How can you make a difference?

UNICEF Zimbabwe seeks to engage a qualified and committed individual consultant to carry out Spotlight Initiative, Monitoring, Evaluation, Reporting and Knowledge Management Consultancy.

PURPOSE OF THE ASSIGNMENT:

Spotlight is a multi-agency initiative developed jointly and implemented jointly with UN Women, UNDP, ILO, UNFPA and UNESCO. Accordingly, the initiative requires a joint approach of Monitoring and Evaluation. The monitoring and evaluation component of the Spotlight is led by UNICEF in close collaboration and coordination with other UN Agencies, CSOs and Government stakeholders. As the Spotlight Initiative comes to a close, an extensive programme to facilitate closure and handover to the government has been put in place. The Consultant will be responsible for supporting UNICEF in conducting final results verification, coordinating the close out activities and ensuring accurate documentation of the spotlight Initiative.

BACKGROUND:

In September 2017, the EU and the UN launched an ambitious partnership to eliminate all forms of violence against women and girls worldwide. The Spotlight Initiative (SI) aims at mobilizing commitment of political leaders and contributing to achieving Sustainable Development Goals (SDGs). The Initiative aims at ending all forms of violence against women and girls, targeting those that are most prevalent and contribute to gender inequality across the world. In Zimbabwe the Spotlight Initiative programme ran from 2019 and ends in 2023.

The Spotlight Initiative is in the final quarter of implementation after 5 years. An extensive programme has been put in place to ensure accurate documentation and handover to government to sustain the results of the programme. The monitoring and evaluation component of the Spotlight is led by UNICEF in close coordination and collaboration with other UN Agencies, CSOs and Government stakeholders participating in the initiative. Due to the extensive nature of assignments at close out, a consultant is required to support UNICEF in conducting final results verification, coordinating the close out activities and ensuring accurate documentation of the spotlight Initiative.

To qualify as an advocate for every child you will have…

  • Advanced university degree(Masters) in social sciences, statistics, development, monitoring and evaluation, or other relevant area.

    • Five years relevant professional field work experience Professional work experience in programme development and implementation, including monitoring and evaluation activities as follows
    • At least two years exposure to gender-based programming. Active involvement in a humanitarian crisis response programme preferred.

Knowledge/Expertise/Skills required:

  • Professional technical knowledge/expertise in demography, statistics, and data management.
  • Professional technical knowledge /expertise in methodology of M&E, including theories, standards and models, quantitative/qualitative/mixed methods, validity/reliability testing of data, data analysis and interpretation, and statistical inference methods.
  • Professional technical knowledge/expertise in Results Based Management principles and practices and implementation
  • Professional technical knowledge/expertise in Activity Monitoring & Evaluation, Evaluation Design, data analysis, and reporting.
  • Gender equality and diversity awareness

Desirable

  • Professional/technical knowledge /expertise in Team Management, Coaching & Training.
  • Mastery of UNICEF’s M&E policies and procedures.
  • Latest programme monitoring and evaluation theory, methodology and tools.
  • Understanding of UN Mission and system, current key UN topics; and International Code of Conduct.
  • Understanding of UNICEF Mission Statement and UNICEF Guiding Principles.
  • UNICEF strategic framework for partnerships and collaborative relationships.

Languages

  • Fluency in English is required, and the language of the duty station is desirable.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
