Description of task

Under the direct supervision of SPPS Project Manager the NUNV will work to support the SPPS project on key coordination, logistical, and deliverable objectives being carried out by various members of the SPPS team. The deliverables by the consultant are time-bound and related to specific tasks that need to be completed in support of priority objectives under which the project is working toward. The consultant will work closely with the other members of the technical team including Livelihood Specialist, Training Specialist, M&E Specialist and MIS Associate, and ensure programmatic supports as per requirements. Support and participate to conduct in-depth research and analysis primary and secondary data (either collect data/information through web search and/or visits key focal points of social protection programmes implementing ministries), and assist in preparing policy presentation and briefs. In collaboration with colleagues, the consultant will support critical research and policy development objectives under the policy exploration phase of developing a national social insurance scheme, researching the viability through piloting on universal old age and persons with disability allowance, and support critical economic and coronavirus social protection research. The consultant will be assigned for working SPPS project of UNDP within the scope of GED and Cabinet Division.

Specific duties to include:

  • Programme coordination support among key project personnel on research objectives
  • Project activity mapping and template reporting within GoB frameworks on regular submissions on project progress
  • Identify the needs of equipment, materials required for procurement for the workshop, meetings and events.
  • Support to project on logistical functions of GO-NGO platform.
  • Assist Finance officer Government Reporting.
  • Develop a better functioning system to keep meeting records, attendance and ensure that all documentation both electronic and hard copies are maintained in good and accessible condition.
  • Assist proper logistic arrangement in the project board meeting.
  • Support and participate in facilitating primary and secondary research functions of research focal points in coronavirus social protection policy measures.
  • Submit brief report on the overall management of the meetings, record any lessons learned.
  • Filing past and current documents.
  • Support GED to review & Feedback correction of research
  • Either collect data/information through web search and/or visits key focal points of social protection programmes implementing ministries,
  • Assist in preparing policy presentation and briefs.
  • Coordinate with field offices on the livelihoods training progress.
  • Proper venue management and arranging other supportive things for the smooth functioning meeting / Workshop.
  • Assist GED & Cabinet division Government reporting.
  • Coordinate and communicate with GRS wing cabinet division & A2i for training organization.
  • Assist in monitoring of quality formal sector employment training & follow up.
  • Assist in preparing training status report on formal sector employment training.
  • Assist M&E and MIS personnel in collection, review and analysis of MIS data.
  • Support to assessing single registry policy.
  • Maintain a database developed by General Economics Division of Planning Commission on macro-micro economics.
  • Support and participate to conduct in-depth research and analysis primary and secondary data.
  • Ensure uploading the final research reports, strategies and documents in social protection website as well as research/studies are in the e-library.
  • Under the guidance of Social Protection Specialists, assist the inclusion of social protection issues in national civil service training linked to training of civil servants on social protection.
  • Carry out monitoring of all training activities under the SPPS Programme and undertake training impact assessments.Assist in arranging travel of Government Official to the fields for public works monitoring.
  • Any other relevant tasks as assigned by the Project Manager time to time.

Educational additional comments

A minimum of Bachelor Degree is required. MBA is preferable. In exceptional cases, UNDP may consider a candidate who have the experience and skills meet the criteria.

Experience remark

  • At least two years relevant working experiences including Programme Support, digitization, development issues, data analysis, drafting development contents, policy briefs.
  • 1 years working experience with UN, Donor agencies, or Government Project is preferable.
  • Good IT knowledge with proven skills.

Language skills

  • English(Mandatory), Level - Fluent
  • Bengali(Mandatory), Level - Fluent

Area of expertise details

  • Computer literacy is essential (particularly MS Office Suite)
  • Government Financial Reporting (IMED/FIMS/PIMS).
  • Programme coordination support on key priority research objectives.
  • Identify the needs of equipment, materials required for procurement for the workshop, meetings and events.
