  1. Multi-language changes to website theme to match in-house WTO manual translation work-flow (by 31 January 2024)
  2. Changes to the trade4MSMEs.org home page layout and display of Trade game and other posts (by 30 April 2024)
  3. Improvement to Trade Guides pages and navigation (by 31 August 2024)
  4. Monthly server maintenance, software updates and technical support requests (by 31 December 2024)

Duties and Responsibilities

ITC is a joint agency of the United Nations and the World Trade Organisation for trade-related technical cooperation in developing countries. ITC’s Trade and Market Intelligence (TMI) section provides easy-to-use analytical information and diagnostic tools to support development of trade strategies for governments, trade and investment support institutions and companies in the developing world.

OBJECTIVE: ITC is leading a multi-agency initiative Global Trade Helpdesk (GTH), which aims at supporting economic actors by:

  • providing a unique entry point to existing trade-related information;

  • translating trade-related information into trade intelligence;

  • raising awareness and capacitating MSMEs in the use of trade information and intelligence.

The GTH draws on ITC and partner organisations' extensive experience in collecting trade related data, building a network of data providers from national, regional and international institutions worldwide and providing capacity building on online analytical tools to companies, trade and investment support institutions and government bodies worldwide.

The GTH is also one of the resources highlighted in the Trade4MSMEs platform developed by the WTO IWG on MSMEs. This platform is complimentary to the Global Trade Helpdesk by providing additional resources that go beyond simplifying market research, thus making it a strong compliment to the detailed and robust market information accessible through GTH. To ensure synergies with this new platform, the GTH team has created a joint outreach strategy to promote both platforms together and expand the reach to new audiences.

In this context, ITC is looking for an International Consultant who will support the maintenance and development of the Trade4MSMEs platform and its linkages with the GTH platform.

DESCRIPTION OF DUTIES/RESPONSIBILITIES:

Under the overall supervision of the Programme Manager and the direct guidance of a Senior Market Analyst, the Consultant will work on the maintenance and development of the Trade4MSMEs platform and its linkages with the GTH platform. He/she will provide the following services:

• Manage the hosting environment for the Trade4MSMEs.org website. • Maintain and apply regular updates to the server and associated software to latest stable release or equivalent standard. • Secure the hosting and website CMS to protect against known threats and vulnerabilities. • Monitor website traffic and proactively block malicious activity. • Update the CMS and all associated plugins to latest software release version. • Modify the website template and code base to remain compliant with latest updates. • Implement translation of content and use of automated tools such as Weglot. • Provide consultation to define improvements, new features, and other technical developments. • Carry out changes and feature improvements to the website template as required. • Provide technical support for administrators using the CMS platform to publish content to the website. • Liaise with other Trade4MSMEs stakeholders.

The Consultant is obliged to provide full access to ITC external and internal auditors to documents and information. In addition, the contractor shall comply with any audit undertaken in line with the financial regulations and rules of the United Nations.

Copyright Clause: The Consultant has to ensure that s/he has obtained the necessary permissions with regard to intellectual property rights required to perform his/her services under this consultancy contract and for the subsequent dissemination by ITC in any form. Documentary proof is to be submitted to ITC. Should any license fee be due for the use of copyrighted materials of third parties, the Consultant shall request prior written permission from ITC. S/he has further to ensure to obtain accreditation to event(s), if required.

Qualifications/special skills

Undergraduate degree (BA/BSC or other) in the filed of Engineering Science, Information Technology, or related field. Extensive relevant experience may be accepted in lieu of the university degree. Minimum of 6 years of work experience in developing and managing web applications using technologies such as Apache, PHP, HTML, CSS, javascript, mySQL, and modern Content Management System (CMS) frameworks such as WordPress. Familiarity with managing multiple stakeholders and experts to gather input and gain consensus during the development of a project plan. Capacity to anticipate and optimize the plan for end user requirements, administrative requirements, maintenance, security, reliability and longevity considerations during the planning and execution of the assignment. Excellent conceptual skills with ability to collaborate with stakeholders, articulate project requirements, and develop requirements into a functional website deliverable. Experience working within a MSME with an understanding of international trade and operations activities. Development and maintenance of interactive websites using front-end frameworks. Excellent understanding of responsive website design, cross-platform and cross-browser issues. Good understanding of back-end development with modern tools and technologies. Working knowledge in database design and maintenance such as writing SQL queries and procedures Capacity to manage and maintain a web hosting server environment (Linux, Apache, MySQL, PHP). Capacity to manage security and updates for a WordPress based CMS with custom theme and plugins.

Languages
