Org. Setting and Reporting Within the framework of the UN reform (GA Res. 71/243) launched on 1 January 2019, a new generation of UN Resident Coordinator Offices were established under the leadership of an empowered UN Resident Coordinator, the highest-ranking official of the UN Development System (UNDS) and Representative of the UN Secretary-General at country level. Furthermore, the recommendations adopted by the 2020 Economic and Social Council (Res. 2020/23) on the Multi-Country Office (MCO) Review propose concrete ways to improve the UN’s presence, resources and development services to Small Island Developing States (SIDS) in support of the implementation of the 2030 Agenda and SDGs, SAMOA Pathway, UNFCCC. This outposted capacity will support ONE UN engagement at the national level in pursuit of national and regional priorities and regional agreements under the aegis of CARICOM, CDEMA and other relevant regional organisations. Particularly, under the leadership of the UN Resident Coordinator (RC) and to better serve each country and coordinate the UN’s cooperation in support of national priorities the UN Country Coordination Officer is to be posted in Nassau, the Bahamas

The Jamaica MCO oversees five countries: Jamaica, the Bahamas, Bermuda, Cayman Islands and the Turks and Caicos. The UN Resident Coordinator leads the United Nations Country Team and the UN’s programming work, as outlined in the UN Multi-Country Sustainable Development Framework (MSDF). Twenty resident and non-resident UN entities are signatories to the MSDF and have programmatic coverage in the Caribbean region.

The RCO fulfills ten core coordination functions, namely strategic analysis and planning; oversight of the UN country programming cycle; representation of and support of UN Secretariat and UN agencies (incl. non-resident agencies); support to national coordination systems and processes; development and management of shared operational support services; crisis management preparedness and response; external communication and advocacy; human rights and development; joint resource mobilisation and fund management; and general UNCT oversight and coordination. Support to the UN RC and the UN Sub Regional Team (UNST) is provided through a team composed of national and international staff based in the MCO hub in Kingston, Jamaica.

The UN’s cooperation in the Caribbean includes regional and country level focused programmes/interventions in the areas of climate change, disaster resilience and environmental protection; gender equality; inclusive growth, health, human rights, among others as stated in the MSDF.

The UN Country Coordination Officer will be based in-country and report directly to the UN RC. The work includes substantive collaboration with the UNST, Agencies staff based in Nassau and in the respective country of coverage and the RCO (Jamaica). He/she will work with Agencies staff or country liaisons based in the MCO Hub or other Caribbean regional offices. He/she will also ensure linkages of country level efforts, Agencies SIDS focal points and working in close collaboration with National Coordination Officers posted throughout the Caribbean. He/she will work closely with the designated coordinating Ministry, national counterparts and Ministries and other partners in the achievement of the expected responsibilities.

Tasks include but is not limited to support to strategic planning, coordination, monitoring and reporting of UN country level programming and partnership to advance on Agenda 2030 and the SDGs in line with national priorities and other functions as may be delegated by the RC and / or the RCO Team Leader.

Responsibilities Within delegated authority, the UN Country Coordination Officer will be responsible for the following results and duties:

1.Fosters UN development system joined-up cooperation at country level in service of Small Island Development States (SIDS) challenges and needs within the framework of the Caribbean sub-regional priorities. •Identify opportunities and provide strategic advice to the UN RC, UNST and national authorities to address complex issues in support of the implementation of SIDS and SDGs international frameworks, regional institutions such as CARICOM and ECLAC and initiatives and country-level needs. •Provides strategic planning and coordination development support to the UNST and UN RC for UN Country -level programming and partnership building for a One UN Approach in support of national priorities. •Within the framework of the UNST strategic priorities and the UN’s programming frameworks (regional and sub-regional) identify entry points for UN policy and/or programming in support of national development strategies, Agenda 2030/SDGs, SAMOA Pathway and other international frameworks. •Ensure an updated country level analysis and support the planning, implementation and monitoring of the UN country-level programming (Country Framework and Country Implementation Plan) in response to development challenges, national priorities and aligned to the MSDF. •Maintain an effective dialogue and coordination mechanism with the designated leading Ministry and other national counterparts to facilitate a strengthened and positioned UN in relevant national development processes leading to the identification of new areas of collaboration and ample stakeholder participation. •Identify opportunities for country engagement in support of key national strategic priorities through international/intergovernmental forums and/or processes such as Financing for Development (FfD), High-Level Political Forum on the SDGs (HLPF), and Universal Periodic Review (UPR), among others. •Support member states in mobilizing and accessing UN regional and/or sub regional (MCO hub) assets and technical expertise, tools and other resources to strengthen policy and programme support for specific and specialized development issues. •Encourage the design and support the formulation of joint programmes or joint programming initiatives as well as support the implementation, monitoring and reporting of existing ones to ensure a coherent UN approach.

