This UNV assignment is part of the UNODC Global Program on People-centered Crime Prevention and Criminal Justice Reform and its pillar on Crime Prevention that includes the Initiative on Youth Crime Prevention through Sport. The specific initiative builds on the power of sports as a tool for peace and development and promotes sport as a tool for youth and community resilience. In the context of holistic crime prevention and social development approaches, sport is used as a vehicle to leverage impact of evidence-based interventions, such as life skills trainings, to address risk and protective factors of youth violence, crime, and drug use, and prevent criminality and offending among youth and their victimization and/or recruitment by criminal networks.

Within this context, and following the signing of an MoU between the International Olympic Committee and the UNODC, the two organizations have developed a new joint program titled “Score against Crime – Outreach Resilience Empowerment” of at risk youth (SC:ORE) to support the effective use of sport in preventing violence and crime and enhance the role of sport and the sport sector in building peaceful and safe communities. Key activities that are foreseen under this project include the development of tailored guidance tools and the delivery of training and other capacity building activities for policy makers and front-line professionals and the design and implementation of model interventions and pilot activities in selected communities and countries to generate further knowledge and learning and inform effective programming and policy development in this area.

Main tasks under this assignment related to the implementation, monitoring and evaluation of program activities in Senegal as they relate to youth crime prevention and sport and in particular those under the SC:ORE program, including:

o Participate and support the development, design, implementation monitoring and evaluation of the SC:ORE program pilot (e.g. monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions) and all related activities in Senegal. Specific tasks include: o Mapping and analysis of relevant policy and legal frameworks on youth crime prevention in Senegal o Mapping national actors, including government and non-government service providers, CSOs and other relevant factors that could be engaged in SC:ORE program activities and support, including sport actors and donor community o Establish partnerships and create synergies and networks and with national and local actors from crime prevention, youth and sport sector including with the National Olympic Committee, Dakar 2026, the ADF, sport federation, and CSOs o Organise and (co-)deliver various types capacity building and technical assistance activities, including meetings, workshops, trainings in the context of the SC:ORE program and the UNODC global Initiative on Crime Prevention through Sport o Support the development, contextualization and production of guidance tools and publications o Organize youth- and community outreach program and activities o Coordinate and support the development and implementation of sport-based interventions for at risk youth o Support the development of monitoring and evaluation framework and coordinate the collection and analysis of relevant data and related reporting o Coordinates activities related to programme/project preparation and submissions, progress reports, financial statements, etc. and prepares related documents/reports. o Participate in the monitoring and evaluation of the UNODC programmes and projects. o Research, analyse and present information gathered in the area of youth violence and crime prevention, from diverse sources for Senegal and the broader region of Western Africa, as required. o Assist in policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies relevant to youth crime prevention in Senegal and the broader region. o Prepare various written outputs such as draft background papers, analysis, sections of reports, and studies, inputs to publications, program, and project documents etc o Support development of communication material, including audio visual material on program activities and achievements o Contribute to the development of funding proposals and support fund raising activities as required o Perform other duties as required

Computer skills: • Proficiency in Microsoft Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment.

Technical competencies: • Excellent oral and written skills; excellent drafting, formulation, reporting skills is required • Excellent research skills required. • Accuracy and professionalism in document production and editing is required • Ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels • Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines

The applications must be in English.

The assignment will take place in the nation’s capital, Dakar, a family duty station (Hardship classification A). Dakar is a liveable city. The spontaneous reception and hospitality of the Senegalese is among the characteristic features of this West African country. The living conditions in Dakar are good, as well as the access to health services. The yellow fever vaccine is compulsory and vaccination cards should be presented at the entrance. Vaccinations against Meningococcal Meningitis and Hepatitis A and B are also recommended. The basic drugs are available in pharmacies but it is recommended to bring specific prescription drugs. According to ANSD/RGPHAE 2013 official estimates, the population of Dakar metropolitan area reaches over 3,1 million people. The total population of Senegal is 13.508.715 inhabitants (ANSD 2013). Senegal is located on UTC/ GMT. Senegal has warm climate and sunny days throughout the year that make it a comfortable duty station. Daytime temperatures are on average around 30°C. Rainy season is in the northern hemisphere’s summer/fall. The currency used in Senegal is called Franc CFA (XOF). Many hotels, restaurants and businesses in Senegal accept the main international credit cards (Visa, MasterCard, American Express, etc.). It is also possible to withdraw cash from automatic telling machines found in all the major cities. The accommodation facilities are in general good and the choice is wide. It is possible to rent unfurnished and furnished accommodations from 450 to 2000 USD. UN Volunteers can also co-rent and share private accommodations, which must comply with Minimum Operating Residential Security Standards (MORSS). Transportation in town can be easily arranged through local taxis. To enter Senegal, a valid passport is required. A visa may also be required depending on nationality. ECOWAS (Economic Community of West African States) nationals do not require a visa. Nationals of other countries should contact the closest Senegalese representation. Senegalese Embassies and consulates in various West African countries and in other parts of the world issue visas. The UNV Field Unit can provide assistance in booking temporary accommodation for the first nights at UN Volunteer expenses, which can be extended or not at UN Volunteer discretion until getting a permanent accommodation.

Conditions of Service

The duration of your assignment is 12 months. A volunteer receives a Volunteer Living Allowance (VLA) per month and is paid at the end of each month to cover housing, utilities, transportation, communications and other basic needs. Furthermore, UN Volunteers are provided a settling-in-grant (SIG) at the start of the assignment (if the volunteer did not reside in the duty station for at least 3 months prior to taking up the assignment) and also in the event of a permanent reassignment to another duty station. UNV provides life, health, permanent disability insurances as well as assignment travel, annual leave, full integration in the UN security framework (including residential security reimbursements). UN Volunteers are paid Daily Subsistence Allowance at the UN rate for official travels, flight tickets for the final repatriation travel (if applicable). A resettlement allowance is paid for satisfactory service at the end of the assignment.
