You have:

  • An advanced university degree in (Masters or above) in public health, health policy and management or medicine.
  • A PhD in one of the above-mentioned fields.
  • A minimum of 15 years of professional experience in the management of public health and health sector reform programmes with a focus on PHC.
  • Experience providing senior level advice and guidance to Senior Management/Decision makers.
  • Demonstrated experience at the international level.
  • Expert knowledge of English.
  • Intermediate knowledge of French.

Contract

This is a P-6 contract. This kind of contract is known as Professional and Director staff. It is normally internationally recruited only. It's a staff contract. It usually requires 10 years of experience, depending on education. More about P-6 contracts.

OBJECTIVES OF THE PROGRAMME

The PHC as a whole-of-society approach for health is rooted in social justice and solidarity, which makes it a unifying strategy and a cornerstone for achieving the Universal Health Coverage. The evidence shows that PHC-based health systems are efficient, effective and that they deliver equitably. The GPW13 emphasizes on strategic shifts by stepping up leadership role of WHO, focusing global public health goods on impact in countries, and working in an integrated way avoiding fragmentation and programme silos. Guided by the GPW13, the PHC-SP is created as a flagship programme in the current Programme Budget (2020-21). Moreover, the WHO Transformational Agenda describes the PHC-SP an agile and cross-cutting initiative that connects the triple billion priorities, enhancing technical coherence and synergies and thus presenting an opportunity for adapting a new-way-of working. The vision for the PHC-SP is to support Member States in their journey to achieve healthy lives and well-being for all by building people-centred, resilient and sustainable PHC-based health systems that uphold the right to health, promote social justice, empower individuals and communities and address the determinants of health.For achieving this Vision, the immediate strategic objectives for the PHC-SP are:1.1. Renew PHC. Political leadership and strategic partnership on PHC with governments, UN, international financing institutions and development partners at global, regional and country levels.1.2. Demonstrate a new way of working. An agile integrated platform that connects three billion strategic priorities, making the whole work of corporate greater than the sum of each part.1.3. Contextualize and Operationalize PHC. A “one-stop” mechanism to provide PHC implementation support to Member States and put into action the PHC Operational Framework.1.4. Global Public Health Goods. Measuring impact and promoting research and innovation with a sharper focus on people left behind.1.5. Building better. Capitalize on the COVID-19 response, contribute in building better PHC-based health systems.

DESCRIPTION OF DUTIES

Generic duties 1. Coordinates and provides senior technical leadership in establishing new approaches, evidence-based approaches, policies and strategies, surveillance, and capacity building initiatives for implementation across Regional and Country Office programmes in the respective area of work.2. Provides senior level health technical expertise and advice to the Director and Senior Management in the area of PHC policy and partnerships and on the development and establishment of new health strategies and policies for implementation into and/or the monitoring and evaluation of national and global policies.3. Ensures effective coordination, management, and accountability of the programme area in delivering its objectives through efficient managing a diverse team of technical experts, financial resources and effective work plan coordination to optimize the programme's deliverables in line with the mandate of the Organization.4. Ensures the coordination and management of the monitoring and evaluation and reporting of the Programme's area of work of key performance indicators and global reporting requirements and mechanisms to optimize performance of Department deliverables.5. Serves as the scientific/technical reference among UN Agencies and the peer community on PHC policy and partnerships. 6. Builds technical partnerships with other UN Agencies, Donors, research institutions and other stakeholders in the area of PHC to position the technical area of work and implementation into respective policies.7. Represent the programme area of work in global fora and capacity building activities 8. Performs all other related duties as assigned.Specific duties 9. Promote multilateral partnerships including the Global Action Plan (GAP) on SDG3, coordinate the work of the PHC Accelerator and ensure synergy across the existing accelerators within the GAP on PHC. 10. Analyze and establish new collaborations with non-traditional stakeholders such as the civil society organizations, young leaders, parliamentarians and others to advance the PHC for UHC agenda. 11. Work closely with other Units in the Spewcial Programme, ensuring country specific lessons, evidence and innovations are reflected in the policy formulations, partnership and advocacy agenda, and that policies and partnership are relevant to the local realities.

REQUIRED QUALIFICATIONS

Education

Essential: An advanced university degree in (Masters or above) in public health, health policy and management or medicine. Desirable: A PhD in one of the above-mentioned fields

Experience

Essential: A minimum of 15 years of professional experience in the management of public health and health sector reform programmes with a focus on PHC, including experience providing senior level advice and guidance to Senior Management/Decision makers, managing human and financial resources, as well as experience in the area of developing and establishing policies, strategies and partnerships. REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 102,715 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 6788 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
