Duties and Responsibilities

The Integrating Water, Land and Ecosystems Management in Caribbean Small Island Developing States (GEF IWEco Project) is a five-year regional project that seeks to address water, land and biodiversity resource management as well as climate change. It is funded by the Global Environment Facility (GEF) and UN Environment (UNEP) is the lead Implementing Agency for national and regional sub-projects. The Secretariat to the Cartagena Convention, UNEP CAR/RCU and the Caribbean Public Health Agency (CARPHA) are the co-Executing Agencies. A total of ten Caribbean countries are participating in the project: Antigua and Barbuda, Barbados, Cuba, Dominican Republic, Grenada, Jamaica, St Kitts and Nevis, Saint Lucia, Trinidad and Tobago and St. Vincent and Grenadines.

IWEco’s objective is to contribute to the preservation of Caribbean ecosystems and the sustainability of livelihoods through the application of existing proven technologies and approaches that are appropriate for small island developing states through improved fresh and coastal water resources management, sustainable land management and sustainable forest management that also seek to enhance resilience of socio-ecological systems to the impacts of climate change.

The IWEco Project is in its final year of implementation and is witnessing various changes on the ground in participating countries. Documentation of these changes in the form of periodic reports, case stories etc. is important to understand how the interventions have produced the results, share the stories of change with donor and key stakeholders, and record for future reference in terms of knowledge generation, capacity building, and lessons learned. This is important for the benefit of multiple stakeholders, funding agencies, government, non-government policy developers, and planners. In this regard, as national sub-projects are winding-down activities, it is a good time to capture major results and lessons in the form of a comprehensive project documentary.

This consultancy is for a Video Producer to develop and produce a video documentary featuring highlights and achievements of the GEF IWEco Project. The video documentary must capture the results and short-term outcomes of the project in relation to its objectives and goals, among them improved fresh and coastal water resources management, sustainable land management and sustainable forest management, and enhancement of resilience of socio-ecological systems to the impacts of climate change.

Proposals must include a cost proposal and will be evaluated based on experience, qualifications, and price/cost-effectiveness. Examples of previous work can be included as Annexes to the proposal.

Please note that: • The Consultant(s) will be briefed in detail and provided with all necessary and available information or sources of information and introductions to contacts. This briefing will be conducted virtually. • Inputs to the scripts, as well as existing and relevant video footage and photographs, will be provided by the GEF IWEco Project Coordination Unit (PCU). • The consultant will finalize the scripts and footage ideas in consultation with the GEF IWEco Project and its partners. • The GEF IWEco PCU will be responsible for review of all manuscripts and videos and for providing feedback in a timely manner, following consultation with its partners, and will approve the final script. • The consultant’s responsibilities include production of the video based on approved scripts. • The consultant’s responsibilities may also include location scouting in up to two of the following IWEco-participating countries – the Dominican Republic, St. Kitts and Nevis, Saint Lucia, St. Vincent and the Grenadines, and Trinidad and Tobago. Costs (travel and accommodation) related to this would be borne directly by the project. • The consultant’s responsibilities include post-production, music search and licensing for internet usage worldwide. • Approval of concept, script, and editorial revisions will ensure accuracy, clarity, cohesion, and conformity with United Nations standards, policies, and practice, as well as to ensure adequate visibility for relevant stakeholders and partners (branding elements to be provided by UNEP CEP and the IWEco Project. • The consultant will be responsible for all production costs (audio/voice over etc.) and for securing permission for photographs used, if necessary. The videos must be delivered in suitable formats to allow for dissemination via the Internet as well as in high resolution. • Consideration in selection of formatting etc. should be given to the fact that the videos are to be produced in English and subtitled in Spanish. • Failure to deliver satisfactory products under this contract will result in the withholding of the final tranche of payment of 20%. • The materials to be produced under this contract will become the property of the UN Environment Programme.

Qualifications/special skills

• Bachelor’s degree in film production, journalism and/or communications. • Formal training or certification in video production and editing. Five (5) years of experience in video and audio production, journalism and/or communications is required. Knowledge of environment/water resources management is desirable. Experience working in the Wider Caribbean region would be an asset.

Languages

• English and French are the two working languages of the United Nations Secretariat. For the post advertised, proficiency in oral and written English is required. • Knowledge of Spanish would be an asset.
