The incumbant will work closely with the UNPRPD Projects Coordinator in the UNPRPD Portfolio being led by UNESCO ROSA, indicated below: (i) Implementing the Multicountry UNPRPD Project “Ending Stigma and Discrimination, Breaking the Cycle of Poverty and Marginalization of Persons with Disabilities in Mozambique, Namibia, Tanzania, and Zimbabwe”, (ii) Implementing the Albinism project, (iii) Supporting the government of Mozambique to bring disability agenda at the Ministerial Meetings’ attention and, (iv) Particpate in the implementationof the multi-dimensional, multi-sectoral project on Albinism in support to the implementation of the National Action Plan onAlbinism.

The incumbent will contribute to and assist the UNESCO’s team in implementing, documenting, coordinating, and reporting on disability work. She/he isalso expected to participate in research on her/his area of work and to particpate in other office activities/work.

• Support the implementation of the UNPRPD projects in consultation with the UNPRPD Projects Coordinator, according to the work plan for each UNPRPD component and according to UNESCO’s rules and regulations. Ensure that the project and programme outputs are achieved as identified in the proposal and as advised and instructed by the Advisory Group; • Support the implementation of the Albinism Project; • Support the project assistants involved in the projects in the four countries in administrative tasks, and liaise with the programme specialists, participating UN agencies, and Organizations of Persons with Disabilities (OPDs) in implementing the UNPRPD projects. • Contribute to the technical support and advocacy work with the Government of Mozambique, CSO, the UN and other partners to advance policy discussions on disability inclusion at the national level; • Support the Programme officer and sector lead with advising stakeholders involved in the project implementation on practical methods and approaches to ensure disability inclusion and meaningful participation of persons with disabilities and OPDs. • Assist with effective and timely follow-up and reporting on the projects drafting of the periodic project progress reports required by UNESCO and its partners, and maintain comprehensive administrative records, including financial statements. • Assist with maintaining a regular and good communication with the UNPRPD participating UN agencies, DPOs, the Regional Office, governments, and other partners as required, to ensure due accountability and efficient implementation. • Undertake the appropriate communication and dissemination of information to ensure projects visibility, as well as accountability. • Perform any other duties, relevant to the project, as required

the field of development, disability, albinism, social inclusion of the most vulnerable, human rights, and/or gender mainstreaming. • A robust knowledge of UNPRPD and UNCRPD. • A strong working experience in project management and research.
• Willingness to work independently and in a team • In-depth knowledge of national frameworks for addressing social inclusion and disability issues • Demonstrated knowledge and experience in analysing and interpreting related quantitative and qualitative information, accessing databases, presenting data, writing reports. • Proven ability to work in a multicultural environment • Ability to write clear and comprehensive reports • Good commend of written and oral English, Portuguese; • Must be a result oriented team player • Good interpersonal skills

The current National Disability Strategy reveals the existing political commitment on disability rights. The policy provides as opportunity for more dialogue, awareness raising and institutional strengthening on disability inclusion, especially at a time when Government is planning promoting inclusive approaches across key Ministries. It is however worth mentioning that as a developing country, Mozambique is still improving its equipment to improve access and accessibility to persons with disability. The conditions of life in Mozambique are permissive to persons with disability. Several progressive steps have been undertaken by the Government of Mozambique and partners to ensure an inclusive and accessible society. Some of these measures include the development and implementation of policy frameworks to advance rights of persons with disability, capacitating persons with disabilities on their rights to enable them to claim their rights and hold institution accountable, and institutional strengthening for effective delivery of disability inclusive services. At the national level there is growing political commitment towards disability inclusion characterized by the appointment of a woman with disability to lead the National Directorate for Social Action, which deals with disability issues in the country. Meanwhile there is a growing and vibrant Organizations of Persons with Disabilities (OPD) community representing all facets of disability and playing a significant role in advancing the CRPDs implementation in Mozambique. In terms of infrastructure, most residential houses are single story and allow for easy access to person with disability. Private transport is not easily accessible, while deliberate measures have been put in place to ensure information is accessible to persons with disabilities. Office spaces have both stairways, ramps, and elevators to ensure physical accessibility for all.

REASONABLE ACCOMODATION

The UN system wishes to create an inclusive workplace and commits to taking appropriate measures to enable persons with disabilities to access and benefit equally from employment and other engagement opportunities such as volunteering, by providing reasonable accommodation. In this context, “reasonable accommodation” means necessary and appropriate modifications and adjustments not imposing a disproportionate or undue burden, where needed in a particular case, to ensure to persons with disabilities the enjoyment or exercise on an equal basis with others of all human rights and fundamental freedoms.[Convention on the Rights of Persons with Disabilities, Article 2]
