Strengthening prevention of and accountability for conflict-related sexual violence through support for implementation of the Joint Communique in Myanmar

With support from the Norwegian Ministry for Foreign Affairs, UNFPA Myanmar is leading efforts to prevent conflict related sexual violence, and ensure survivors have access to timely and quality support services. UNFPA Myanmar’s goal is to improve accountability and prevention of CRSV through meaningful (demonstrable, evidence-informed, effective) implementation of Myanmar’s Joint Communique (JC), and other relevant Women, Peace and Security resolutions. The project commenced in 2019, and is expected to conclude in December 2023.

Outcomes:

  • Contextualized and evidence-informed international and national technical assistance guides strategic multi-stakeholder engagement on JC implementation
  • Awareness of CRSV and referral pathway information provided to actors responding to CRSV
  • Established UN coordination at the national level on issue related to CRSV prevention and response efforts; and inform OSRSG-SVC on relevant context updates to feed into SRSG guidance and action at global level

The Women Peace and Security Specialist will be located in the Asia Pacific Regional Office, and reports to the Regional Gender Based Violence Advisor who provides overall direction and guidance; s/he will also have a dotted reporting line to the Humanitarian Programme Specialist from the UNFPA Myanmar Country Office. S/he will also be well positioned to coordinate with both the Senior Women Protection Advisor (SWPA) as well as the Senior Human Rights Advisors for Myanmar who will be/are based in Bangkok with DCO. With a strong focus on the Myanmar country situation, s/he is part of the regional team providing integrated programme and technical support within a systems strengthening approach which is fundamental to UNFPA’s overall strategy and will serve as a resource on issues related to WPS. Under the supervision of UNFPA Asia Pacific Regional Office GBV Advisor, the WPS Officer will provide technical and related strategic programmatic support to Myanmar and other countries in the region to strengthen their policies and programmes related to WPS. S/he will help to identify strategic entry points on the WPS agenda that correspond with regional commitments to prevent and respond to GBV across the triple nexus, especially by ensuring access to appropriate survivor-centered care. Where relevant, linkages and support may also be made with UNFPA’s efforts to advance the Youth, Peace and Security agenda.

Programme and Technical Support:

a. Support the day to day coordination and implementation of UNFPA Myanmar’s project on WPS/CRSV funded by Norway with a particular focus on meeting project management deadlines, brokering technical support, facilitating knowledge management and reporting. b. Undertake regular environmental scanning and mapping to identify opportunities to leverage UNFPA’s expertise and resources, particularly related to GBV, toward the WPS agenda. c. Assist the GBV Advisor to provide relevant technical guidance and resources on WPS to other Country Offices in the region. Support regional and country level trainings and learning sessions on WPS programming tools, new resources and evidence. d. Engage with the Youth and Adolescent colleagues in the Asia and Pacific Regional Office to identify appropriate opportunities for sharing and synergies between the WPS and YPS agendas. e. Undertake any other duties/travel as required by the APRO Gender Team/Senior Management and Myanmar CO.

Partnership, Communication and Resource Mobilization

a. Support the co-chairs of the Myanmar CRSV-focused Working Group by assisting in preparation for quarterly meetings and supporting UNFPA to perform co-chair function and later Secretariat functions. b. Back up Myanmar RCO, SWPA to ensure strong linkages between Country Task Force for Monitoring and Reporting (CTFMR) on the Six Grave Violations and efforts to prevent and respond to CRSV. c. Conduct mapping of influential WRO/WLO in Myanmar and the region to inform partnership strategies and opportunities. d. Support APRO’s engagement in regional inter-agency fora, mechanisms and processes on addressing GBV in development and humanitarian settings, including on WPS, Inter-agency Group on Gender in Humanitarian Action, Regional Task Force on Cross-Border GBV Referrals led by UN Women. e. Prepare communications materials for International Day for the Elimination of Conflict-Related Sexual Violence on 19 June and other relevant international events, conferences and commemorations. f. Assist in regional and multi-country resource mobilization initiatives.

Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:

• Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day); • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; • Provide annual and end of assignment self- reports on UN Volunteer actions, results and opportunities.
• Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.; • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers; • Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Results/expected outputs

• As an active UNFPA team member, efficient, timely, responsive, client-friendly and high-quality support rendered UNFPA and its beneficiaries in the accomplishment of her/his functions, including:

• Be conversant with the international normative guidance, data and evidence, tools and resources related to CRSV, WPS and YPS agendas, as well as GBV prevention and response in humanitarian settings.
• Understand key opportunities and challenges related to advancing gender equality and addressing CRSV across protracted crisis settings settings in Asia and the Pacific region, in particular Myanmar. • Understand principles and approaches for policy and programme interventions at country level to prevent and respond to GBV in development and humanitarian settings. • Understand the structure and functioning of the regional office and be conversant with programme planning, implementation and monitoring. • Have experience working in interagency mechanisms and fora and have developed an understanding of UN interagency coordination and joint programming. • During the course of the assignment, every effort will be made to ensure that the Women Peace and Security Officer has the opportunity to participate in internal trainings and where possible and relevant, to undertake country missions.

The duty station will be Bangkok, Thailand. Bangkok is a highly developed modern city with excellent accommodation that includes single house, apartments etc. The cost of living in Bangkok perhaps compared to some of the other capital cities in Asia is relatively high but still low compared to the Europe and North America. Health facilities and services are among the best in Asia and often many people from various countries visit Bangkok for seeking medical services. Travel to and from Bangkok is easy as there are many daily flights connecting Bangkok with major cities in the world.
