Purpose

Spotlight is a multi-agency initiative developed jointly and is implemented jointly too. Accordingly, the initiative requires a joint approach of Monitoring and Evaluation. The monitoring and evaluation component of the Spotlight is led by UNICEF in close collaboration and coordination with other UN Agencies, CSOs and Government stakeholders. The Consultant will be responsible for coordinating all Spotlight Initiative M & E activities across all UN Agencies participating in the initiative.

Background

In September 2017, the EU and the UN launched an ambitious joint partnership to eliminate all forms of violence against women and girls worldwide. The Spotlight Initiative (SI) aims at mobilizing commitment of political leaders and contributing to achieving Sustainable Development Goals (SDGs). The Initiative aims at ending all forms of violence against women and girls, targeting those that are most prevalent and contribute to gender inequality across the world. The Spotlight Initiative will deploy targeted, large-scale investments in Asia, Africa, Latin America, the Pacific, and the Caribbean, aimed at achieving significant improvements in the lives of women and girls. Zimbabwe is one of the eight countries in Africa to benefit from this transformative initiative.

The overall vision of the Spotlight Initiative in Zimbabwe is that women and girls realize their full potential in a violence-free, gender-responsive and inclusive Zimbabwe. The Spotlight Initiative will directly contribute to Zimbabwe’s achievement of three of the country’s prioritized Sustainable Development Goals (SDGs): Goal 5 on Gender Equality, Goal 3 on good health and well-being and Goal 16 on inclusive and peaceful societies. The programme will contribute to the elimination of SGBV and HPs through the creation of a broad partnership with Civil Society, Government, Private Sector, Media, among others; and, build a social movement of women, men, girls and boys as champions and agents of change at the national, subnational and community levels. A specific focus will be on reaching and including in the programme women and girls who are often isolated and most vulnerable to SGBV and HPs due to intersecting forms of discrimination. The programme will also seek to address the SRHR needs of all women and girls using a life-cycle approach.

The SI Zimbabwe Country Programme will use a multi-sectoral, multi-layered, interlinked community-centered approach to the implementation of the interventions on the following six Outcome Areas based on the socio-ecological model for addressing SGBV and HPs.

  6. Supporting the Women’s Movement

The programme will contribute to the elimination of Sexual and Gender based Violence (SGBV) and Harmful Practices (HPs) through the creation of a broad partnership with Civil Society, Government, Private Sector, media, practices among others; and build a social movement of women, men, girls and boys as champion and agents of change at the national, subnational and community levels.

A specific focus will be on reaching and including in the programme women and girls who are often isolated and most vulnerable to SGBV and HPs due to intersecting forms of discrimination. The programme also will seek to address the Sexual and Reproductive Health and rights (SRHR) needs of all women and girls using a life-cycle approach.

Assignments

Within the delegated authority and under the given organizational set-up, the incumbent may be assigned the primarily, shared, or contributory accountabilities for all or part of the following areas of major duties and key end-results.

1. Integrated Monitoring, Research Plan (IMERP)

Ensure that the Spotlight Initiative uses a well prioritized and realistic plan of monitoring and evaluation activities that will provide the most relevant and strategic information to manage the initiative, including tracking and assessing the distinct contributions made by the spotlight Initiative.

Duties & Tasks

  • Make professional contributions to and provide technical assistance for strengthening monitoring and evaluation priorities, and activities in consultation with Partner Agencies and Government/CSO implementing partners.
  • Support the strengthening of Spotlight M&E Plans from a sound results-based programming process.

2. Programme Performance Monitoring

Ensure that the Spotlight Stakeholders have quality information to assess progress towards expected results established in the results framework and annual work plans.

Duties & Tasks

  • Provide technical support to ensure that a set of programme performance indicators provided by Secretariat are adjusted as necessary with inputs from all concerned partners in the context of the multi-year and annual work plans.
  • Coordinate with partners to ensure that monitoring systems are properly designed, and that data collection and analysis from field visits are coordinated and standardized across programmes to feed into to programme performance monitoring.
  • Coordination and participation in technical and high-level joint field monitoring trips among UN Agencies, CSOs and Spotlight inter-ministerial steering committee
  • Drawing on monitoring and analysis of key program performance and management indicators, provide professional input to management reports, including relevant sections of the annual reports.
  • Coordinated and support third party monitoring of selected Spotlight interventions across the districts of operation.

3. Knowledge Management

  • Development of ToR for Knowledge management documentation across UN Agencies under Spotlight with special focus on joint learnings
  • Coordination of learning sessions on Gender Based Violence and Harmful practices locally in the country and across participating Spotlight countries
  • Coordinate exchange learning visit to Malawi Spotlight Country Programme.
  • Support regular uploading of key documents across RUNOs on the Spotlighting COSI virtual platform

4. Evaluation

Ensure that Spotlight country programme evaluations are well coordinated across UN Agencies and results are disseminated in a timely fashion to stakeholders in order to improve programme performance and contribute to wider learning.

Duties & Tasks

  • In coordination with inter agency technical team formulate high quality Terms of Reference and evaluation designs for Spotlight Initiative with compliance with the agreed programme evaluation policies and guidelines.
  • Monitor and ensure the quality of the field work and data management during the implementation phase of the evaluation, and the quality of the analysis and ease of understanding during the report writing phase of the agreed evaluations.
  • Disseminate evaluation findings and recommendations to the intended audiences in user-friendly methods. In particular, to ensure that effective participatory feedback is provided to the Government, communities, and civil society stakeholders.

5. M&E Capacity Building

Ensure that the monitoring and evaluation capacities of Spotlight staff and national partners – government and civil society – are strengthened enabling them to increasingly engage in and lead monitoring and evaluation processes.

Duties & Tasks

  • Promote the awareness and understanding of the shared responsibility of M& E function among all staff members through communication, training, learning and development activities.
  • In close collaboration with partners, ensure that an M&E capacity building for Spotlight staff, national partners and institutions exists in the context of the M&E plan.

Actively seek partnerships with knowledge institutions for the identification of capacity gaps and development of strategies to address them.

To qualify as an advocate for every child you will have…

  • Advanced university degree (Masters) in social sciences, statistics, development, monitoring and evaluation, or other relevant area.
  • Professional work experience in programme development and implementation, including monitoring and evaluation activities as follows
  • Five years relevant professional field work experience
  • At least two years exposure to gender based programming. Active involvement in a humanitarian crisis response programme preferred.
  • Professional technical knowledge/expertise in demography, statistics, and data management.
  • Professional technical knowledge /expertise in methodology of M&E, including theories, standards and models, quantitative/qualitative/mixed methods, validity/reliability testing of data, data analysis and interpretation, and statistical inference methods.
  • Professional technical knowledge/expertise in Results Based Management principles and practices and implementation
  • Professional technical knowledge/expertise in Activity Monitoring & Evaluation, Evaluation Design, data analysis, and reporting.
  • Gender equality and diversity awareness
  • Professional/technical knowledge /expertise in Team Management, Coaching & Training.
  • Mastery of UNICEF’s M&E policies and procedures.
  • Latest programme monitoring and evaluation theory, methodology and tools.
  • Understanding of UN Mission and system, current key UN topics; and International Code of Conduct.
  • Understanding of UNICEF Mission Statement and UNICEF Guiding Principles.
  • UNICEF strategic framework for partnerships and collaborative relationships.
  • Fluency in English (verbal and written). Good written and spoken skills in the language of the humanitarian operation and knowledge of another UN language an asset.
