Your purpose as WASH Specialist is technical development of the WASH Core Competence (CC), strategic direction and quality assurance, and control throughout the project-life cycle. You will provide all rounded WASH technical leadership and support in planning, implementation, proposal development, monitoring and Evaluation, capturing impact evidences in line with the Country strategy and the Regional and Global NRC strategies. You will also mentor and capacity build staff on WASH technical capacity. There is no direct line management responsibility over project implementation therefore, your impact will depend on effective collaboration, creative problem solving and proactive support.

Specific responsibilities:

  1. Keep-up-to date the WASH CC Strategy, and related Theory of Change and Macro LogFrame and leverage these for project design activities.
  2. Lead in development of high quality/competitive proposals to donors, ensuring innovation in intervention design as well as mode of implementation.
  3. Ensure donor reporting are produced with high quality and timely through close collaboration with WASH implementation teams and other relevant colleagues.
  4. Provide technical guidance on project implementation and management, including the develop of quality standards, technical designs and quality assurance tools and procedures for the WASH CC, with the aim contributing to attainment of strategic ambitions as articulated in the NRC’s Strategic documents
  5. Build the capacity of, and on-the-job support to, WASH staff to understand and apply quality standards, interpret technical designs, and use procedures and tools for high qualitative and timely delivery of projects.
  6. Support area programme managers in determining staffing needs, and collaborate with them in recruitment and performance management.
  7. Develop initiatives to demonstrate commitment to programme integration, safe and inclusive programming, market based approaches and learning for continuous quality improvement.
  8. Collaborate closely with implementation and M&E colleagues to ensure project designs are informed by and based on assessed needs, as evidenced by up-to-date needs assessments, as well as for monitoring activities to adjust projects timely.
  9. Coordinate proactively with the relevant Clusters to ensure that NRC avoids duplication with other organisations; that necessary endorsements are received for initiatives, strategies, or changes to projects; and that s/he shares our knowledge and experience to position NRC as a leader in WASH programming.
  10. Provide guidance and capacity building on all stages in the project cycle management to ensure that NRC delivers high quality, effective and relevant programming in line with Programme Policy and strategic CC priorities in the Country. Contribute to strategic development of WASH Programme in Yemen by supporting field locations in developing project implementation plans, following up the standard WASH operating procedures and other cluster-guided approaches.
  11. Conduct periodic field visits for problem solving and ensure that implementation of WASH program is sustainable and in compliance with agreed donor’s requirements and NRC and government policies as well as global standards.
  12. Represent NRC in relevant humanitarian forums in Yemen and Outside Yemen if assigned or delegated by the Head of Programme.
  13. Undertake any additional duties as may be necessary to promote the Mission of NRC, and as requested by the Head of Programme.

Competencies:

  • Advanced (Master’s) University degree in Civil, Water and Mechanical engineering- or similar fields.
  • Minimum 5 years of Water, Sanitation and Hygiene experience in a complex / protracted humanitarian context with experience in community WASH infrastructure development and rehabilitation projects.
  • Proven track record of developing strategy papers, proposals, budgets, and implementation plans for WASH programmes.
  • Experience in technical guidance on WASH issues
  • Advanced understanding and experience on programme monitoring and evaluation.
  • High level of communication, interpersonal, representation and negotiation skills
  • Ability to write high quality concept notes and technical sections for donor proposals and reports
  • Proficiency in English

Context skills, knowledge and experience:

  • Experience working with various donors and conversant with their technical frameworks and strategies (e.g. OCHA, UNHCR, DFID, SIDA, ECHO, NMFA etc.)
  • Experience in developing and managing partnerships, especially working through national NGOs and relevant Government Ministries, departments and other agencies, and local authorities
  • Experience in capacity building
  • Experience with coordination mechanisms (cluster and sectorial) and external representation
  • Preferred: Knowledge of the context in the Yemen and Arabic language skills
