Senior staff - Directly supervise the WPE SRH Specialist working on WPE and health integration. - Liaise with IRC sectors such as health and document best practices for integrated programming. - Conduct field project sites supportive supervisions to assess technical quality of activities; provide technical and administrative assistant for implementation of project activities in line with WPE program framework and donor agreements.

Staff Development

- Directly supervise and support the WPE Program Managers in Yangon, Kachin, Northern Shan and Rakhine. - Build capacity and skills around program management, grants, management, spending plans, work plans, staff supervision for WPE Managers and partners in the field. - With WPE Coordinator, facilitate monthly program coordination meetings with WPE managers. - Mentor and support staff professional development to foster a positive team spirit, encourage innovation, and quality programming. - Identify training needs for GBV staff, and initiate capacity development plans to meet those needs, in collaboration with the Coordinator and Training Manager.

Grants Management

- Support teams to detail work plan(s) that support and work towards achieving program outcomes. - Support the capacity of the team to provide accurate and regular narrative and financial reports, as well as document results and maintain detailed records of program activities for timely submission, as required by IRC policies. - Review and improve needs assessment process, reports and other internal reports - Support the teams budget management throughout the program cycle - Support program tools and processes to better work with IRC operations - Draft program briefing materials and respond to requests for program information from IRC Regional Management, IRC HQ, donors, Myanmar Government and others. - Provide input on project proposals and extensions of current ones, including technical narrative, budgets, and log frames, etc. - Contribute to develop of concept notes, proposals and strategic plans related to the WPE sector in Myanmar

Coordination & Representation

- Coordinate with UN, NGOs, partner organizations, beneficiaries and other stakeholders. - Work closely with program, operations and finance staff both in the field and in Yangon to coordinate program planning. - Develop and maintain effective working relationships with relevant stakeholders including community leaders and other implementing partners. - Attend GBV sub-cluster, MHPSS meetings and GBVIMS meetings and advocate on behalf of women and girls.

Other

- Ensure all activities are carried out in accordance with IRC Operational policies.

- Other duties as assigned by the supervisor to enable and develop IRC programs.

Qualifications

- Bachelor of Arts or Science in Social Science, Public Health, Humanities, Social Work or other related field, required, higher degree preferred. - 5 years of experience managing programs; experience in direct service provision or managing programs that focus on violence against women in a humanitarian context preferred - Clear understanding of gender, human rights, and issues surrounding violence against women and girls - Experience in conflict settings desired - Demonstrated understanding of and ability to maintain confidentiality and respect for clients - Knowledge and experience with community outreach and mobilization - Experience facilitating trainings and workshops - Positive and professional attitude, including ability to lead and work well in a team setting - Strong ability to organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks, and maintain attention to detail - Experience supervising and mentoring multi-national staff in a complex, insecure emergency setting - Excellent written and oral communication skills, strong interpersonal skills - Fluency in English and computer literate

Myanmar nationals with relevant skills sets and proven experience of working at international level are strongly encouraged.