2.Support the UN RC and UNST to increase national partnership and financing for development opportunities in support of the UN Cooperation Framework and Country Implementation Plan and joint programming initiatives. •Provide strategic guidance and support the development and implementation of a locally tailored partnership and financing strategy as well as ensure the integration of national needs in sub-regional mobilization efforts in support of SDG acceleration and financing opportunities for SIDS. •Facilitate strategic engagements with and assist in the development of - partnership between the government, UN system and International Financial Institutions (IFIs) and other financers on key Financing for Development issues including issues of Debt, Access to Concessional Financing, Climate and Blue Financing and Social Impact investments. •Support the coordination of sub-regional development partner coordination mechanisms efforts at country level and identify synergies leading to the development initiatives from both traditional and non-traditional partners (South-South and triangular cooperation and other alternative financing options).

3.Provide support to strengthening the UN’s advocacy and communications and knowledge management at country level. •Provide support to the implementation of the UN Communication Strategy at country level and promotes the positioning of key advocacy initiatives – e.g. Agenda 2030/SDGs and other human rights/development issues. •Contribute to developing and promoting that country highlights and best practices are reflected in UN communications at national, regional and international. •Promote an environment for knowledge sharing and facilitate government’s access to UN produced knowledge products on relevant development issues and dissemination of national best practices in regional/sub-regional fora and communities of practice.

4.Support a comprehensive UN coordination for disaster risk management and humanitarian response. •Identify the required support and resources to strengthen national disaster risk efforts and mechanisms within the context of regional frameworks or programmes. •In cases of response to natural disasters and other humanitarian crises, under the guidance of the UN RC and in collaboration with the Humanitarian Advisor liaises with the UNETT and relevant regional (CDEMA) and national entities to support an effective country level response. •Ensure an efficient coordination of humanitarian response between national authorities, the UNETT and the Caribbean Development Partners Group -Disaster Management.

5.Fosters UN operational coherence at country level. •Within the framework of the Sub-Regional Business Operations Strategy (BOS), identify opportunities for cost-effectives of UN operations in country and provides support to follow-up initiatives to the Operations Management Team. •Coordinate the preparations for UN missions to country, including provision of guidance to UN agencies, external consultants, government officials and other parties. •On the day to day management, support appropriate admin, finance and logistic processes of the coordination related aspects of the UN Office as per UN Regulations and Rules. •Performs other duties as required.

Results Expected: The key results are in positioning a UN Sub Regional Team that is relevant and responsive to their Hosting Governments and to successfully impact UN’s Caribbean activities at the country level with strengthening of overall coordination capacity, and implementation of the UN development system reform. It aims to have a tailored and demand driven development response to each country needs through specific UN offers/programme and a more coherent and coordinate UN on the ground. The key results have an impact on the design and operation of UN activities, creation of strategic partnerships for the UN’s Sustainable Development Cooperation Framework (regional and country level) implementation and support of national strategies and priorities, as well as accountability towards member states.

Education Advanced university degree (Master’s degree or equivalent) in business administration, management, social science, international relations, economics or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of five years of progressively responsible experience in providing management advisory services project or programme management, design, monitoring and evaluation or related area is required. Knowledge about the UN and RC systems is desirable. Experience in the usage of computers and office software packages and experience in handling of web-based management systems is desirable. Knowledge about the UN and RC systems is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another UN official language is desirable.
