Org. Setting and Reporting

The Economic Commission for Latin America and the Caribbean is one of the five regional Commissions of the United Nations. It was founded in 1948 with the purpose of contributing to the region's economic and social development. Its mission includes the design, monitoring and evaluation of public policies and the provision of advisory services, expertise and training to Governments, as well as support for regional and international cooperation and coordination activities. This position is located in the Web Services Unit, Statistics Division. The Website Assistant reports to the Chief of the Statistics Division under the supervision of the Head of the Web Services Unit.

Responsibilities

Under the overall guidance of the Chief of the Statistics Division and the supervision of the Head of the Web Services Unit, the Website Assistant is responsible for the following: (These duties are generic, and may not be performed by all Website Assistants)

  1. Participates in the development, programming, testing, debugging and implementation of new application systems releases, modules and functionalities related to DevOps. a. serves as focal point and technical lead for infrastructure and DevOps related subject performing coordination, monitoring and expedition of computer application systems development projects, involving extensive liaison with diverse organizational units to initiate requests; prepares standard terms of reference; processes and follows-up on administrative actions and resolves issues related to project implementation, e.g. organization of and participation in training, procurement of equipment and services, etc. b. is responsible for all service desk requests, environment maintenance and upgrades related to infrastructure and DevOps, including Operational Systems, Databases, Web Server, Proxy, Cache, Container Orchestration System and supporting tools.

  2. Creates new website by a. creating prototypes and mockups; b. building CMS themes for websites using advanced front-end development skills; c. researching and implementing new CSS frameworks and other media components; d. identifying and resolving front-end development issues; e. providing front-end support to the ECLAC Divisions throughout the website creation process; f. implementing interaction with client-side JavaScript libraries. g. participating in the process of website deployments to testing and production environment; including definition of infrastructure, modules and functionalities, content types, layouts and basic visual design, workflows, data migration, and custom functionalities

  3. Assists with the development and promotion of the ECLAC and UN web branding style guides, using ECLAC and UN established standards for web technologies, web design programming languages and tools.

  4. Works with unit developers and in coordination with language units to ensure the multilingual capabilities of CMS platforms are supported by: a) managing assigned projects through the use of online collaboration tools such as wikis for technical documentation, JIRA or alike for issue tracking, and version control tools; b) troubleshooting front end webpage loading and multimedia integration issues; c) researching multilingual CMS solutions that work the two official ECLAC languages, Spanish, English, and Portuguese and French;

  5. Assists with website testing and maintenance to meet stringent quality controls and applicable web standards by: a) checking cross-browser, cross-platform and cross-device compatibility and accessibility using appropriate tools. b) developing software architecture for common base code. c) overseeing code maintenance and security updates. d) ensuring images, text, forms, audio, and video content meet accessibility and design requirements; e) checking for usability, functionality and language adaptation across popular devices and platforms, including mobile and tablet devices; f) adjusting designs accordingly by implementing responsive media queries, scripts and other responsive design techniques.

  6. Works closely with the content producers to collect and document user requirements by: a) conducting and documenting interviews with users and other interested parties; b) creating wireframes and high-fidelity mockups that meet ECLAC web branding standards.

  7. Develops and maintains working relationships with ECLAC staff, producing original content for ECLAC.

Competencies

• PROFESISONALISM: Knowledge of management and configuration of HTML5, CSS3 and of Drupal or similar CMS. Knowledge of SEO (Search Engine Optimization). Knowledge of computer security, organizational information infrastructure, including hardware, software and application systems. General knowledge of computer security. Knowledge of web development languages such as PHP, or others. Familiarity with the work of ECLAC and it ́s objectives. Education

High school diploma or equivalent is required.

NOTE: For positions in the General Service category, candidates are required to clearly indicate in their PHPs relevant information confirming completion of High School.

Job - Specific Qualification

Supplemental coursework/training in web design, systems administration and maintenance, DevOps and/or development is desirable.

Knowledge of web infrastructure and publishing, digital assets management, repositories and metadata is desirable.

Knowledge of Content Management Systems such as Drupal is desirable.

Knowledge of software architecture, web implementation and development of digital platforms, functionalities and services is desirable.

Knowledge of SEO (Search Engine Optimization) analysis and techniques is desirable.

Work Experience

A minimum of seven (7) years of experience in public communications, web design, website production, front end web/usability design, systems administration and maintenance, DevOps, Infrastructure Automation or related area is required. The minimum years of relevant experience is reduced to five (5) for candidates who possess a first-level university degree or higher.

Experience producing multi-platform and multi-device (responsive) web design is desirable.

Experience in web development is required.

Experience in designing and developing interactive web features is desirable.

Experience working with Content Management Systems (CMS) is desirable.

Languages

English and French are the working languages of the United Nations Secretariat and Spanish is a working language of ECLAC. For the post advertised, fluency in Spanish and English is required.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
