Background

The duration of the assignment is 6 months. Whereas an external candidate will be offered a temporary appointment, subject to release agreements, staff members in UN Women may be administered as a temporary assignment and staff members in the UN Common system may be administered under a loan arrangement.

The Human Resource Division is responsible for the timely, accurate, equitable, effective and efficient delivery of all human resources management services, i.e. strategic staff planning, recruitment, staff administration, organizational and design and learning/career development, for the continuous development and improvement in human resource operations, policies, and methods to align with UN Women evolving business needs, and for providing advisory support to the Executive Director in the formulation and implementation of UN Women's overall mission, strategy and plans of actions.

Under the supervision of the Deputy Director, the Human Resources (HR) Analyst will support in various HR activities, particularly supporting HR Management in coordinating and implementing special initiatives related to Recruitment and Staffing in close collaboration with other HR Functional Leads and HRBPs. They will also support the HR Division on the development of necessary tools and systems and contribute to the development of HR reports.

Duties and Responsibilities

Provide technical support to the Human Resources team in the development and successful implementation of policies, practices and procedures to meet the evolving needs of the organization, particularly in the area of staffing:

  • Provide technical support in the review of relevant procedures and guidelines in relation to the implementation of new contract modalities for affiliate personnel.
  • Contribute to the revision of policies and guidelines in relation to the transition to the new contract modality.
  • Provide support to other special projects initiated by HR Management in relation to recruitment and staffing.
  • Provide guidance on the interpretation and application of HR policies related to recruitment and staffing.
  • Advise hiring manager on the best staffing modality and appropriate use of different contract types.

Provide technical support to Deputy Director and HR Specialists on the development and implementation of recruitment initiatives:

  • Provide support in the conduct of assessments.
  • Facilitate competitive recruitment and selection processes, including vacancy announcement, screening of candidates, preparation of relevant assessment tools and reports, in collaboration with HR Business Partners.
  • Facilitate interview panels, conduct reference checks and follow up on the approval processes.
  • Provide inputs and technical support to the implementation of the e-recruitment system.
  • Provide technical support in the development and maintenance of rosters in relation to recruitment and other staffing needs.
  • Provide technical and coordination support on executive search and outreach to widen candidate pools for vacant positions.

Provide technical inputs and coordination support to job design and evaluation for affiliate workforce:

  • Provide support to the development of job profile library, particularly for affiliate workforce, in collaboration with HR Specialist on Organizational Design and HRBPs.
  • Provide support in writing and reviewing job descriptions, and support with maintaining UN Women’s affiliate personnel job dictionary with standard job profiles.
  • Provide suggestions for further streamlining related processes.

Provide technical support to HR Reporting and internal communication on staffing:

  • Gather and compile documentation, and information related to special projects on staffing.
  • Draft documents, statistics and reports as required.
  • Provide inputs to special recruitment and staffing reports as required.
  • Ensure that intranet pages are up to date and regularly post new materials on the HR Updates pages in Yammer and the internal newsletter.

Provide knowledge management support:

  • Liaise close with colleagues in the HR communities of practices as required.
  • Draft and/or provide inputs to training and information materials, including templates.
  • Provide timely inputs to the HR Bulletin on recruitment and staffing.

Perform any other duties as assigned by supervisor.

  • Timely advice on recruitment policies, procedures and guidance.
  • Timely support to recruitment projects as per annual workplan and budget.
  • Any issues related to new contract modality implementation escalated in a timely manner.
  • Timely and accurate HR report on recruitment and staffing.
  • Timely support to position establishment processes and quality and timeliness of classification analysis of jobs.

Required Skills and Experience

Education and certification:

  • Master’s degree or equivalent in Human Resources, Business Administration, Psychology, Organisational Development, Public Administration or other relevant social sciences;
  • A first-level university degree in combination with two additional years of experience may be accepted in lieu of the advanced university degree.

Experience:

  • Minimum of 2 years of relevant experience in recruitment and staffing or related area;
  • Experience in recruitment and selection of both staff and affiliate personnel contracts is required;
  • Experience in and knowledge of UN system recruitment and selection policies and procedures are required;
  • Experience in job design and classification is required;
  • Experience working at an international level is an asset.

Language Requirements:

  • Fluency in English is required;
  • Knowledge of another UN working language is an asset.
