Overview

  • A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.
  • A minimum of ten years of relevant work experience is required.
  • Knowledge of human rights issues related to the armed forces is required.
  • Experience in SOPs development and implementation is required.
  • Experience working with armed forces is desirable.
  • Fluency in English required.
  • Knowledge of Portuguese is desirable.

Duties and Responsibilities

Within delegated authority, the Consultant will be responsible for the following duties: - Support OHCHR Mozambique to assess the Mozambican Armed Forces’ (FADM, acronym in Portuguese) institutional framework compliance with international human rights standards; - Develop a standard operating procedure on a human rights thematic area in line with international standards (home-based); - Organize in collaboration with OHCHR and the Ministry of Defense of Mozambique (MoD) a consultation workshop on the SOP in-country (Maputo); - Integrate inputs and feedback from the validation workshop into the Draf SOP (home-based); - Liaise as needed with relevant OHCHR staff in Mozambique, the Regional Office in Southern Africa and OHCHR Headquarters; - Ensure that a gender perspective is integrated in all areas of work; - Perform other related duties as required.
