Contract

This is a UNV National Specialist contract. This kind of contract is known as National UN Volunteer. It is normally only for nationals. More about UNV National Specialist contracts.

The RCO supports the Resident Coordinator’s leadership of the UN Country Team (UNCT) through the provision of strategic policy, programmatic and operational advice on the above-mentioned areas, as well as any other area relevant for inter-agency coordination with the objective of fostering the UN reform at the country level. The UN Volunteer’s specific contribution and learning opportunities would be adjusted based on the candidate’s profile and aspirations, while ensuring exposure and participation in all aspects of RCO’s work and direct engagement with a wide range of UN internal and external stakeholders.

The national UN Volunteer would work closely with the UN Communications Group to support the UNCT Azerbaijan to strengthen joint communications of the CF 2026 - 2030, including key results from initiatives such as joint programmes and flagship joint UN efforts towards the acceleration of the SDGs. The UN Volunteer be embedded in the RCO in Azerbaijan, which collectively delivers five key functions: (1) strategic planning; (2) development economics; (3) partnerships and SDG financing; (4) data, and results management and reporting; and (5) communications and advocacy.

The UNV assignment, located in the RCO, is under the overall guidance and oversight of the UN Resident Coordinator in Azerbaijan and the direct supervision of the Head of RCO. The National UN Volunteer will support the RC and the RCO in the implementation of the UNCT communications and advocacy strategy and workplan, with special focus on development of joint communications products and common advocacy message, social media management, and media relations. The National UN Volunteer will also coordinate the inter-agency UN Communications Group to communicate the impact and results of the CF implementation and initiatives of UNCT in Azerbaijan, as well as joint advocacy around SDGs and UN principles, norms and standards. The National UN Volunteer will also support UNCT work to monitor and combat hate speech and misinformation.

Under the overall guidance and oversight of the UN Resident Coordinator in Azerbaijan, and direct supervision of the RCO Head of Office, the National UN Volunteer will undertake the following tasks:

• Support the development and implementation of UN Joint Communications Strategy for the CF (2026-2030) • Develop and implement communications plans aligned with UN corporate guidelines and visibility requirements • Conduct daily local media monitoring • Lead the daily management of UN Azerbaijan social media platforms • Produce innovative and engaging content, including infographics to depict results of UN work in Azerbaijan • Support the UNCT in capturing human interest stories that can be used for media outlets and other related communication activities • Develop a joint audio-visual archive inclusive of photographs, simple videos and audio clips that help tell the UN story • Design or lead the online volunteers for the design of banners, folders, business cards, bulletins, publications, and other requested printing / audio-visual materials • Lead pre- and post-event event/field visits’ communications including social media, photography/videography involving RC’s and Head of UN entities’ participation • Manage the provision of inputs for speeches, human interest stories, newsletters, bulletins, pamphlets, and other key outreach materials • Monitor the misinformation and hate speech and contribute to enhancing the preparedness of the UNCT/RCO to respond to misinformation • Keep updating of communications, media partner and other office databases • Ensure high-quality and timely media relations, including drafting press releases, responding to media queries and supporting press events • Any other duty assigned by the RC or Head of RCO, including specific requests from UNCT members

• Professional experience in communications, journalism, international relations, or related area is required. • Excellent oral and written skills in English and Azerbaijani; excellent drafting, formulation, reporting skills are required. • Experience in developing and executing strategic communications, including multimedia campaigns and crisis communications, public speaking, and working in and/or with traditional and digital media is highly desirable. • Experience with the political, social, and economic context of Azerbaijan and the sub-regional context is desirable. • Experience working with international organizations or bilateral and multilateral development partner organizations is an asset. • Experience in video production, social media/ website management, and content creation; graphic design and digital skills knowledge and experience in the use of office software packages including Adobe, but in case of lack of skills then the expectation is to coordinate delivery of tasks with the online volunteers • Strong project and event management skills is required. • Accuracy and professionalism in document production and editing is required. • Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development • Solid overall computer literacy, including proficiency in various Microsoft Office applications (Excel, Word, among others), email, and internet; familiarity with database management; and office technology equipment • Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines

This is a volunteer assignment, not employment. The assignment will be based in Baku and required full-time engagement with presence 5-days in the office. The UN Volunteer will be responsible for arranging her/his own housing and other living essentials.

The Summary of UNV Entitlement (National Specialist): All disbursed in local currency • Current Monthly Living Allowance (MLA): USD 1,461 • Private insurance: Health, dental, life, and dismemberment coverage by CIGNA • Entry allowance (one-time payment): USD 400 • Exit allowance: USD 121 per month, and upon the satisfactory completion of assignment • Annual leave: 2.5 days accrued per calendar month • Free access to different learning platforms and the UN & UNV network
