UNDP is currently implementing its flagship crisis response programme, ABADEI (Area Based Approach to Development Emergency Initiatives), as part of the ongoing UN-led response to prevent a humanitarian catastrophe and the breakdown of Afghanistan’s economy following the August 2021 shift in power.

ABADEI

The ABADEI Strategy is a tailored area-based integrated programming approach to support basic human needs, complementing short-term humanitarian life-saving assistance with the safeguarding of livelihoods and the strengthening of community resilience. It is centered around addressing worsening poverty and vulnerability, supporting community resilience and social cohesion, addressing climatic vulnerability and enabling the rehabilitation of small-scale infrastructure vital for basic human needs. It supports the creation of immediate sources of income through vocational skills training, cash-for-work, cash for market, small businesses and livelihood opportunities with particular focus on agri-business and regenerative agriculture infrastructure and services (critical for food security) that are under threat. It is sensitive to the chronic and newly emerging vulnerabilities of Afghan women and girls and aims at providing them assistance in a manner that does not exacerbate their susceptibility to violence and deprivation of opportunities and rights.

Under the guidance of the Partnership and Communication Advisor and direct supervision of the ABADEI Programme Manager, the Partnership and Resources Mobilization Specialist will be responsible to lead on donor intelligence and calls for proposals, compilation of concept notes, drafting of grants proposals and liaison with the donor agencies for follow up on their queries and correspondence.

The Partnership and Resources Mobilization Specialist will be working at the Country Office in Kabul and will work in close coordination with the donor liaison offices at the UNDP HQ and donor capitals, as needed. S/he will be supported with technical inputs by the various Portfolios of the Country Office and the ABADEI Programme.

Duties and Responsibilities

The Partnership and Resources Mobilization Specialist will:

  • Formulation and implementation of the CO’s strategies related to resource mobilization and partnerships building
  • Ensure hands-on coordination of donor proposals and reports
  • Prepare and support the negotiation and finalization of agreements with donors and partners
  • Support and represent UNDP in donor and partner groups and forums at national and international level
  • Support of knowledge building and knowledge sharing practices as required by the organization

1) Formulation and implementation of the CO’s strategies related to resource mobilization and partnerships building

  • External and internal analysis for assessing the CO’s opportunities for resource mobilization in the areas covered by the Area Based Programme.
  • Support the finalization of an extensive donor mapping exercise, enabling CO’s strategic analysis of gaps and needs.
  • Development of a detailed Partnership and Resource Mobilization (PRM) CO Strategy, inclusive of planning tools to implement the strategy, with the goal of mobilizing resources for the recovery and reconstruction phase.
  • Development of specific donor fund-raising strategies and approaches with OECD/DAC donors, non-traditional donors, International Financial Institutions (IFIS) and the private sector.

2) Ensure hands-on coordination of donor proposals and reports****;

  • Guide and support the development of joint UN proposals for the CO
  • Design project proposals that respond to the specific needs of interested donors, fully aligned with ABADEI and UNDP quality standards and requirements.
  • Guide and coordinate inputs from programme and operations colleagues, including from the Afghanistan Country Office regional teams.
  • Quality-assure proposals developed by programme and project colleagues.
  • Respond to donor queries in a timely and comprehensive fashion.

3) Prepare and support the negotiation and finalization of agreements with donors and partners

  • Negotiation, drafting and revision of agreements with donors, and putting monitoring mechanisms in place for the programme team in the CO.
  • Negotiation of mutually beneficial agreements, compliance with partner requirements, including donor reporting requirements.
  • Dedicated outreach to international partners, including the Humanitarian Country Team, in the country, in coordination with the Programme team.

4) Support and represent UNDP in donor and partner groups and forums at national and international leve****l

  • Advice and support the CO management in the preparation of donor and partners groups, including the development of agendas, thematic presentations, and talking points.
  • Upon request, effectively represent UNDP in such forums, presenting and furthering UNDP interests in adequate, diplomatic ways.
  • Ensuring effective follow-up on decisions and action points from donor and partner group meetings.

5) Support of knowledge building and knowledge sharing practices as required by the organization, focusing on the following results

  • Identification and formulation of lessons learned and recommendations to be integrated into broader CO knowledge management efforts, especially related to resource mobilization and partnerships.
  • Contribution to knowledge networks and communities of practice.
  • Organization of trainings on resource mobilization and partnerships building in the CO, as needed.

Min. Education requirement****:

  • Master's degree in Economics, Business or Public Administration, Social Sciences, International Relations, Political Science, or other relevant fields

Relevant Experience:

  • Minimum of five (5) years of increasingly responsible professional experience in communications..

Required Skills:

  • Extensive experience in resource mobilization and partnerships building, especially in crisis settings.
  • Demonstrated project and programme design and management experiences.
  • Solid understanding of key UNDP programmatic areas of intervention in post-crisis and recovery settings.
  • Experience in design, monitoring and evaluation of resource mobilization strategies.
  • Functionally-related professional management skills.
  • Plan and prioritizes work activities to meet organizational goals and organizes and oversees work processes efficiently to achieve quality results.
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and working knowledge of spreadsheet and database packages, as well as experience in the handling of web-based management systems.
  • Experience from previous UN assignments and/or multilateral and bi-lateral aid organizations would be an asset.
  • Knowledge of Results-Based Management methodologies would be an asset. Functionally-related professional management skills.

Language Requirements:

Proficiency in English is required – both written and oral is required.

Fluency in local language of duty station Dari and/or Pashto is desirable but not essential.
