Org. Setting and Reporting This position is within the Liquidation Team of the African Union- United Nations Hybrid Operation in Darfur (UNAMID), at El Fasher Log Base. The incumbent will report to the Chief, Engineering and Environmental Protection Section.

Responsibilities Within delegated authority, the Water and Sanitation Engineer will be responsible for the following duties:

1.Water Supply, Sanitation & Wastewater

•Participates in planning and management of the operation of the Water and Sanitation Unit, during the liquidation of the mission, based on the requirement to continuously reduce the footprint. •Monitors ongoing operations of the Unit, undertaking regular site visits of and carries out physical inspections and verification of UN property. •Liaises with the Technical Sections, Procurement Section and Movement Control Section at the mission on matters related to Inventory Control: •Prepares Water and Sanitation Unit budget as part of the overall Engineering Budget; Raises requisitions for the procurement of Water, Environmental and Sanitation goods and services. •Analyze and advise on decommissioning of water supply/solid waste systems, wastewater treatment plants, in accordance with the liquidation procedures. •May act as a head of the Unit. •Performs other related duties as required by the Chief of the Section.

2. Real Estate Portfolio & Assets Management

•Act upon decisions made by the Chief of the Section on declaring surplus assets in Umoja. •Coordinate with the UNGSC and UNCT on transfers to other projects or operations, coordinate related action within the Mission to initiate inter-entity transfers. •Based on cost-benefit analyses and decision briefs from the Technical Units, initiate write-off action in Umoja and follow up on the end-to-end process until final disposal with the respective action owners in the Mission. •In collaboration with the Asset Accounting User (FA.15 – Property Management) and the Senior Asset Accounting User (FA.16 – Finance), lead the implementation of the periodic impairment review program. •Monitor consumption patterns, identify slow moving stock, initiate inventory write-off/disposal action in Umoja. •Coordinate the participation of Asset Management Unit (AMU) staff and technical experts, where required, during the inspection of incoming/outgoing goods. •Request physical counts in Umoja for further action by the IWS. •Ensure that the staff members in the AMU are provisioned with the required Umoja roles. •Identify training requirements (including on Umoja and Business Intelligence) and propose measures for capacity building. •Supervise the Engineering Asset Management Unit and ensure delivery of mandated tasks. •Assists the Chief Engineering Section with Umoja reporting (ECC and BI), data analysis, and liquidation reports.

Education Advanced university degree (Master’s degree or equivalent) in civil engineering or related fields is required. Specialization in water, environmental and sanitation engineering is desirable. A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree. Certification in project management is desirable.

Work Experience A minimum of five (05) years of progressively responsible experience in scientific and engineering aspects or related fields. Engineering experience in international peacekeeping, post conflict environment, field or military operations is highly desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required. Knowledge of other UN official language is desirable.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
