Background

The duration of the assignment is for 364 days. Whereas an external candidate will be offered a temporary appointment; subject to release agreements, staff members in UN Women may be administered as a temporary assignment and staff members in the UN Common system may be administered under a loan arrangement

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Through the Strategic Partnership Division (SPD) and the Public Partnerships Section (PPS), UN Women establishes, nurtures and expands partnerships worldwide in support of its normative, coordination and programmatic mandates.

The European Union (EU) constitutes a key partner for UN Women to deliver on this triple mandate, especially in advancing and upholding women’s human rights through international/regional/national standards and in improving women’s lives in countries through impactful and innovative programmatic approaches. It is also a global player in international development policy, and remains the largest donor in the sphere of international development aid, with a shared priority on promoting gender equality to achieve the SDGs. The strategic focus of the partnership is on policy dialogue, advocacy and resource mobilization as well as on partnership development and consolidation with the different EU institutions and bodies on issues pertaining to UN Women’s mandate.

The work of the UN Women Brussels Liaison Office (BLO) is inter alia guided by the Memorandum of Understanding between the European Union (EU) and the UN Women first signed in 2012 and reconducted ever since. It reaffirms the partnership between the EU and UN Women to support gender equality and women’s empowerment around the world and to ensure closer collaboration on policies and programmes; sharing information, expertise and analysis in order to effectively advance women’s rights. To this end, the BLO guides and supports all UN Women offices and sections worldwide (Country and Regional Offices, Headquarters Divisions and Units) in their partnerships with the EU Delegations and with Brussels, with an emphasis on programme negotiation, development, implementation and monitoring/reporting. In addition, the BLO also plays a key role in sustaining/expanding the partnership with Belgium and supports partnership building, policy dialogue with and resource mobilization from other selected European Member States, with focus on Benelux countries, as well as outreach and partnership building with Brussels-based and European public and private organizations, civil society and women’s organizations, research centers and think tanks, foundations and the private sector, media and communication outlets. To do so, BLO works in close collaboration with other UN agencies in Brussels through its coordination mandate to ensure alignment, joint advocacy and programming in the spirit of the UN Reform.

Under the guidance and direct supervision of Director, BLO, the Partnerships and Coordination Specialist is responsible for guiding and supporting all UN Women offices and sections worldwide (Country and Regional Offices, Headquarters Divisions and Units) in their partnerships with the EU Delegations and with Brussels, with an emphasis on programme negotiation, development, implementation, and monitoring/reporting. The Partnerships and Coordination Specialist supervises the EU Finance Specialist and affiliate personnel, as applicable.

Duties and Responsibilities

1****. Advisory and specialized technical support

  • Provide substantive advice to the Director, BLO on strategic planning for the UN Women partnership with the EU, also in the context of the implementation of the MoU between the EU and UN Women.
  • Support the Director, BLO with timely analysis on the overall partnership with the EU, including programme portfolio, highlighting critical development trends and their possible impact on the partnership.
  • Support the Director, BLO in devising strategic entry-points for resource mobilization with the EU and Brussels-based entities.
  • Identify new partnership opportunities and provide targeted technical and resource mobilization guidance on programming initiatives to HQ Divisions, Regional and Country Offices and prepare relevant briefing material.
  • Review programme proposals from Headquarters, Regional and Country Offices.
  • Provide substantive and operational support to the Director, BLO during the stages of the UN Women strategic planning, formulation and implementation processes related to the EU partnership.
  • Provide substantive support and advice to the Director, BLO for missions to Brussels, meetings and other consultations with the EU, including preparation of briefs and other materials; real-time donor intelligence captured, analyzed and prepared, including interests, priorities, issues, and changes in the political and aid environment.
  • Contribute significantly to the BLO strategic vision and priorities discussion and lead in establishing office annual work plans and follow up on their implementation and reporting.

