Through this country strategic plan, WFP will continue its transition from direct implementation to an enabling role, supporting government systems through capacity strengthening, technical assistance and support with policy coherence. The plan is also designed to anticipate and prevent a deepening of vulnerabilities by building resilience and social cohesion. At the same time, WFP will remain ready to respond in the event of a crisis. 30. Through the country strategic plan (CSP) for 2024–2028, WFP will deepen its partnerships with the private sector, other development partners and other United Nations entities as it shifts from an implementing to an enabling role.

This UNV role will support WFP Ghana to achieve its outcomes envisioned in the Country Strategic Plan 2024 to 2028 through, among others, partnering with Civil society organizations (CSOs), to facilitate the implementation of community-level initiatives, advocacy, awareness-raising activities, training and; collaborate on activities to strengthen the capacity and resilience of local communities to mitigate the impact of shocks including climate change

Precisely, the following are the expected accountabilities of the incumbent. - Provide up-to-date tracking of the utilization of the budget against planned targets, and advise on any observed discrepancies and implications; - Support NGO Partner invoice-claim and payment process; ensuring timely review, verification and processing of invoices, including distribution reports by all relevant team members as per the established standard operating procedures (SOP); - Ensure that the partner payment status is produced and circulated to Management on a monthly basis and feedback provided to partners on a timely basis as per the SOPs; - Undertake all administrative processes to ensure the effective implementation of Field Level Agreements (FLAs) and/or MOUs in consultation with WFP Teams and current and prospective partners. This is not limited to Service Outline Agreements (SOA) creation, WINGs administration, budget amendments/ addendums to FLAs and any arising tasks. - Maintain an up-to-date “FLA Tracking Sheet” (Offline and online corporate tracker) and other tracking tools, and share with management on a monthly basis the status of FLAs, commitments (SOA, PODAs), expenditures (SES) and payments; - Maintain an up-to-date list of contacts of all NGO partners focal points; - Implement an efficient filing system (electronic and hard copies) on FLA matters. - Participate the management of NGO-partner performance monitoring, documentation and filing by coordinating timely submission of input by all relevant entities; - Conduct performance reviews of partners as required; - Assist in the cooperating partner selection processes to develop more collaborative and strategic relationships in line with Country Strategic and WFP visions. - In consultation with the Field/Area Offices, support and participate in the Cooperating Partner Committee (CPC) meetings at the Country Office level. - Organize and participate in engagement sessions and trainings with WFP and CP staff. - As and when necessary, support in any other tasks pertaining to Partnerships Management.
