UNICEF Pacific, in partnership with the governments and civil society organizations, contributes to the rights of children to survival and development through improved drinking-water, sanitation and hygiene behavior.

We are doing this through:

Construction of water and sanitation facilities for communities, schools and health centres; Supporting communities to achieve total sanitation coverage; Construction of WASH facilities in schools; Providing WASH assistance during emergency responses; and Strengthening national level legal systems and policies for WASH.

How can you make a difference?

Good WASH services in healthcare facilities links to multiple key development goals of the Ministry of Health & Medical Services including quality universal health coverage, infection prevention and control, patient safety, child/newborn and maternal health. Impacts of good WASH in Health Care Facilities (WinHCF) services extend to staff and patient’s dignity, morale, performance and safety as well as respectful care to mothers and children. Accordingly, SDG targets 6.1 and 6.2 include WASH in health care facilities as part of universal WASH access for all. The SDG define WASH in Health Care Facilities covers five (5) key essential components: water, sanitation, hygiene, waste management and environmental cleaning.

Achieving and maintaining water, sanitation and hygiene (WASH) services in health care facilities (HCFs) is critical for realizing several health objectives within the Ministry of Health in Samoa, including those linked to quality universal health coverage, quality of health care,

Aging septic systems across several health care facilities potentially poses risks to staff and patient. The MoH has identified the need for a detailed assessment of the status of septic and waste management systems at selected health care facilities as a priority.

The deliverables of this consultancy will enable the MoH to define priorities, technical options and approaches to improved WASH and a safe environment at healthcare facilities in Samoa.

Objective/Scope of Work:

The consultant would be required to undertake a detailed assessment of all the HCF’s earmarked in Samoa for renovation and rehabilitation of their WASH facilities.

  • The scope of engineering services is divided in 2 packages: Package 1 includes site assessment, design and technical documents and technical support to procurement; and Package 2 includes quality assurance and site supervision. Each package is described in detail in Section 3 Expected Deliverables.
  • The contract will be signed with selected Consultant Engineer for Package 1. The contract for Package 2 requires approval from UNICEF Pacific MCO upon satisfactory completion of services under Package 1.
  • Potential consultants should visit the sites prior submitting their offers to get familiar with site conditions that may affect their Proposals. Potential consultants are expected to make their own arrangements to visit the site and on their own expenses. UNICEF Pacific MCO shall accept no excuse or claim whatever from the selected consultant for not knowing or being able to properly evaluate the site condition and requirements for the services to be carried out. Questions should be submitted in writing to UNICEF Pacific MCO in accordance with instructions provided under the RFP.
  • All design drawings and technical documents developed for construction and/or renovation works implemented directly or indirectly by UNICEF shall be in line with the Organization’s commitments towards Accessible Buildings and achieving Climate Neutrality by 2020, as per CF/EXD/2017-004 on Accessibility in UNICEF’s Programme-Relegated Construction, and Decision Memo: UNICEF Climate Neutral Strategy, 26 May 2015.

To qualify as an advocate for every child you will have…

  • Education: A university degree is required in civil engineering, construction engineering, architecture or other relevant area.
  • Experience: A minimum of two (2) years of relevant experience, at the national and/or international levels, in project monitoring, site supervision, quality assurance and/or other directly related technical fields is required.
  • Understanding of development and humanitarian work.
  • Emergency experience an advantage.
  • Skills: Good analytical skill and negotiating skills.
  • Ability to manage and monitor the effective use of resources.
  • Ability to supervise and direct a team of professional and support staff working on construction projects.
  • Ability to work in a multicultural environment and establish harmonious working relationships, both within and outside the organization.
  • Fast learner, adapts and responds to change, tolerates ambiguity.
  • Ability to contribute to formulation of strategies and policies.
  • Good knowledge of latest developments and technology in construction industry.
  • Good understanding of construction project cycles, from programme needs assessment, through planning, procurement and contracting, monitoring the execution of work and evaluation of project outcomes.
  • Good knowledge and understanding of UNICEF programmes, public procurement principles, financial and legal aspects of construction issues, ethics and risk management of construction project.
  • Language: Fluency in English is required. Knowledge of another official UN language or a local language is an asset.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
