The World Food Programme has developed and is continuing to enhance and maintain a set of digital solutions to manage:

  • the identities and entitlements of its beneficiaries,
  • the operational parameters of the programmes that transfer benefits to them,
  • the assurances and insights to ensure related risks are properly managed,
  • as well as a multitude of solutions to collect, manage, analyze, and visualize data.

What will you do in this position?

SCOPE is WFP’s beneficiary and transfers management platform that supports the WFP programme intervention cycle from a technical perspective. The SCOPE platform is a web-based application used for beneficiary registration, intervention setup, distribution planning, transfer, and distribution reporting. SCOPE is intended and continuously developed and improved to fully support all WFP transfer modalities: cash, voucher and in-kind, for a variety of project activities. WFP also plans to develop/use a broader set of tools and provide related services beyond the current SCOPE capabilities.

To help the Country Offices of the Western Africa region in the implementation, scale-up, and regular running of SCOPE, it is often necessary to provide them with expertise, traveling to their offices and staying for several weeks or months, assessing needs, managing the implementation or scale-up project, orienting the local teams, providing inputs and feedbacks to management and all involved units, helping in the assessment of needs, in the hiring of necessary resources, delivering training, helping in the purchase of equipment and licenses, accompanying users in their first steps, participating in the writing of SOPs (standard operating procedures), and in establishing and managing adequate relationships and communications with the Regional Bureau and Headquarters units for a proper implementation/scale-up and long term operation.

In addition, the Regional Bureau and the Country Offices need data analysis, reports, dashboards, and data processing.

This position is about the following two aspects: the implementation of SCOPE together with data management and analysis.

It is expected that the incumbent will spend 50% or more of the time on missions to different offices of WFP in the Western Africa region.

The incumbent will work under the direct supervision of the Regional Digital Assistance Services (DAS) Team coordinator.

ACCOUNTABILITIES/RESPONSIBILITIES:

With a dedicated focus on the region and its context, but where also relevant globally, the incumbent will be responsible to:

  • Provide expert advice, assessments, and orientation to Country Offices implementing or scaling up SCOPE/DAS functionalities and processes, ensuring involvement of relevant stakeholders at Country Office, Regional Bureau, and Headquarters as well as proper communications amongst the different parties, and providing support in the elaboration of the needed documents.
  • Provide direct project management support to Country Offices in the region during the implementation and roll-out of SCOPE/DAS functionalities.
  • Deliver training as well as conceptual and technical support to Country Offices for proper implementation/scale-up of SCOPE/DAS functionalities, including aspects such as staffing recommendations, budgeting, procurement of SCOPE/DAS specific equipment and consumables, and Standard Operating Procedures.
  • Communicate, elaborate, update or help elaborate/update all necessary documentation and guidance.
  • Based on concrete experiences and needs from the field, elaborate requirements for change requests for SCOPE/DAS, and support the Regional Business Transformation Officers in presenting the concepts in a concise manner to relevant technical teams.
  • Where relevant, support the Country Offices in extending their support to partners in the implementation and use of SCOPE/DAS functionalities and processes, providing training and support.
  • Ensure that guidance or recommendations are provided to COs on potential organizational and capacity changes that may arise from the implementation or scale-up of SCOPE/DAS tools, providing recommendations to Country Offices (after consultation with Regional Business Transformation Officer) on staffing structure, updates to DAS strategy documents.
  • Participate in the work done by the regional Data Analyst, under his supervision, and with his help, in determining needs at the Country Offices and Regional Bureau, providing needed data and visualizations, doing maintenance, error corrections, support and training.
  • Participate in the work done at the Regional Bureau and Country Offices to clean, correct and import data into SCOPE, and other platforms.
  • Keep Regional Business Transformation Officer informed on a weekly basis, or more if needed, of all developments, needs, opportunities, challenges, etc.; Provide weekly reports while deployed in missions. Provide mission reports for Country Offices and Regional Bureau for each mission.
  • Perform other related duties as required.

SPECIFIC QUALIFICATIONS & EXPERIENCE REQUIRED:

Education: Computer Science, Data Management, Statistics, Information Management, or another relevant field.

Experience:

  • At least one (1) year of relevant professional experience in implementing computer systems, doing project management, requirements gathering, leading implementation projects, negotiating deadlines, deliverables, and resources.
  • At least one (1) year of relevant professional experience in the design and development of information management and database solutions.
  • At least one (1) year of relevant professional experience in data analysis, data product/solution development, and technology-focused teams.
  • Experience with data visualization tools such as Tableau or PowerBI.

Knowledge & Skills:

  • Strong problem solving and client orientation. Good relationship builder.
  • Strong analytics (requirements and data) and technical skills.
  • Very capable of sorting things out in the face of adversity and working under pressure for important and urgent deadlines.
  • Very good leadership, organizational, and planning skills.
  • Competent in Project Management technique(s) and in facilitating meetings, workshops, and training.
  • Experience in managing projects and in negotiating goals, resources, timelines, etc.
  • Very good and demonstrated team player and negotiator.
  • Strong writing skills and ability to deliver presentations to multiple stakeholder groups in clear and concise business language.
  • Requirements engineering, database design, and management using leading database tools (Oracle, MS SQL Server, PostgreSQL, etc.), front-end analytics tools (SAP BI, Tableau, etc.).
  • Knowledgeable in Data Analysis, theory and practice, with different tools. Knowledge of Tableau is a plus.
  • Computer programming knowledge. Python knowledge and experience is a plus.
  • Proficient in Excel (advanced level).
  • Ability to work in multi-cultural and multi-ethnic environments.
  • Expertise in Cash-Based Transfers implementation or Monitoring & Evaluation implementation would be desirable.

Language:

  • Fluency in French and English languages (oral and written)
