UNICEF as the leading United Nations child rights mandated organization is working with the Government of Afghanistan and other implementing partners to fulfil every child’s right to Water. Within this, Access to sustainable (Water supply, Sanitation and Hygiene) WASH facilities are prioritized in the 2015-2023 Afghanistan Country Programme. UNICEF WASH program provides support to vulnerable children and their parents to get access to safe drinking water and sanitation facilities. UNICEF CR is closely working with local partners as per the Rolling Work Plan (RWP) 2022- 2023 to support deprived schools, health facilities and water scarce communities to have access to safe drinking water supply, sanitation facilities and individual and collective adoption of appropriate hygiene practices Rolling Work Plan (RWP) reference numbers are 0060/A0/07/882/009 and 0060/A0/07/882/008 output 3. Deprived Schools and health facilities empowered to collectively adopt positive WASH practices and access appropriate WASH facilities and services including Menstrual Hygiene Management (MHM) for adolescent and pre-adolescent girls and output 2. Deprived and water scarce communities have increased capacity and systems in place to ensure and sustain open-defecation-free status, access to and use of at least basic drinking water supply, and individual and collective adoption of appropriate hygiene practices). To achieve its objective UNICEF supports emergency and development partners to deliver WASH services to deprived and vulnerable communities in CR provinces. UNICEF WASH program contributes to achieve Sustainable Development Goals (SDGs) 6 having strong focus to contribute to SDG 6.1 and SDG 6.2.

Within the delegated authority and under the supervision of WASH specialist or his/her designated mandated representative(s), the UNV may be responsible for all or most of the following areas of major duties and key end results.:

  1. Knowledge Management for Programmes • Contribute to the WASH Central Region programmes by supporting information/knowledge management through providing professional assistance in data collection and analysis, complete and accurate through major areas:

• Collecting gender and age disaggregated sector related data, facilitating data entry and analysis at the sectoral level. • Consolidating Information on a regular schedule to support analysis. • Ensuring data from partners and stakeholders is periodically and consistently collected and stored in ways that allows comparability. • Ensuring data is compatible and available for regular and ad hoc analyses to support decision making as appropriate.

  1. Building capacity for implementing partners on information management Provision of the job training and supportive supervision to focal persons working with all partners on data collection, compilation and reporting to ensure timely delivery of the monthly statistics reports of partners (local service providers, INGOs & Local NGOs) .

  2. Monitoring & Reporting: • Providing timely information management inputs for situation reports. • Providing support in consolidating the monthly Sitrep, Field Coordination reports, EMTs and other sectoral reports. • Collate all Third-Party Monitors (TPM) comments and insure proper and timely tracking and rectification of all comments. • Identifying and reporting on response gaps in assistance and areas that need additional interventions to improve quality of service delivery. • Updating the monthly HPM indicator report and other indicators, such as the Rolling Work Plan, and the Humanitarian Response Plan indicators. • Prepares monitoring and reporting information on agreed performance indicators to drive more efficient programme management and accountability for results. • Generate statistical reports, graphs, maps and follow up on the Central Region (CR) WASH projects.

  3. Cluster Coordination Information Management: • Support the Central Region WASH sub-national cluster with necessary information management though participation in monthly WASH sub-cluster meetings and provide data analysis on the gabs and needs, coverage. • Work Closely with the WASH sub cluster coordinator at the Central Region and provide all necessary support, such as, but not limited to, preparation of the 4W.

  4. Programme Planning, Monitoring and Evaluations • Undertakes field visits to monitor and assess programme implementation and help on the decision on the required corrective and preventive actions. • Collaborate and prepare annual program status reports in a timely manner.

Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:

• Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day). • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country. • Provide annual and end of assignment self- reports on UN Volunteer actions, results, and opportunities.
• Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc. • Assist with the UNV Buddy Programme for newly arrived UN Volunteers. • Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

• Data processing and analysis, creation of reports. Experience in the use of software, such as ArcGIS, Adobe Illustrator. Excellent command of Office suite applications (Word, Excel, Access, PowerPoint). familiarity with database management; and office technology equipment. • Report writing skills in English, Pashto and Dari is required. • Excellent oral and written skills; excellent drafting, formulation, reporting skills. • Accuracy and professionalism in document production and editing. • Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development. • Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel. • Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines. • Sound security awareness. • Have affinity with or interest in field of Water supply, sanitation and hygiene volunteerism as a mechanism for durable development, and the UN System.

The WASH Information Management Officer UNV will be based in UNICEF CR Kabul Office where all the required facilities are available.

As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing, transportation, and other living essentials.

Entitlement;

Entry lump sum: (one time payment)USD 400 Volunteer living allowance: (per month)USD 780 Exit allowance ( for each month served, paid on successful completion of the assignment): USD 50. Medical and life insurance Cigna private insurance.
