This is an exciting opportunity to lead the strategic direction and strengthen the technical quality of the NRC’s Shelter and WASH program in Cameroon.

Background/Context

NRC has been operational in Cameroon since April 2017, and currently has five field offices: Maroua and Kousseri in the Far North, Buea in the South-West, Bamenda in the North-West and Batouri in the East.

Cameroon is compounded by three conflict-related humanitarian crises in addition to the secondary impacts of the COVID-19 pandemic and cholera outbreaks that have further exacerbated the needs in-country. Incursions by Armed Organized Groups in the Lack Chad Basin have resulted in 136,210 Nigerians seeking refuge in Cameroon, 385,372 Cameroonian IDPs, and 138,152 returnees in urgent need of humanitarian assistance. Cameroon’s Eastern region is still home to over 315,747 refugees from the Central African Republic and the North-West South-West region is witnessing the ongoing violence that has led to the displacement of 714,159 Cameroonians. 1

To provide assistance to people affected by these 3 crises, NRC is implementing 14 projects and is looking for additional funding opportunities in the future.

NRC implements programs in WASH, Shelter, ICLA (Information, Counselling and Legal Assistance), LFS(Livelihood and Food Security), and Education. Additionally, we are one of the major WASH actors in Cameroon.

What we are looking for

The WASH & Shelter Specialist will provide technical oversight and strategic direction to Country and Area offices to further the development of the WASH & Shelter Core Competency (CC). The Specialist will lead the strategic direction and strengthen the technical quality of the NRC’s Shelter and WASH program in Cameroon. They are responsible for supporting the WASH and Shelter projects implementation at field level. The position holder will be expected to travel within the country to provide quality assurance for all projects, develop a collaborative country strategy, capacity-build staff through mentoring and training to increase their technical capacity and develop a donor strategy to further grow the program.

What you will do

  • Responsible for technical innovative development and quality of WASH and Shelter CC in the country, holistic programming (with other CCs) and ensuring harmonisation and consistency across CC projects in line with NRC Programme Policy

  • Develop Shelter and WASH strategies, technical guidance and Macro LFAs that are aligned with regional and global strategies and priorities

  • Contribute to developing context analyses and outline strategic directions for emergency, recovery and development integrated Wash and Shelter programs
  • Lead on quality project deliverables to ensure high technical outputs
  • Provide strategic leadership on the development of programming that recognizes the WASH and Shelter challenges faced by displacement affected population
  • Lead the process on proposals, budgets, modifications, project reviews and reporting and ensure high technical quality

  • Support programmatic M&E and indicator tracking in conjunction with project teams and the M&E department

  • Develop and lead on conducting needs assessments (in collaboration with Area Program teams, Protection team and M&E team), baseline, mid-and end-evaluations
  • Represent NRC with relevant donors, government ministries, and in relevant humanitarian coordination meetings in country
  • Actively promote and operationalize synergies between WASH and Shelter and other NRC programs and CCs to move toward integrated programming (focus on Education, LFS, protection and ICLA)
  • Provide support and input to the recruitment processes for all WASH and Shelter staff

  • Accountable for organizational learning from program implementation, sharing of best practices and capacity building lead the implementation of Safe and Inclusive Programming Minimum Standards throughout programs, with capacity building, guidance and interdepartmental engagement.

  • Integrate SIP Elements into technical documents (e.g assessments, guidance notes, tools etc)

What you will bring

  • Minimum 5 years of experience within technical expertise area in a humanitarian/ recovery context
  • Minimum 2 years of WASH and/or Shelter expertise (as Specialist/PDM or Project Manager)
  • Master’s degree or similar in relevant fields
  • Experience from working in complex and volatile contexts

  • Documented results related to the position’s responsibilities

  • Knowledge about own leadership skills/profile
  • Fluency in French and English, both written and verbal

Context/specific skills, knowledge and experience:

  • Knowledge of the Central African region, the Sahel and/or Cameroon is an asset
  • Experience in team capacity building
  • Technical knowledge and experience of the behavior change process in a humanitarian context
  • Technical knowledge and experience of the community engagement process in a humanitarian context
  • Experience with management of borehole program is desired.
  • Experience with alternative WASH in a humanitarian context an asset
  • Understanding of SPHERE and INEE Minimum Standards is required.
  • Candidates with an advanced degree preferred; significant experience in the field of WASH, or Shelter compulsory

Contract: 12 months (extension possible, dependent on funding&performance)

Travel: up to 50%
