Overview

Support implementation of Job Classification and Organizational Design Frameworks.

You have:

  • Master's degree in HR, Business Administration, Psychology, Social Sciences or related fields with two years of relevant professional experience.
  • Bachelor's degree in above-mentioned fields with four years of relevant professional experience.
  • Progressively responsible experience in HR Management.
  • Proven experience in leveraging AI to optimize HR processes & enhance operational efficiency.
  • Proven experience in working in a multicultural environment.
  • Experience working in or with UN agencies, international organizations, or within the framework of the UN Common System.
  • Strong knowledge of job evaluation & classification methodologies & principles including point-factor systems, benchmark comparisons, & competency-based job design.
  • Hands-on experience conducting Job Evaluation exercises & applying the UN Master Classification Standards.
  • Experience in capacity building & training delivery related to classification or broader HR topic.

Contract

This is a NO-B contract. This kind of contract is known as National Professional Officers. It is normally only for nationals. It's a staff contract. It usually requires 2 years of experience, depending on education. More about NO-B contracts.

The National HR Officer (Organizational Design and Classification) will be responsible and accountable for supporting the implementation of the Organization’s Job Classification and Organizational Design Frameworks, ensuring they are effectively integrated with workforce capacity planning and client service delivery. The role will coordinate and provide efficient, effective, and timely advice, operational services to internal stakeholders, leveraging AI tools and data-driven insights to enhance accuracy, consistency, and decision-making. By aligning classification, organizational design, management & workforce capacity initiatives, he/she will support the building a responsive, agile, & well-structured organization that meets evolving business & client needs. The successful candidate will ensure that Position Descriptions are correctly classified, aligned with organizational structures, & consistent with IOM & UN standards.

Qualifications

EDUCATION

  • Master’s degree in HR, Business Administration, Psychology, Social Sciences or related fields with two years of relevant professional experience; or,
  • Bachelor's degree in above-mentioned fields with four years of relevant professional experience

EXPERIENCE

Required:

  • Progressively responsible experience in HR Management
  • Proven experience in leveraging AI to optimize HR processes & enhance operational efficiency

  • Experience working in or with UN agencies, international organizations, or within the framework of the UN Common System
  • Strong knowledge of job evaluation & classification methodologies & principles including point-factor systems, benchmark comparisons, & competency-based job design

Responsibilities

  1. Conduct detailed analyses of PDs to determine proper classification (grade level) by application of the UN Master Classification Standards framework and relevant organizational instructions, leveraging on AI
  2. Ensure that PDs are updated, consistent, and aligned with actual duties and responsibilities
  3. Provide technical advice to Hiring Managers and HR staff on classification procedures, job evaluation criteria, and standards
  4. Analyse org structures, document organizational design process, provide advice and guidance
  5. Participate in the development of Job Families and the framework on Position Management
  6. Develop Generic PDs for positions in various Job Families.
  7. Conduct general classification and org design exercises remotely or in-site
  8. Participate in or support org reviews, redesign efforts, & restructuring exercises
  9. Help develop org charts, reporting lines, position structures, & analyze implications of changes
  10. Advise on how changes in org structure impact job classification, staff allocation, & workforce planning
  11. Contribute to the development, revision, harmonization of classification policies, guidelines, tools, & standards within IOM
  12. Monitor trends, best practices in job evaluation, classification, & propose enhancements
  13. Prepare training materials, conduct training or orientations for HR staff, Managers, & other stakeholders on classification policies & tools
  14. Serve as a resource person on classification matters to Managers and HR staff, offering consultations, clarifications, & support
  15. Review classifications of the PDs done by others for consistency, fairness, and compliance
  16. Monitor, track, and report on classification metrics, e.g., number of classification requests processed, turnaround times, appeals
  17. Coordinate with other divisions of DHR to ensure consistency between classification outcomes & related HR decisions
  18. Participate & engage actively to the relevant meetings, working groups, or forums on classification or job evaluation issues
  19. Maintain classification databases, records, & repositories of PDs & evaluation results
  20. Prepare periodic reports, memos, briefing notes, & documentation on classification activities
  21. Assist in drafting correspondence, classification manuals, guidelines, or circulars
  22. Perform other duties as may be assigned
