Background

The United Nations Office on Drugs and Crime (UNODC) is the guardian of the United Nations Convention against Transnational Organized Crime (UNTOC), the main international instrument in the fight against transnational organized crime. The Convention is further supplemented by three Protocols which target specific areas and manifestations of organized crime: the Protocol to Prevent, Suppress and Punish Trafficking in Persons, Especially Women and Children; the Protocol against the Smuggling of Migrants by Land, Sea and Air; and the Protocol against the Illicit Manufacturing of and Trafficking in Firearms, their Parts and Components and Ammunition. Its purpose is to promote cooperation to prevent and combat transnational organized crime more effectively. The UNODC is also the guardian of the United Nations Convention against Corruption (UNCAC) which covers five main areas: preventive measures, criminalization and law enforcement, international cooperation, asset recovery, and technical assistance and information exchange.

UNODC established its Programme Office in Maputo in 2019. The establishment of a physical presence in 2019 allowed to build trust ties with key actors in the field of criminal justice. Building on this trust, UNODC and the Government of Mozambique held high-level policy consultations in Maputo in September 2019 aiming to strengthen Mozambique’s response to transnational organized crime, corruption, drugs and terrorism.

The “Maputo Roadmap,” developed between UNODC and national authorities as an outcome of the consultations, aimed at aligning the priorities of the Government and UNODC.

Organizational Setting and Reporting Relationships:

The post is located in the Programme Office in Mozambique of the UNODC Regional Office for Southern Africa (ROSAF), in the Division for Operations (DO) of the United Nations Office on Drugs and Crime (UNODC), in Maputo, Mozambique. The incumbent will work under the direct supervision of the Programme Officer and the overall direction of the Head of Office.

Duties and Responsibilities

Responsibilities: The incumbent will provide administrative and logistic assistance to the Programme Office in support of planning and implementation of the related programme activities and initiatives. The incumbent will perform the following specific duties:

  • Perform, under minimal supervision, office management and administrative support functions to the Office.
  • Provide administrative and logistic support in the organization of the Office activities, such as trainings, seminars, workshops, public meetings, awareness raising activities and media events. This include support towards participants' travel and administrative arrangements; negotiating and securing meeting venues; and setting-up of meetings.
  • In consultation and under the overall supervision of the Programme Officer, contribute to the organization of the Office’s online document folders and archives, maintain a central filing system (both paper and electronic) and database for the Section.
  • Provide support for office procurement initiatives, according to UN rules and procurement policies.
  • Drafting under the supervision of the Programme Officer various written outputs, such as letter, invitations to event, etc.
  • Perform other work-related duties as assigned.

Work implies frequent interaction with the following: Staff in the Office; related organizational units across the organization, including the Regional Office for Southern Africa (ROSAF); experts participating in the Office’s activities.

Results Expected:

  • Provides the full range of office management and administrative support at Office level, working under minimal supervision. Effectively tracks, monitors and provides quality control of key deliverables. Effectively organizes and manages schedules and calendars. Discretely handles confidential material/matters. Interacts with discretion and efficiency with senior staff and officials. Appropriately applies relevant policies, guidelines, procedures and processes. Establishes effective working relationships with internal and external contacts at all levels.

Competencies

Professionalism: Has knowledge of general office and administrative support including administrative policies, processes and procedures. Is able to understand and apply administrative, financial and human resources rules and regulations in work situations. Has experience in supporting public events. Is conscientious and efficient in meeting commitments, observing deadlines and achieving results; remains calm in stressful situations.

Teamwork: Proven interpersonal skills and the ability to establish and maintain effective working relations with people in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity. Required Skills and Experience

Education:

High school diploma or equivalent, preferably with specialized certification in areas directly relevant to administrative and/or financial management.

Experience:

Min two (2) of relevant working experience in administrative services, general office support, or related area is required. Knowledge of Microsoft Office applications is required. Knowledge of finance and accounting is desirable. Experience in the usage of computers and office software packages (MS Word, Excel, etc.).

Language Requirements:

  • English and French are the working languages of the United Nations Secretariat.
  • For the post advertised, fluency in English and Portuguese (both oral and written) is required. Knowledge of another local language is an advantage.
