This is a UNV National Specialist contract. This kind of contract is known as National UN Volunteer. It is normally only for nationals. More about UNV National Specialist contracts.

Under the guidance and supervision of the DRR (O) and Finance Associate, the Finance Assistant provides financial services ensuring high quality, accuracy, and consistency of work. The Finance Assistant promotes a client-oriented approach consistent with UNDP rules and regulations.
The Finance Assistant works in close collaboration with the operations, programme, and projects’ staff in the CO and with UNDP HQs staff to exchange information and ensure consistent service delivery.

Under the direct supervision of the Finance Associate, the UN Volunteer will undertake the following tasks:

1.Ensures implementation of operational strategies focusing on achievement of the following results: Full compliance of financial processes and financial records with UN/UNDP rules, regulations, policies and strategies. Input to the CO business processes mapping and elaboration of the content of internal Standard Operating Procedures in Finance in consultation with the direct supervisor and office management.

2.Ensures functioning of the optimal cost-recovery system focusing on achievement of the following results: Preparation of cost-recovery bills in Atlas for the services provided by UNDP, follow up on cost recovery.

3.Provides accounting and administrative support to the Finance Unit and CO focusing on
achievement of the following results: Proper control of the supporting documents for payments and financial reports for NEX and DEX projects. Preparation of all types of GSSU Request for projects for the CO and Non-Atlas Agencies; Raising of requisitions and Fetching of POs. Assist Pay Cycle Manager and payment execution. Maintenance of the internal expenditures control system which ensures that vouchers processed by GSSU are matched and completed, transactions are correctly recorded and posted in Atlas; travel claims, MPOs and other entitlements are duly processed. Timely corrective actions on unposted vouchers, including the vouchers with budget check errors, match exceptions, unapproved vouchers. Presentation of information on the status of financial resources as required. Clearing of all outstanding items over one year old (SCA rejects, Stale cheques etc). Management of cash receipts and petty cash (Back up). Maintenance of the system (Teams) proper filing system for finance records and documents. Assist with Review of audit recommendations by audit implementation committee. Review management and programme budgets. Assist with the preparation of CO weekly Delivery Reports. Payroll processing (Back up). Ensures proper CO cash management system functioning focusing on achievement of the following results: Assist the Finance Associate to timely review of cash position for local accounts to ensure sufficient funds on hand for disbursements. Assist Finance Associate to timely and accurate provide information to GSSU for the preparation of bank reconciliations.

At least 3 years of relevant finance experience at the national or international level is required. Experience in the usage of computers and office software packages (MS Word, Excel, etc) and knowledge of spreadsheet and database packages, experience in handling of web-based management systems

The UNV will be based in Accra, Ghana which is a family duty station. This confirms that transport, medical, education and other services are at a reasonable level compared to other countries in the region. The cost of living in Ghana is higher than one may expect and Ghana;s capital city, Accra, ranked as the 63rd most expensive city to live in out of the 209 cities analysed in the 2019 Mercer Cost of Living Survey. Accommodation including furnished and serviced apartments, is readily available. Rent varies significantly depending on the size and the distance from the city center. During rush hour the commute can become quite lengthy from certain areas if moving towards the city center. Walking and biking is not recommended due to the conditions of the road, absence of bike lanes and side walks as well as in terms of the temperature with high humidity levels. Most modes of public transport in Ghana, including buses and tro-tros (informal mini-bus taxis), are inexpensive but can be erratic and unreliable. As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials.
