Stretch Assignment: Finance Officer Nouakchott, Mauritania (2 months)

Title: Finance Officer Level: (NOA/NOB)- (GS6-GS7). Reports to: Deputy Representative Operations Duration: 2 months Section: Operations, Nouakchott Location: Nouakchott, Mauritania Dates/Duration: Stretch assignment from 20 June to 20 August 2024 Eligibility: All Fixed-Term, Permanent or continuing appointment UNICEF staff members currently working in UNICEF worldwide.

Background:

The need to strengthen the operations section at the Mauritania country office creates the opportunity for a 2-months Stretch Assignment for a UNICEF colleague as Finance Officer (NOA/NOB) Associate (GS6-GS7).

Purpose of the Position:

Under the direct supervision of the Deputy Representative Operations, the Finance Associate/Officer will report to the Finance Officer for general direction and guidance. The incumbent is responsible for a full range of financial services in support of program and operational activities (i.e. financial planning, disbursements of funds and payments, treasury and accounting, financial budgeting & analysis and reporting of resources), ensuring International Public Sector Accounting Standards (IPSAS), UNICEF Financial Regulation and Rules, policies, procedures, guidelines, standards of accountability, and ethics. He/she is responsible to ensure proactive implementation of efficient risk-based oversight of cash transferred to partners.

Duration:

This stretch assignment will be for a period of two (2) months with possible 1 month extension. The starting date for the successful candidate would ideally be June 20, 2024.

3. Treasury and cash management

4. Review DCT transactions (transfer, adjustments, reprogramming and liquidation) supporting documents to ensure FACE form has been properly entered into the system and the expenditure is broadly reasonable and in accordance with policy.

5. Verification and submission of payments (supplier, consultants …) to GSSC in accordance with the UNICEF Financial Regulation and Rules.

6. Support the control, operations, and management of bank, petty and cash on hand accounts in accordance with UNICEF/UN financial regulations and rules and local banking practices.

7. Maintain a system to monitor and forecast periodic cash requirements to ensure sufficient availability of resources for programs and operations activities, and to respect the monthly benchmark.

8. Maintain contact with local bank management on routine operational matters.

9. Submit monthly accounts closure activities (monthly, quarterly, and yearly) on a timely basis and per closure instructions to the GSSC for reconciliation and take necessary corrective action on findings identified by the center.

10. Provide technical support to the program counterparts/committees, e.g., review budgets and financial plans of implementing partners.

11. Perform tracking and follow up on open commitments and advise on actions to take to ensure proper consumption of budget.

12. Participate and/or organize training and learning events to build capacity of staff and stakeholders/partners.

13. Promote culture of highest ethical standards and behavior in management of UNICEF’s resources.

14. Advise on improvement of internal control procedures related to finance.

15. Any other assigned finance responsibilities as requested by the supervisor of the post.

Minimum Qualifications and Competencies:

- First level (Bachelor's) university degree; or an advanced university degree (Master's) in financial management related fields such as Accountancy or Finance or their equivalent; or/ and a valid professional certification (CA; CPA; etc.) from an internationally recognized, accredited chartered accountancy institution.

- A minimum of 5 years of professional experience in financial management and/or in program/project development and management or financial planning, management and oversight or related field in a developing country is required.

- Language Requirements Fluency in French is required.

Funding arrangement:

This is a temporary development opportunity and there will be no changes to the staff member’s status (position number, level, etc.).

The Office will cover the ticket for economy class travel and 100% of the UN DSA rate during the first 30 days, and 50% DSA for the remaining time.

Interested UNICEF staff should discuss this opportunity with their supervisor and seek the approval of their management before applying.

The staff member's salary will continue to be paid by the releasing office during this assignment. Mauritania Country Office will pay for economy class travel and 100% of Nouakchott DSA rate for the first 4 weeks and 50% for the remain of the period.
