Background

UNICEF Zimbabwe is an active partner with the Government of Zimbabwe (GoZ) in the domain of children in addressing issues of Poverty, Nutrition, Health, Education, Child Protection, Social Protection, Water, Sanitation and Hygiene during normal and emergency situations.

The Zimbabwe Country Office’s new Country Programme (2022 to 2026) will commence 1 January 2022. The new country programme will be implemented in a multi-hazard environment that includes the on-going impacts of COVID-19, Droughts, Flooding and the chronic economic crisis. This will require a robust resource mobilization strategy to raise adequate resources necessary to implement various innovative strategies to achieve expected results for children, especially the most disadvantaged.

This assignment requires an experienced resource mobilization expert who has a track record in assisting UNICEF / UN country offices to develop resource mobilization strategies for low-income countries like Zimbabwe. This entails an analysis of trends in the public and private financing landscape to propose innovative resource mobilization strategies for the new country programme.

Assignments

The objective is to support UNICEF Zimbabwe resource mobilization objectives by developing a Resource Mobilisation Strategy for the CP 2022 – 2026. The scope of the consultancy will explore to the extent possible opportunities to mobilize from the public / private sector and will assess opportunities for leveraging government and / or multilateral funding. In addition, the consultancy will further analyze UNICEF Zimbabwe’s opportunities for innovative financing (outside of traditional donor support) including South-South Co-operation, and engaging some of the emerging donors (for example, the Brazil, Rusia, India, South Africa countries with representation in Zimbabwe).

The outcome will be to produce a resource mobilization strategy document for UNICEF Zimbabwe for the period 2022 - 2026 that would enable the country programme to address funding gaps in its programmes as well as to develop an implementation plan / action plan for the strategy.

The strategy needs to be a forward-looking action orientated document taking cognizance of the ever-evolving donor landscape, as well as drawing from past lessons. The strategy must also explore new aid modalities and actors and outline a strategic approach to leveraging existing and new partnerships as well as recommend ways to diversify the UNICEF Zimbabwe’s resource base.

Reporting requirements

To whom will the consultant report (supervisory and any other reporting/communication lines):

Under the supervision of the Deputy Representative and in close consultation with the Chief of Planning Monitoring and Evaluation and the Partnerships Specialist, the consultant will develop a Resource Mobilisation Strategy to guide fund-raising for the country programme 2022 – 2026. This is in view of declining Official Development Association and in line with UNICEF’s commitment to making a difference for the most vulnerable and left behind. In addition, the Consultant should ensure that the Resource Mobilisation Strategy Action Plan / Implementation Plan builds on best practices and follows organizational guidelines and timelines. The consultant will work closely and receive support from the Deputy Representative Programmes Team led by the Deputy Representative/PME Chief.

Type of reporting expected from the consultant:

The consultant will consult with all relevant stakeholders in the Country Office, Sections Chiefs, Representative, Deputy Representative and Partnerships team to enable him or her to have relevant information for the completion of the task. Consultation will also be conducted with key stakeholders (donors and UN partners).

Scope of work/objectives

The specific tasks of the consultancy will include:

Desk review of relevant documentation (Country Programme Document; donor contributions, funding trends, nature of expenditures)

Conduct a comprehensive analysis of the donor environment for potential global, regional and local donors, including private sector to map the feasibility of securing multi-year and thematic funding and recommend ways to develop and maintain strategic partnerships and engagement with key donors, (past, present and future).

  • The analysis will review key bilateral and multilateral donor strategic priorities for Zimbabwe and reflect on how these fit with UNICEF Zimbabwe strategic funding goals recommending relevant approaches for donor engagement.
  • Review and assess multilateral and International Financing Institutions (IFIs) funding trends.
  • Explore opportunities for partnerships from emerging donors - the Brazil, India, Russia, South Africa countries and private sector and foundations.

Recommend ways to develop and maintain strategic partnerships and engagement with key donors, (past, present and future).

Develop a Resource Mobilisation Strategy for the Country Programme 2022 – 2026 including a detailed implementation Plan / Action Plan of the strategy.

To qualify as an advocate for every child you will have…

  • An Advanced degree in the social sciences (Sociology, International Relations, Anthropology, Development studies, Economics/Statistics) or related fields relevant for the assignment.
  • Masters or PhD in a programme area related to UNICEF’s work.
  • A minimum of ten years of senior level professional work experience at national and international levels.
  • Spoken and written fluency in English.
  • Experience in planning and facilitating consultations with large and small groups.
  • Familiarity with UNICEF’s planning processes will be a solid advantage.
  • Required skills: demonstrated strong analytical, communication, writing and editing skills.
