Org. Setting and Reporting This position is located in the Communications and Results Reporting Section (CRRS) of the United Nations Development Coordination Office (UN DCO) Headquarters in New York.

In its resolution A/RES/72/279 (https://undocs.org/A/RES/72/279), the United Nations General Assembly endorsed the transformation of DCO as a stand-alone coordination office within the United Nations Secretariat. The new DCO assumes managerial and oversight functions of the Resident Coordinator System (RCS) under the collective ownership of the members of the United Nations Sustainable Development Group (UNSDG).

The incumbent reports to the communications acting digital strategist and is under the overall supervision of the Chief of the Communications and Results Reporting Section.

Responsibilities Within delegated authority, the Website/Communications Officer will be responsible for the following duties:

  • Conceptualizes and oversees web design, maintenance and support for 132 existing United Nations Country Team websites, working with UN communications colleagues in countries to publicize priority issues and/or major issues for the Resident Coordinator System and UN country team.

  • Liaises with vendors for website enhancements, hosting, maintenance as needed including attending weekly calls and ensuring follow up and providing quality assurance on updates and maintenance requests.

  • Oversees the roll-out of DCO-backed UNCT e-reports, liaising with the vendor to create the site, conducting training and developing guidance materials for country teams to manage content, and providing support and quality assurance ahead of the launch.
  • Working with partners, develops and coordinates training to ensure UN Resident Coordinator (RC) system’s continuous capability and improvement to managing quality digital presence.

  • Supports the management of contracts for web development, partnerships, and interface with other parts of DCO and the Office for Information Communications and Technology (OICT) on support to websites.

  • Working closely with DGC, including integrated UN Information Centres as well as RCO communications officers to boost the quality of content and ensure the UNCT websites are dynamic and frequently updated.
  • Oversees the development of training materials, including video tutorials, factsheets, FAQs, wiki and others, fostering and growing existing communities of practice.
  • Oversees the roll-out of the Prevention for Sexual Exploitation and Abuse (PSEA) microsites and other potential microsites as required.
  • Harvests, promotes and disseminates content from UNCT websites working in close collaboration with other team members.
  • Leads and coordinates the integration of open data (UN UNFO and IMS (Information Management System)) data portals into UNCT websites. •Oversees the multilingual web platform implementation, i.e., coordinates UN INFO dashboards translations and website translations. •Ensures UNCT follow the industry accessibility standards, keeps abreast of technology developments to propose new features to improve user experience.
  • Takes responsibility for incorporating content from the UNCTs (UN Country Teams) to the UNSDG digital channels;
  • Oversees user experience surveys as necessary
  • Contributes to the development of the UN country team’s digital strategy and the overall DCO Digital Strategy.
  • Contributes inputs to Standard Operating Procedures, audit processes website safety enhancement exercises, and other website-related initiatives as needed.
  • Participates in content coordination meetings with digital communications focal points at HQ and in the field.
  • Reports on Key Performance Indicators (KPI) and conducts analytics to monitor the UNCT’s collective impact in digital media and design tools for improvement.
  • Works with partners to enhance Search Engine Optimization (SEO) of UNCT websites and digital presence.
  • Initiates and sustains professional relationships with key constituencies within and outside the UN system.
  • Acts as focal point on specific issues, monitoring and reporting on developments, responding to inquiries, etc.
  • Participates in selecting the information transmitted to key constituencies at the UN and externally
  • Provides guidance to, and may supervise, more junior staff.
  • Performs other related duties, as required.

  • Technological Awareness: Manages on a daily basis multilingual websites using Drupal or comparable content management systems; Keeps abreast of available technology; understands applicability and limitation of technology to the work of the office; actively seeks to apply technology to appropriate tasks; shows willingness to learn new technology.

    Education An advanced university degree (Master’s degree or equivalent) in communication, journalism, public information, journalism, digital marketing or a related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

    Work Experience At least five years of progressively responsible experience in communications, public information, journalism, digital marketing or related field is required.

    At least five years of experience in managing websites is required.

    At least three years of experience in managing multilingual websites using Drupal or comparable content management systems is required.

    Experience managing a multicultural team working across multiple time zones is desirable.

    Experience applying User Experience (UX) research is desirable.

    Experience with API (application programming interfaces) integration is desirable.

    Experience in the United Nations system or a comparable international organization is desirable.

    Experience in a UN country team setting is desirable.

    Experience working with web analytics and search engine optimization is desirable.

    Experience with inter-agency or inter-organizational collaboration in the development sector is desirable.

    Languages English and French are the working languages at the United Nations Secretariat. Fluency in English (both oral and written) is required. Knowledge of French or Spanish is desirable. Knowledge of another UN official language is an advantage.

    Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
