Key Responsibilities:

Position Purpose: To plan, source, attract, recruit, and select most capable, qualified staff and volunteers that will fulfill WVDF’s purpose and strategic objectives. Ensure process is consistent to WV Partnership Policies, Values and Standards including Witness to Jesus Christ and Diversity Management.

Major Responsibilities:

Workforce Planning

  • Participates in the planning and assessment activities of the P&C Department by providing viable technical inputs manpower review including volunteer and Interns.
  • Design and implement overall recruiting strategy in the anticipated Manpower need of the organization.

Recruitment Process Management

  • Manages all recruitment activities of the organization.
  • Ensure that the organization’s hiring activities are aligned to World Vision standards and policy.
  • Partner with Hiring Managers in the preparation of the manpower request. Preparation of JDPDQ and opening the position via Workday. Ensure all new position have ND’s approval.
  • Discuss and establish qualification requirements and terms and conditions of employment with managers.
  • Creates and post advertisements for Internal and External need.
  • Review and evaluate all applications.
  • Conducts initial screening/interview for short-listed candidates.
  • Scheduling of interview with hiring manager
  • Provide input to hiring manager in selecting the best candidate and alerts P&C Director in case of potential Conflict of Interest, or exceptions to standards and policy prior to hiring.
  • Conducts Reference Check and Block Party Screening for selected candidates.
  • Prepares documents of candidate for Job Offer in coordination with HR Admin and Compensation Manager
  • Supports the HR Team in the On-boarding of new staff.
  • Conduct Psychological/Psychometric examination to short-listed candidates.
  • Participate in job fair as applicable.

HRIS (Workday) Administration

  • Manages the hiring process in Workday.
  • Support Hiring Managers in the Creation of position and the Opening of Requisition
  • Daily monitoring of the candidate status in workday.
  • Update and Edit details within Workday, if needed.

Volunteer/Internship Engagement

  • Manages requests and applications of Interns and Volunteers for the organization.
  • Partners with different Schools
  • Oversee the Volunteer and Internship program of WVDF.
  • Provides Certificate of Completion and support in the Evaluation process
  • Conduct exit interview and evaluation to volunteers and interns.

Ministry Appreciation Program/On-boarding Orientation

  • Leads the preparation of the MAP Activity for all new staff of the organization in coordination with P&C Specialist
  • Schedules the event and participants.
  • Selects the Area that can accommodate the Training.
  • Supports the facilitators in managing the activities.
  • Leads the evaluation of the program and the participants.
  • Coordinate and schedule on-boarding orientation.

Reporting, Compliance and Others:

  • Provide Monthly, Mid-year & Annual report or as needed/applicable.
  • Ensure compliance to WVDF Standard and Local laws particularly related to recruitment and on-boarding.
  • Regular review of recruitment processes for updating and manage risk.
  • Participate in Team, Organizational and WV partnership activities.
  • Perform other P&C task as assigned: Debriefing, Exit interviews, support to team or organizational activities/events, deployment to emergency response.

Position Requirements:

  • Must hold a Bachelor’s Degree in Psychology or Human Resource Management, or any related course.
  • Must have at least 5 years of significant working experience in end to end recruitment, preferably in the Developmental/Humanitarian Sector
  • Must have an extensive experience in using different Job Platforms e.g. Jobstreet, Linkedin, Reliefweb, Indeed, social media platforms, etc…
  • Must have a significant experience working with different Hiring Managers and Hiring for different areas in the Philippines
  • Clear verbal skills to communicate well with candidates and managers
  • Experience in managing a Volunteer Program
  • Experience in using Workday or similar HRIS
  • Experience in Hiring for Support roles: IT, Finance, HR, Admin, Supply Chain, etc…
  • Experience in hiring for the Developmental and Humanitarian Sector
  • Strong negotiation skills when discussing terms and conditions of employment.
  • Can work with minimum supervision
  • Can conduct behavioural interviews and Psychological Exam
  • Mastery and deep understanding for the Recruitment Process
  • Ability to hire for different areas in the Philippines
  • The ability to work within a team and to coordinate team activities.
  • Excellent analytical skills to examine resumes and find the best-suited candidates.
  • Have in-depth knowledge of labor laws as well as current hiring trends
  • Proficient writing skills to produce reports on hiring analyses.

Work Environment: can work under pressure to find qualified candidates quickly and may be required to work on multiple searches at the same time.