2. Targeted programme management technical support and guidance

  • Provide substantive support and advice to Headquarters, Regional and Country Offices on outreach for partnership and resource mobilization with the EU.
  • Lead the provision of technical support to Headquarters, Regional Offices and Country Offices during the formulation, negotiation and approval of EU programming to ensure the submission of relevant, high-quality programmes with the EU and ensure clearance of all UN Women agreements with the EU.
  • Collaborate with relevant UN Women colleagues advising on programme implementation and supervise EU Finance Specialist.
  • Provide capacity building of UN Women staff on collaboration with the EU. Help ensure relevance and effectiveness of such capacity building initiatives. Support knowledge management activities related to outreach to the EU.
  • Develop and maintain an up-to-date overview of programme negotiations’ status and prepare regular briefing material for HQ, ROs and COS. Support PPID in the timely analysis on overall EU portfolio implementation, highlighting critical developments and their impact on programming and partnership building with the EU.
  • Advice the Director, BLO and HQ on lessons learned and best practices. Based on lessons learned, help guide policy and programme improvements and future strategic development planning.

3. Substantive support to UN Coordination, advocacy and partnership building

  • Support the Director, BLO in partnership building and advocate for UN Women with EU counterparts and other partners. Represent UN Women in national and international fora as requested by the Director, BLO. Represent the Brussels’ Office on gender equality and women’s empowerment issues, as needed. This includes liaising with the EU, Member States, civil society on UN Women related issues in all dimensions of the mandate.
  • Represent UN Women in meetings as delegated/appropriate to consult, collaborate and interact on common issues and activities and to participate in the UNBT process to ensure the integration of gender equality and women’s empowerment in working groups and reviews.
  • Represent UN Women at selected Brussels based UN working groups to establish effective networks, facilitate joint programming and promote UN Women competencies and interests to advance gender and women’s human rights.
  • Be the FAFA (Financial and Administrative Framework Agreement between the EU and UN), focal point of the UN Women Office, follow and contribute to the UN Brussels team dialogue and prepare substantive analysis of FAFA related issues for UN Women and engage in dialogue with EC.
  • Support the Director, BLO to develop, build, and nurture strategic partnerships with the EU, Member States, NGOs and other stakeholders to advocate and to promote UN Women mandate, initiatives and commitments to raise awareness and stimulate action to advance women’s human rights in selected policy areas in collaboration with HQ Divisions, ROs and COs.

4. Knowledge management and capacity building

  • Identify lessons learned and areas of emphasis to guide future strategic development planning, partnerships and resource mobilisation.
  • Design and implement capacity building training activities for UN Women colleagues to enhance skills and knowledge in results-based management and EU programme management within UN Women; and systematic quality assurance.
  • Document good practices, challenges, relevant tools and lessons learned from engagement with the EU.
  • Identify lessons learned to ensure effective change management as required.

5. Manage financial resource and personnel under their supervision?

  • Act as Office in Charge when the Director, BLO is on mission.
  • Manage the performance of personnel under their supervision by provide managerial direction, guidance and leadership as well as performance feedback and coaching.
  • Ensure performance assessment are completed on time and identify learning and development opportunities to support personnel’s engagement.
  • Ensure all personnel under their supervision are fully aware of UN Women’s workplace relations policies.

6. The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organisation.

Supervisory/Managerial Responsibilities:

The incumbent supervises the EU Finance Specialist, and consultants and interns, when applicable.

FUNCTIONAL COMPETENCIES:

Required Skills and Experience

Education and Certification:

  • Master’s degree or equivalent in development related disciplines, economics, public policy, political science or other related field is required.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • Specialist qualifications in gender studies or related field would be an added advantage.

Experience:

  • At least seven years of progressively responsible work experience in international relations and development with an emphasis on gender equality and women’s rights at the international level is required.
  • Experience in developing countries is required, preferably, within the UN system, funds or programme is required.
  • Experience in partnership development, networking and coordination, advocacy and resource mobilization in large organizations is required.
  • Experience in multi-stakeholder programme planning, monitoring and reporting, including capacity building in development contexts is required.
  • Experience related to EU and partnership development with the EU is desirable.
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and spreadsheet and database packages, experience in handling of web-based management systems is required.
  • Experience in the use of a modern web-based ERP System, preferably Oracle Cloud, is desirable.
  • Experience related to EU and partnership development with the EU is desirable.

Languages:

  • Fluency in English and French is required.
  • Knowledge of another official UN language is desirable (Arabic, Chinese, Russian or Spanish).
