The UNICEF Pacific Water, Sanitation and Hygiene (WASH) programme as an integral part of the Pacific Multi Country Programme helps to ensure that the right of all children to a safe and clean environment both in times of stability and during crisis. The overall aim of the WASH programme is that “All Pacific children and their families, particularly the most vulnerable, are accessing adequate, equitable, affordable drinking water, sanitation and hygiene”. The programme aligns with 14 Pacific Island’s government priorities and plans for improving access to water and sanitation. The programme covers the Cook Islands, Fiji, Kiribati, Marshall Islands, Federated States of Micronesia, Nauru, Niue, Palau, Samoa, Solomon Islands, Tokelau, Tonga, Tuvalu, and Vanuatu. Together, these 14 countries and territories are home to 2.45 million people, living on more than 660 islands and atolls stretching across 17.2 million square kilometers of the Pacific Ocean.

For its office in Apia, Samoa, UNICEF is looking for a WASH Specialist to provide technical support to the Ministry of Health and other WASH-related ministries in undertaking WASH assessment, support planning, monitoring, supervision and coordination of UNICEF support to improvements for climate-resilient WASH improvements in communities and institutions such as health care facilities in Samoa.

How can you make a difference?

The position will provide technical, operational and administrative assistance throughout the WASH programming process. The Officer prepares, manages and implements a variety of technical and administrative tasks, related to the development, implementation, monitoring and evaluation of the WASH output results for Samoa. This on-the-ground technical capacity will complement the support from UNICEF Suva to the MoH in Samoa.

MAIN RESPONSIBILITIES AND TASKS

1. Primary Task: Provide Technical and operational assistance to national stakeholders on WASH in Institutions (particularly WASH in Health Care facilities)

• Provide support and guidance to Ministries of Health and Education with implementation of programmes to improve access to WASH in schools and healthcare facilities

• Assist government in sector monitoring needs to ensure institutional water and sanitation facilities meet national standards/ guidelines and global best practices.

• Develop programmes through partnerships and contracts with CSOs and the private sector to support the improvement of services.

2. Support programme management, monitoring and delivery of results

Work collaboratively with colleagues and partners to collect/analyze/ share information on implementation issues, suggest solutions on routine programme implementation and alert appropriate officials and stakeholders for higher-level interventions and/or decisions. Keep a record of reports and assessments for easy reference and/or to capture and institutionalize lessons learned.

▪ Participate in monitoring and evaluation exercises, programme reviews, and annual sectoral reviews with government and other counterparts and prepare minutes/reports on results for follow-up action by higher management and other stakeholders.

▪ Monitor and report on the use of WASH programme resources (financial, administrative, and other assets), verify compliance with approved allocations, organizational rules, regulations/procedures, donor commitments, standards of accountability, and integrity. Report on issues identified to enable timely resolution by management/stakeholders. Follow up on unresolved issues to ensure resolution.

• Ensure timely delivery of assistance and WASH supplies is maintained, communicate WASH supply or other response.

3. Support National level WASH knowledge management

• Support documentation of existing country initiatives related to WASH through case studies & human-interest stories

• Support UNICEF Pacific office to collect information and deliver regional level research as required.

• Support delivery and creation of learning opportunities for UN, government, CSO staff/volunteers, to ensure sector capacity remains up to date with latest developments.

• Provide regular briefs/updates on progress, needs, constraints and suggestions to ensure efficiency and effectiveness in WASH support.

Provide technical support documentation and guidance to national WASH stakeholders to support Samoa’s engagements and inputs into global or regional initiatives such as JMP SDG6 monitoring (WHO/UNICEF), GLAAS (UN-Water), and Pacific regional initiatives

The expected outputs are:

• Monthly progress reports (10 reports in 11 months contract duration) and a final report that reflects the progress of the work assignments above.

• Minimum of 4 WASH knowledge products/human interest stories

• Relevant working group minutes of meetings;

Supervision will be provided by the Chief of Field Office, Samoa & Technical supervision will be provided by the WASH Chief in Suva, Fiji

To qualify as an advocate for every child you will have…

  • A University Degree in in one of the following fields is required: public health, environmental health, social sciences, behavior change communication, sanitary engineering or another relevant technical field.
  • Additional relevant training courses that complement/supplement the main degree are a strong asset.
  • A minimum of two years of professional work experience in WASH-related programmes for developing countries is required.
  • Familiarity with the WASH institutional arrangements in Samoa, or small island countries connection will be an asset.
  • Analytical skills with ability to compile and analyse data and present results through tables and visual mapping. The consultant is expected to receive, analyse, and synthesize the information gathered from emergency taskforces and relevant departments and provide regular updates and suggestions to the WASH management in MoH and UNICEF
  • HUMANITARIAN: advantageous
  • Fluency in English is required. Knowledge of Samoan language a strong asset.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. The candidate may also be subject to inoculation (vaccination) requirements, including against SARS-CoV-2 (Covid).
